This article discusses the two leading views of history and political institutions. For some scholars, institutions are mainly products of historical logic, whereas for others, accidents, leaders, and decisions have a significant impact. We argue that although there is clear evidence that history matters and has long-term effects, there are not enough data to help us distinguish between the two views. Faced with this uncertainty, what is a social scientist to do? We argue that given the possibility that policy decisions indeed make a difference, it makes sense to assume they do and to try to improve policy making.

Starting from an analysis of Francis Schuessler Fiorenza's argument for a political theology based on the notion of the church as a community of interpretation, this essay argues that, from a Protestant perspective, the church in modern societies should be seen, both theologically and sociologically, as institution or organization, rather than as community (1, 2). The church is faced not only with a diversity of interpretations of tradition, but in fact with a legitimate diversity of interpretive aims, and therefore modes (3). The essay suggests that the specific mode of interpretation of the ethical tradition aiming at participation in the public discourse should be understood as contextualization (4), and the church properly understood as institution or organization in the life-world in modern societies (5) can not only contribute meaningfully to ethical public discourse but also facilitate public moral action (6).

This article explores the use of parallel organization design in a health care institution. The action-research-based mechanism was chosen due to the nature of the issues under investigation and the failure of management to improve health care team effectiveness with traditional research and management methods. The article consists of (1) an initial exploration of parallel organization characteristics, (2) a case study, and (3) a discussion of the implications for the utilization of parallel organization designs in health care institutions.
