Abstrak Tujuan dari pelaksanaan pembelajaran administrasi pemerintahan bagi dosen ilmu sosial politik adalah sebagai bahan masukan dan kajian secara berkesinambungan untuk meningkatkan pengetahuan dan pemahaman dosen sosial politik dalam memberikan wacana berpikir kepada mahasiswa sosial politik di universitas. Selanjutnya, pada paparan berikut adalah tinjauan pada konsep dan pelaksanaan birokrasi pada pemerintahan daerah. Pandangan yang negatif terhadap birokrasi seperti pelaksanaan prosedur yang berbelit-belit, lamban atau membutuhkan waktu yang lama, membutuhkan biaya yang besar termasuk biaya-biaya ekstra, pelayanan yang asal-asalan dan kurang ramah, masih sering terjadi praktek kolusi, korupsi dan nepotisme, dan lainnya masih sering terjadi khususnya pada pelayanan sektor publik. Sebagaimana konsep Weber, untuk mewujudkan good governance diperlukan Reformasi Birokrasi yaitu dalam bentuk reformasi kelembagaan (institusional reform) dan reformasi manajemen publik (public management reform). Untuk lebih dapat meningkatkan pada pelayanan sektor publik, menurut Osborne dan Gaebler melalui konsep Reinventing Governmentnya, menekankan pada: Pemerintahan Katalis, Pemerintah milik masyarakat, Pemerintah yang kompetitif, Pemerintah yang digerakkan oleh misi, Pemerintah yang berorientasi pada hasil, Pemerintah berorientasi pada pelanggan, Pemerintahan wirausaha, Pemerintah antisipatif, Pemerintah desentralisasi, Pemerintah berorientasi pada pasar. The purpose of this article is to analyze the service and the inhibiting factors of the Samsat Bus service around the Regional Revenue Service Unit (UPPD) of South Medan BPPRDSU. This study uses a descriptive method with qualitative analysis techniques. With data collection techniques from interviews, documentation, and observation. Based on the results of interviews and observations using 4 indicators from Tjiptono (2002) regarding the service quality of the Mobile Samsat Bus at Simpang Pemda Medan Selayang District, it is good or quality. However, comfort is still not good or inadequate because the facilities are still limited. Barriers that are often found are people who complain about the facilities. This is because the existing facilities are still unsatisfactory. Then the undisciplined officers of the Mobile Samsat Bus at the Simpang Pemda Medan Selayang District. Namely, the Samsat Bus Officers at the Simpang Simpang Pemda Medan Selayang Subdistrict enter and leave the office on time. And the community wants the operation time of the Samsat Roving Bus at the Medan Selayang District Government to be extended.
The village's source of income must be managed properly and professionally. The role of the village government becomes very central in the management of village funds. This is important to be done in order to provide the welfare of the village community as a whole in accordance with the mandate of Village Law No. 6 of 2014. This study aims to depict the role of village apparatus in village fund management (VFM) for development in Marindal II village, patumbak district, deli serdang regency, Indonesia. This study was empolyed by using qualitative approach. The primary data were collected through interview and observation. The research informant consists of a key informant, a primary informant and an additional informant. The results presents that the role of village apparatus in Marindal II Village, Patumbak district, Deli Serdang regency is relevant based on the guidance from the regulation of the ministry of home affairs No. 20 of 2018 namely the role in planning, implementing, administrating, reporting, and accountability.
BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.
This study was conducted to analyze the role of the Village Consultative Institution (BPD) in monitoring the use of Village Funds in Kuta Pinang Village, Tebing Syahbandar District, Serdang Bedagai Regency. This research uses descriptive qualitative research methods, data collection techniques by conducting literature studies and research in the field. Data analysis was performed by reducing data, presenting data and drawing conclusions. The role of BPD includes three things, namely the role in regulations, organizations / institutions and in individuals. The results showed that the role of the Village Consultative Body (BPD) of Kuta Pinang Village in the supervision of Village Funds by monitoring and auditing financial reports on the use of village funds. The follow-up of the supervision that has been carried out by the BPD which is an evaluation of the performance of the Kuta Pinang village government has also not been available so that the role of supervision has not been optimal. In addition to these aspects, the findings in this study are the obstacles faced by the BPD of Kuta Pinang Village in conducting supervision, namely the lack of community participation in village deliberations, the BPD does not understand the regulations for the use of village funds, BPD resources are still inadequate and inaccurate monitoring documentation, so that the impact on the implementation of supervision is not optimal.
This research aims to analyze the public perceptions to the function change the nature preserve of Pulau Burung becomes the nature tourist park in the Pulau Burung Forest Village. The analysis used in this research is by using a Likert Scale analysis. The research location is housed in the Pulau Burung Village of District Tanah Bumbu. This study uses primary data obtained directly through a questionnaire to the villagers of the District Pulau Burung. Secondary data obtained through the government in the village. The sampling using simple random sampling method, where all members have the same population was selected as a representative sample of the population. To determine the public perception then used the likert scale analysis. The results showed that a high perception of the function change of nature preserve become nature tourist park and it's management in the Forest Village District of Pulau Burung, seen from three indicators of responses/opinions, knowledge, and attitudes
This study aims to determine the supporting factors, and inhibiting factors in the implementation of village fund policies in infrastructure development. This research used descriptive qualitative approach. This research was conducted in Purba Manalu village, Humbang Hasundutan regency, Indonesia. The primary data were gained by conducting interviews with 11 informants, and the secondary data were gained through literature elaboration to support primary data. The results indicate that the implementation of village funding policies in infrastructure development in the location is still not optimal. This is influenced by some factors namely namely (1) communication, (2) resources, (3) disposition (attitude), (4) bureaucratic structure. It is then divided into inhibiting and supporting factors. The inhibiting factors for the acceleration of infrastructure development in PMV are the low level of education, the lack of village spatial planning experts in helping to build better and more organized village infrastructure, and the land acquisition factor. The supporting factors are the ability of the implementers of development (stakeholders) in empowering local communities in the implementation of rural infrastructure development, sources of funds for infrastructure development, availability of complete village facilities and infrastructure such as land in support of VF policies.
Rural development is a priority of national development program in Indonesia. A number of measures have been taken such as decentralization of authority, capacity building, and budget approach. The most recently used action to accelerate rural development is through the village assistance program. Each village has a local village assistant to optimize the village administration performance and build the village community capacity in the rural development process. This research aims to explore the concept of village assistance program and the role of local village assistants in Batu Layan Village, Padangsidempuan City, North Sumatra Province. This research used qualitative research. The data were obtained through in-depth interviews, library research, and documentation studies. The research results indicated that the concept of village assistance was applied in stages following the governance structure in Indonesia to encourage the realization of the functions and authorities of each government structure in achieving development targets. Village local assistants in this research were able to perform their functions skillfully through a persuasive communication approach based on local values in the local area.
This research described the public policy implementation Mayor's Regulation of Tebing Tinggi City Number: 501/195 of 2018 through model of Van Meter and Van Horn concerning to the Relocation Merchants in Pasar Kain and Pasar Induk Market Tebing Tinggi. This research method applied the qualitative approach and descriptive analysis. To gain data and information some informant included the Head of the Trade Office, Merchants, Members of Legislative and the local non-governmental organizations were selected. According to the research and discussion, there were results of the implementation of the Pasar Kain merchant relocation policy. It show that the standards and policy objectives were adequate of clear and realistic to be implemented. The utilization of available resources was not used optimally, communication between organizations was adequate. In the beginning there are many miscommunications between merchants and the relocation team, the characteristics of the implementing organization were consistent despite the many conflicts of interest and internal conflicts among the social, economic and political environment. In the initially, there were many social conflicts, the involvement of political elites and decrease income of merchants after being relocated. The attitude of the implementers was also quite consistent in supporting the policy. The implementation of the Pasar merchant relocation policy has not been optimal because the stalls have not been completely occupied. ; Esta investigación describió la implementación de la política pública Regulación del alcalde de la ciudad de Tebing Tinggi Número: 501/195 de 2018 a través del modelo de Van Meter y Van Horn en relación con los comerciantes de reubicación en Pasar Kain y Pasar Induk Market Tebing Tinggi. Este método de investigación aplicó el enfoque cualitativo y el análisis descriptivo. Para obtener datos e información, algunos informantes incluyeron al Jefe de la Oficina de Comercio, se seleccionaron comerciantes, miembros de organizaciones legislativas locales y no gubernamentales. Según la investigación y el debate, hubo resultados de la implementación de la política de reubicación de comerciantes de Pasar Kain. Muestra que las normas y los objetivos de política eran adecuados, claros y realistas para ser implementados. La utilización de los recursos disponibles no se utilizó de manera óptima, la comunicación entre las organizaciones fue adecuada. Al principio, hay muchos problemas de comunicación entre los comerciantes y el equipo de reubicación, las características de la organización implementadora fueron consistentes a pesar de los muchos conflictos de intereses y conflictos internos entre el entorno social, económico y político. En un principio, hubo muchos conflictos sociales, la participación de las élites políticas y la disminución de los ingresos de los comerciantes después de ser reubicados. La actitud de los implementadores también fue bastante consistente en el apoyo a la política. De acordo com a pesquisa e discussão, houve resultados da implementação da política de realocação de comerciantes de Pasar Kain. Mostra que os padrões e objetivos políticos eram adequados e claros e realistas para serem implementados. A utilização dos recursos disponíveis não foi usada da melhor maneira possível, a comunicação entre as organizações foi adequada. No início, existem muitas falhas de comunicação entre comerciantes e a equipe de realocação, as características da organização implementadora eram consistentes, apesar dos muitos conflitos de interesse e conflitos internos entre o ambiente social, econômico e político. Inicialmente, havia muitos conflitos sociais, o envolvimento de elites políticas e a diminuição da renda dos comerciantes depois de serem realocados. A atitude dos implementadores também foi bastante consistente no apoio à política. A implementação da política de realocação de comerciantes de Pasar não foi ótima porque as barracas não foram completamente ocupadas.
This study aims to determine and analyze how the provision of facilities and infrastructure, and what factors that support and hinder the development of tourism in Semangat Gunung village (SGV), Merdeka district, Karo regency. Descriptive research with a qualitative approach was employed as the design of research. This research took place in Semangat Gunung village, Merdeka district, Karo regency. This research was conducted from April to June 2019. The data were collected through field research by using interview. Based on the data analysis, it can be concluded that the provision of facilities and infrastructure in the development of tourism in SGV is fairly complete although some of them such as public facilities and infrastructure must be renewed. Furthermore, the factors that influence the provision of facilities and infrastructure in the development of tourism in the village include supporting factors, namely socio-cultural, political and partnership networks. On the other hand, inhibiting factors include lack of awareness, lack of coordination, and lack of funding.
This research raises the phenomenon of e-planning which is one of the systems and technology innovation programs in government today. The Tapanuli Selatan District through the Regional Development Planning Agency began implementing the e-planning system since 2016. It is interesting for researchers to see the development of the implementation of this e-planning system which has been running for 4 years. In this study, researchers used effectiveness theory with effectiveness measurement according to Duncan. This study uses a qualitative approach with data collection techniques through observation, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and drawing conclusions. During this research, the researcher found data that the Tapanuli Selatan District, in this case BAPPEDA, was still not effective in implementing the e-planning system because it did not meet the variables that Duncan required. The unfulfilled variables are goal achievement and adaptation. Meanwhile, the fulfilled variable is integration. With this research, it is hoped that it can become a reference for the Tapanuli Selatan District to improve the implementation of the e-planning system so that it can fulfill all the requirements stated in the Duncan effectiveness measurement.
This research aims to analyze the supporting & barrier factors of the implementation of corporate social responsibility program of PT. PP London Sumatra Indonesia, Tbk in helping the lives of the people around Bagerpang Plantation, Deli Serdang Regency - North Sumatra Province. Research methods are carried out with a qualitative approach using data collection techniques through interviews and field observations. The informants in this study consisted of CSR program recipients, corporate management who handle CSR departments and local village government apparatus. The research site covers Bagerpang estate which consists of 7 divisions / villages in 3 sub-districts namely Galang, Bangun Purba and STM Hilir. The results showed that PT. PP London Sumatra Indonesia, Tbk as a private company in the field of agro industry participated in assisting the government in development through the implementation of CSR programs as a form of social responsibility to the community and the environment for the impact sparked by its operational activities. PT. PT. PP London Sumatra Indonesia, Tbk has implemented CSR practices in several areas of work, namely education, health, infrastructure maintenance, social and religious and populist economic efforts. Researcher also introduced several supporting and barrier factors of the success and effectiveness of CSR implementation. The conclusion of this research is that the company is still focusing its CSR implementation goals and objectives on improving the quality of life of employees and their families not yet on the level of community empowerment._________________________________________________________________________
This study aims to analyze the implementation of the treasurer certification policy in the APBN management work unit at KPPN Medan II. This study uses a qualitative approach where the researcher is the key instrument, the data collection technique is trangulation (observation, interviews, and documentation), the data obtained tend to be qualitative data, the data analysis is qualitative, and the results of qualitative research are to understand the meaning and construct phenomena. implementation of the treasurer certification policy. The results of the study indicate that the implementation of the treasurer certification policy has not yet reached the ideal condition, namely the achievement of all certified treasurers no later than 4 years since Presidential Regulation Number 7 of 2016 concerning Certification of Treasurers of the State Budget Management Work Unit comes into force. This is due to inconsistencies in policy implementation due to the non-compliance of the Head of the Work Unit in fulfilling the commitments in the Statement of Ability for the Treasurer to take the treasurer certification at the first opportunity. In addition, the incentive indicator is also one of the inhibiting factors for treasurers from participating in treasurer certification because treasurers feel that the workload, risks, and responsibilities are not balanced with the rewards received and the treasurer's career path is unclear.
The study aims to describe the plastic waste management from a processing perspective that has economic value added. Conversion of waste into an economic value, is one practice that can be a role of model, so that it can guide a certain region to do good and correct waste of management. The potential of Aceh's plastic waste is relatively large, which must be considered by the regional government to be able to realize related to plastic waste processing ctivities by the processor, where the existence is a large potential to be used as an opportunity for recycle. The current practice is still a little and only processing the plastic waste to become plastic chips, and there is no plastic waste processing converted into processed plastic products. The existence of this processing can provide conomic Added value for its owners and provide benefits to local governments as well. Therefore, it is need the role of he Aceh government to bring up the spirit of entrepreneurship, especially in the management and processing of lastic waste. On the other hand, a spirit of togetherness is needed through coordination and cooperation between local governments and non-governmental institutions, activists and environmentalists to carry out the mandate of the law relating to environmental conservation including waste management activities that can be added to conomic value.
