Empirische Überprüfung von allgemeinen Hypothesen anhand von Daten aus 31 subsaharischen Ländern. Der Autor resümiert, daß in der Vielzahl der Fälle die Auswirkungen negativer Art sind. Dennoch hätte eine "angemessene" Preis- und Wechselkurspolitik nur geringe Auswirkungen auf das Wachstum agrarischer Produktion. Effektive politische Entscheidungsfindung ist dem Autor wichtiger als spezifische Ziele der Änderung der Preis- und Wechselkurspolitik. (DÜI-Lef)

This study reviews the performance of African agriculture, including policies and projects which have worked, and those which have not worked. It proposes a set of five broad policy and investment priorities necessary for agricultural development in Africa: (1) undertaking macro-economic and agricultural policy reform needed to make agriculture profitable; (2) developing and disseminating improved agricultural technology; (3) empowering farmers so that they can more widely participate in managing all aspects of agricultural development; (4) developing physical and social infrastructure in rural areas; and (5) improving the management of natural resources (soil, water, forest, wildlife). Specific country and investment examples are given to illustrate successful efforts. Finally, the future focus of the World Bank is given in helping to achieve the strategy. (DÜI-Hff)
