ARTICLE SEEKS TO COMPARE THE CAPACITIES OF LEGISLATURES AND APPELLATE COURTS TO INFLUENCE THE IMPLEMENTAION BEHAVIOR OF OTHER GOVERNMENT POLICYMAKERS. A GENERAL DISCUSSION OF THE STRUCTURE OF EACH TYPE OF INSTITUTION IS FOLLOWED BY THE CONCLUSION THAT LEGISLATURES HAVE GREATER POWER TO CONTROL THE IMPLEMENTATION PROCESS THAN DO COURTS.
