Book: xviii, 91 p., maps, digital file ; Urban planning remains one of the biggest challenges and opportunities for cities and citizens alike, with broad implications for living conditions and the surrounding environment. The City of Winnipeg has been confronted by many ofthe same planning concerns faced by other North American cities, although there have been a number of innovative and sometimes unique local planning efforts. Among the more important concerns faced by this city are a growing suburban area and an increasingly deserted downtown, neighbourhood decay and an aging inner core housing stock, increasing poverty and community distress, housing affordabilty and the need to preserve the city's inventory of heritage buildings and satisfy transportation demands. In the post-war period, a variety of reports and studies have been produced by public and private sources Qncluding academic and student researchers) related to urban planning in Winnipeg. They focus on topics such as community renewal and revitalization, downtown development, heritage districts, housing, land use, parks, the Winnipeg region/fringe and transportation. During this period, planning moved from a technical land use function to a greater focus on community based participation and concern for the environment. This growing mass of documents has much to offer to professional planners, government decision-makers, students and community groups both in the city and elsewhere. As present and future planning initiatives are debated, these documents are a valuable legacy. A variety of planning-related literature reviews relevant to Winnipeg have appeared. However, only a handful of publications have attempted to create a comprehensive bibliography or listing of documents that pertain to urban planning in Winnipeg. This publication is the most recent attempt to create a Winnipeg planning bibliography. It recognizes the scope of urban planning and the vast quantity of documents related to urban planning that exist. Each document represents a contribution to the larger picture of planning in Winnipeg and to varying degrees, each provides important information and insights. This publication's goal is to identify reports and other literature over the last three decades, although there was some attempt to locate documents dating back almost 50 years to the immediate post-war period. It is intended for use by government departments, planning practitioners/professionals, community groups, academics, students and the general public. As it builds on past efforts, this publication also opens the door for similar future efforts.

Speech: 21 pp.; digital file. ; This is a transcription of a speech given by Dr. Lloyd Axworthy to a seminar on regional government in 1976. It looks back candidly at some of the outcomes of Unicity, both from an administrative and democratic perspective. Axworthy pays particular attention to the original intent of the Resident Advisory Groups (RAGs) to be a more robust and decentralized form of political representation. The RAGs soon found themselves not adequately provided with necessary resources from either the City or Province, and became ineffective and largely irrelevant to the decision-making process. In looking at the political structure, this speech discusses how Unicity was seen as an attempt at creating a parliamentary system at the municipal level, and how the popular Winnipeg mayor Stephen Juba successfully fought for a directly-elected mayor. It also examines how Unicity created further dominance of suburban home-owner's interests in Winnipeg politics. In spite of Unicity being an act aimed at reform, Axworthy suggests there was a lack of reform in the general political attitudes on council. Financial benefits of the Unicity structure, including the amalgamated city's better position in the bond market, and more equitable taxation levels, are also highlighted.

In Winnipeg, Indigenous activists are finding and/or creating new opportunities to meet in public space to discuss civic issues like safety, inclusion, and the right to land. Through physical resistance (i.e. Indigenous activists occupying public space through blockades, protest, and public demonstrations), Indigenous activists have begun to make known their varying political, economic, and social struggles — and in many cases, are rallying both public and media support to affect and create neighbourhood change. This practicum will explore Indigenous activism, leading to lessons for planners and others. Instead of maintaining a critical distance from these demonstrations, which can often create feelings of alienation within the Indigenous community, I assert that planners and others can view these public actions as offering opportunities for feedback, dialogue, and change. Through a case study of Meet Me At The Bell Tower, I hope to demonstrate how Indigenous activism in public spaces may represent an important bottom-up, community-based approach to public engagement. ; October 2017

City planners as allies for social justice depend on understanding the relationship between and consequences of capitalism, and urbanism and demands more just alternatives for collective and democratic self-determination. Systemic political and economic practices as well as the traditional planning role of neutrality, limit planners' ability to implement evidence-based, non-partisan, socially just standards, plans and processes. The right to the city lens is an interdisciplinary call to action to expose injustice, propose alternatives and politicize issues, citizens and spatial environments. Applying this organizing concept requires critical reflection, learning and debate on the role and responsibility of the profession to work toward democracy, ethics, collective rights and justice to challenge oppressive practices and redistribute power and wealth. Community organizations in Winnipeg, such as City Watch highlight a coordinated approach to civic literacy and change. With leadership, vision, and collective responsibility, planners and allies can envision and build more equitable communities. ; October 2014

Book: Viii, 181 pp.; ill. Digital file ; For more than three decades, Dr. Earl A. Levin delivered extraordinarily eloquent speeches concerning Canadian cities and city planning. Earl Levin was wont to speak on an impressively wide range of topics, at great length and on a regular basis: one week he could be heard discussing urban renewal, then two weeks later the subject would be housing, the week after, the nature of the planning process. Throughout these speeches we see several enduring themes that still resonate today. Foremost among these is the limitation of the planning function as a role outside of municipal governments. He sought tirelessly to dispel the notion that planning departments can be conceived of – or function – as politically viable entities on their own, but that planning needed to be fully integrated within governments. Absent such integration, plans are very likely to go unfulfilled. Dr. Levin's speeches remain as relevant and timely as when they were originally delivered. ; Institute of Urban Studies

Proceedings: v, pp. 55; ill., digital file. ; On April 18, 1990, a one-day Workshop was organized by the Institute of Urban Studies to discuss issues and matters related to Plan Winnipeg's Urban Limit Line. The Workshop was sponsored by the Manitoba Department of Urban Affairs and the Manitoba Home Builders' Association. The Institute of Urban Studies considered the Workshop to be timely for two reasons: i. Ever since the institution of the Urban Limit Line, it has been a contentious issue among the various actors involved (City officials, the Government of Manitoba, surrounding rural municipalities, and the housing and urban development industry). ii. The City of Winnipeg has initiated a review of Plan Winnipeg. Through a case study analysis of the Central Park placemaking initiative in Winnipeg, this Major Degree Project explores the process of collaborative planning with new immigrant communities. While existing research examines the potential of placemaking to promote physical improvements through collaborative planning, we know less about whether placemaking initiatives achieve the long-term social outcomes associated with collaborative planning theory. Located in downtown Winnipeg, Central Park is surrounded by a diverse multi-cultural community, consisting of many new immigrants. In 2008, the CentreVenture Development Corporation launched a placemaking initiative to revitalize Central Park. The community was a key collaborator in the planning and design process. This thesis examines the long-term social outcomes of this initiative. The main research methods for this project include key informant interviews, and archival and secondary source analysis of existing data. The research finds that collaborative planning processes offer the potential to promote sustainable inner city neighbourhood revitalization. Placemaking through collaborative planning can develop new institutional capacity for participants. By developing and harnessing relational, intellectual and political resources communities can mobilize co-ordinated action toward future initiatives. The findings of this research advance the literature and understanding of collaborative planning processes, particularly within the context of placemaking with new immigrant communities. This thesis adds to the literature of inner city neighbourhood revitalization and collaborative planning theory. ; October 2015

Report: 18 pp., Digital file. ; Over a four week period, The Institute of Urban Studies undertook a series of public consultations with approximately 140 housing stakeholders and members of the general public. The purpose of these sessions was to help inform the City of Winnipeg in its efforts to revise housing policy and provide context for the SpeakUp Winnipeg process. In particular, the sessions focused on housing affordability issues as they pertain to the City of Winnipeg's limited role in housing policy. As a result, it is important to note that this consultation process, while fruitful, must be seen within this constrained scope, rather than as an overall study on Winnipeg's housing issues. This report first outlines the processes undertaken and then moves to present the results. The report ends with a series of policy considerations. Appendix material includes the invitation, the presentation materials used and the comments as recorded by the facilitators.

Winnipeg's built heritage is suffering from demolition by neglect, the lack of maintenance on designated heritage buildings which results in their demolition, often in the name of public safety. Although built heritage is a valuable community asset and the issue of demolition by neglect has been discussed for over two decades, little research has taken place to find solutions. This thesis explores the methods used for addressing demolition by neglect in Hamilton, Ontario; Ottawa, Ontario, and Edmonton, Alberta and seeks to understand if these methods would be effective in addressing the issue in Winnipeg, Manitoba. A document analysis and semi-structured interviews were used to uncover the methods for addressing demolition by neglect in the three cities while a focus group considered the applicability of the methods to Winnipeg. The result was a typology of strategies suggesting three recommendations for addressing demolition by neglect in Winnipeg, effective communication, supporting redevelopment and increased political will. When addressing a wicked problem like demolition by neglect, planners, policy makers, researchers and community groups need to take a customised, flexible approach that evaluates the individual context of each heritage building and work together to find solutions that will not only stop the neglect but support a vibrant and sustainable community. ; March 2022
