As our understanding progresses, it has come to light that corporate crimes ought to be proactively prevented in addition rather than just reactively punished, because the severe consequences of any corporate crime cannot be easily remedied by the aftermath punishment. For this reason, the concept compliance program came into being in the first place in the US as an internal crimes preventive tool implemented in a corporation. However, its advantage comes with a huge cost. Compliance programs are extremely expansive yet cannot provide corporations with imminent substantial gain. That's why investigative authority usually has to offer corporations sentencing leniency in order to incentivize corporations for installing compliance programs. In addition, under the framework of compliance program, another concept whistleblowing is also important. In order to gather the internal information in a corporation to know whether a misconduct is or will take place, whistleblowers are extremely useful yet controversial. On one hand, they are valuable to criminal investigation. On the other hand, however, they are hated for betraying corporations and even retaliated for doing so. The thesis conducts a comparative study on these two topics between the US and Germany with the intention to enlighten the future legislation of China. In the end, despite its limited contribution to the whistleblowing topic, the thesis reveals that corporate crimes' emergence follows a clear development pattern across the US, Germany and China. It results from the global expansion of liberal market economy as a shift of paradigm from the previous state dominance over the economy. Nevertheless, corporate punishment failed to evolve with the time as the corporations did due to the establishment of well-developed stock exchange market. The latter transformed the corporate governance from ownership-centric to management-centric. The implications and applications of the thesis are as follows: 1. Current corporate compliance rewarding mechanism based on punishment/sanction mitigation against corporations is fundamentally self-contradictory therefore cannot provide a corporation and its compliance program any meaningful incentive/reward. 2. The application of corporate punishment against corporate crimes nowadays has become outdated and shall argurably violate self-responsibility principle. 3. The emergence of corporate crimes can be attributed to the introduction and establishment of liberal market economy. The development of corporate crimes in the US, Germany and China repeated a similar trajectory. Hence, based upon the analyses above, this thesis envisages the management criminal liability displacing corporate criminal liability as a global solution to punishing corporate crimes as well as incentivizing compliance programs.

Optical tracking has been an important subject of research since several decades. The utilization of optical tracking systems can be found in a wide range of areas, including military, medicine, industry, entertainment, etc. In this thesis a complete hardware platform that targets high-speed optical tracking applications is presented. The implemented hardware system contains three main components: a high-speed camera which is equipped with a 1.3M pixel image sensor capable of operating at 500 frames per second, a CameraLink grabber which is able to interface three cameras, and an FPGA+Dual-DSP based image processing platform. The hardware system is designed using a modular approach. The flexible architecture enables to construct a scalable optical tracking system, which allows a large number of cameras to be used in the tracking environment. One of the greatest challenges in a multi-camera based optical tracking system is the huge amounts of image data that must be processed in real-time. In this thesis, the study on FPGA based high-speed image processing is performed. The FPGA implementation for a number of image processing operators is described. How to exploit different levels of parallelisms in the algorithm to achieve high processing throughput is explained in detail. This thesis also presents a new single-pass blob analysis algorithm. With an optimized FPGA implementation, the geometrical features of a large number of blobs can be calculated in real-time. At the end of this thesis, a prototype design which integrates all the implemented hardware and software modules is demonstrated to prove the usability of the proposed optical tracking system.

AbstractDespite a fast growing immigrant population and the recent intensive debate over immigration law enforcement, research on police‐immigrant relations in general and immigrants' perceptions of the police in particular remains limited. This article comprehensively reviews existing literature on immigrants' perceptions of the police. It starts with the value and timeliness of studying immigrants' attitudes and expectations of the police in today's multi‐racial, multi‐cultural society. Then the article summarizes findings regarding how immigrants perceive the police and what factors shape their perceptions. Evidence about the effects of both universal factors and factors unique to immigrants on their perceptions of the police is presented. The article concludes with a brief discussion of future research.
Under the background of worldwide transition towards sustainability, Chinese government has begun to advocate nationwide sustainable-industrialization through initiating Eco-industrial Parks (EIPs) since last decade. While EIP projects are widely carried out by both central and local governments, the standards for EIP planning and management promulgated in China are considered to be inefficient and incomprehensive in this study. Due to the challenge of economy-environment conflict China confronts and the consequent narrow definition of China's EIPs which focuses mainly on environmental performance, a main limitation of the standards is the unbalanced considerations between the three basic foundations of sustainable development (SD) concept - economic growth, social development, and environmental protection and restoration. By reviewing several leading assessment tools being used internationally, as well as analyzing the specific issues existing during industrial development in China, this research intends to develop a synthetic and advanced indicator system, to evaluate China's EIP performance. This system comprises 34 indicators that integrate four broad aspects of 'economic development', 'social development', 'environmental management', and 'administration'. For each indicator, detailed measurement and criterion are proposed for evaluation and implementation. Additionally, a case study of Tianjin Economic and Technological Development Area (TEDA), a certificated EIP, is conducted to illustrate the application of this assessment system. The proposed indicator system is supposed to fill in the gap in EIP performance evaluation in China, from a view of the internationally perceived understandings of EIP and SD concepts. Abstract
Background
Because cities prioritize economic development and face ecological space and resource constraints, the development of rural areas, which have untapped potential, should receive increased attention. Consequently, rural ecological landscapes should be constructed through the control of land use types and quality to fully ensure the sustainable development of urban and rural ecosystems. The digital twin is a philosophy and a methodology that connects the digital and physical realms, facilitating realistic and dynamic mapping simulations of the real world. This capability offers valuable insights for digital decision-making, maintenance, and optimization of rural ecological landscapes. Given the digital transformation of rural ecological landscape control, this paper proposes a rural intelligent control approach based on the digital twin concept and new technology.
Methods
Five components of the rural ecological landscape digital twin framework are selected to collectively facilitate the monitoring and analysis of rural conditions, formulate strategic solutions, implement management and control behaviors, and enhance participant interaction. The method includes three steps: mapping and fusing information, constructing and managing a database, and constructing a digital platform. Data mining and spatial fusion are performed through targeted mapping methods, and Oracle and ArcGIS SDE are utilized for database construction and fused data management. The twin platform is generated via HTML, desktop application development and geographic information system development technologies using a distributed system as the core.
Results
Based on multiple case studies, our platform efficiently gathers system information on rural ecological landscapes using a twin model. Through evaluation and analysis, it determines landscape governance zones, adjusting them based on land use conditions. The platform refines control schemes with feedback from diverse users, ensuring effective control in various scenarios. Its key advantages include high development efficiency, flexible access, and smooth cross-platform integration. Although implemented in rural China, the proposed digital twin framework is applicable to any rural area requiring ecological landscape digital control.
Conclusions
The value of the platform lies in its powerful information processing capability, overcoming the limitations of time and space and enabling the presentation and integration of fictional scenes Thus, the platform provides a reference for the digital transformation of rural ecological landscape control.
