Actual importance of research theme: Combating hunger and providing the Earth's population with sufficient amount of products is considered one of the strategic priorities of human civilization sustainable development by the UN up to 2030. The rapid growth of this planet's human population in the 21st century, estimated at 7.6. billion people, leads to the global demand for production and foodstuff. Simultaneously, traditional strategies of extensive development conventional in the 20th century and "target" intensification of agriculture do not take expected positive effect nowadays. World economy requires for new strategies of agricultural production, as well as promoting 'green revolution' based on the ground of IT technology advances and "Industry 4.0.". The generalization of world experience concerning development and implementing agricultural production strategies in the 21st century is of greater theoretical and practical importance for all countries which export agricultural production in mass scales, including Ukraine which focuses on the leadership in the world agricultural business. Thus, the urgency of the issue confirms the actual importance of this article. The problem statement. Foodstuff output in world economy is growing slowly and does not meet the increasing demand for food and agricultural products in industry in global scales. Under these conditions the manufacturers of agricultural products like farmers, agro-businesses and agro-holdings, as well as transnational corporation alter and modify agricultural strategies that were conventional in the 20th century. Among the new strategies transition to precision farming and innovational agriculture based on implementing IT technologies takes the leading role. The core and socio-economic consequences of such strategy implementation require further study. Analysis of latest studies and publication. The important contribution to the study of the core and dimensions of agricultural production strategies linked to innovation and investment development as well as to improvement property relations is made by such Ukrainian scholars as P. Makarenko, V. Pilyavskiy [1] and O. Shul'ga [2]. Foreign scientists like Smaller, C., andW. Speller, withH. Mirza, N. Bernasconi-Osterwalder, andG. Dixie [3] paid the specific attention to the study of strategic priorities concerning risks minimization and profit maximization by agro-businesses and TNC within the realization of agricultural contracts at world markets. Overseas researchers KeatingB., HerreroM., CarberryP. [4] emphasized on actual importance of compliance with strategy of foodstuff security in global environment in their studies. However, the issue of developing the strategy of precise agricultural production based on widespread use of innovation and IT technologies, research into socio-economic consequences accompanying their implementation in the 21st century remains poorly studied. Research challenge of general issue. The issue of studies the core and elements of agricultural production development process in world economy is highlighted in world economic literature pretty well. Nevertheless, the study of TNCs and agricultural businesses strategies and strategies concerning transition of TNCs to the development of precise agriculture is really meaningful. Besides, at present time the trends of direct foreign investments as for agricultural lands purchase and priorities analysis of their use by TNCs in developed and developing world countries are uncertain. Socio economic consequences of mass precise agriculture introduction for national economy in countries with agrarian specialization also require detailed researching. Problem statement, objective of research. The objective of research is to highlight the core and define the regularity of formation, as well as emphasize the basic expected socio-economic consequences of precise agriculture development strategy implementing on the grounds of generalization the world experience of agricultural TNC sactivity. To achieve the objective set the article aimed at solution the following tasks: to note the main 'players' at the world agricultural market and study the priorities of their economic activity; to study the core and the elements of 'green revolution' strategy, as well as strategy of transition to precise agricultural production based on implementing innovations and IT technologies; to define strategic goals of TNCs as for the use of acquiring land ( at the cost of direct foreign investments) on the grounds of generalization developed and developing countries experience; to point out the expected socio-economic consequences of mass implementation of precise agricultural production strategies by TNCs and national agro-businesses for the economy of the countries specialized in agriculture. Method and methodology of the study. While studying the world experience of implementation the precise agricultural production development strategies theoretical and empirical methods of scientific research were employed. Historical and logical methods, abstract and specific methods, methods of analysis and synthesis, as well as causal (cause-and-effect) method were applied in the article to define strategic priorities of agricultural business and agricultural TNC specialization, to point out expected socio-economic consequences of mass transition to precise agricultural production in the countries with agrarian specialization. Synergetic approach, method of expert estimates and casual methods were applied to ground "green revolution" strategy, as well as strategy of TNCs as for transition to precise agriculture based on innovations and IT technologies. The results of study. Agricultural production is presented by farmers, households, state agricultural sector, national agro-businesses and agro-holdings, international TNCs. As a rule, farms are focused on domestic market; they specialize in production of minor parties of manual crop production and horticulture, grow vegetables, fruit and berries, as well as they are engaged in poultry farming, beekeeping, dairy production, stockbreeding in rather small scales. The farmers in developed world countries, particularly EU countries, concentrate on organic production which is of high demand among middle-class representatives. In EU countries farming is traditionally supported by the state, as it bears both economic and social valuable functions, i.e. assists in rural development and creates workplaces in countryside. The main stakeholders at the mass agricultural market in the world are considered large national and international agro-holdings an TNCs specialized in agricultural production and its industrial processing. TNCs shaped the closed loop – from selection to agricultural production, from its processing to its manufacturing. At the cost of large production scales, as well as capital concentration and centralization it is the agricultural TNCs which leads in production and export of foodstuffs at world markets. TNCs ' leadership at world agriculture markets is grounded on 'green revolution' strategy implementing, which consists of such elements as innovations, bio-selection to produce performance breed, intensive growth in crop productivity, including the one using GMO which makes cropping insensitive to water shortage, high temperatures and droughts. Agrarian TNCs in the 21st century actively implement the strategies of transition to precise agriculture based on the use of innovations and IT technologies. As the world experience confirms, strategies of transition to precise agriculture combine the following innovations: astronaut and aviation technologies, unmanned technologies, unmanned aerial vehicles; mass transition to the use of apparatus to analyze the ground online; spreading of "agro-scouting" innovation technologies as for field information gathering concerning the condition and development of agriculture; implementation intellectual system of managerial decision-making support; introduction of monitoring and control auto-system and implementation of IT-system as for account of agriculture process elements. The development of precise agriculture for national world economies which are agriculture-based offers a lot of benefits, such as: increase in labor productivity in agriculture; the decrease in employment that saves working capital of agro-businesses; industrialization and technical renovation of agrarian sector which promotes the market for IT products, precise machine building; increase in commerce and export potential of the country, mainly, in the sphere of monostructural crop production (grain, corn, soya, raps, oilseeds etc.). Such strategies also provide revitalization of direct foreign investment processes by TNCsconcerning purchasing farmland in the developing countries with their further listing as raw materials supplier for TNCs. The latter shape and control international links of production value added to all kinds of agricultural products. Among the risks which implementation of precise agriculture strategies bear for national developing country's economy which are agriculture-based the following should be mentioned: risks concerning decrease in farms and decline in production of labor-intensive small-scale agriculture products (vegetables, fruit, honey etc.); risks of jobs recession and, respectively, the number of rural population and others. There are also other risks linked to these processes like risks of growing volumes of ready foodstuffs import, chronic scarcity of state budget and increase in internal debt, enhancing migration processes etc. In case of falling world prices for foodstuffs and worsening global conditions for agriculture products, including agrarian raw materials, in particular, due to another world economic crisis, the abandonment of occasional farmland purchased by TNCs in developing agrarian countries, their further freezing and ceasing the processing for better times should not be excluded. Under such circumstances the risks of famine for countries which could lose the managerial control over own land resources are also a threatening exercise as for implementing such TNC strategy. The field of results application. International economic relations and world economy, development of agriculture competitive strategies in world countries and agrarian TNCs in world economy. Conclusions. Farms, agro-businesses, agro-holdings and agrarian TNCs are the economic centres of mass agriculture production in all world countries. Farms are mainly specialized in labour-intensive small-scale agriculture production like horticulture, gardening, bee-keeping etc. Large agro-businesses and agrarian TNCs choose the strategy of specializing in mass monostructural agriculture production such as crop production (grain, corn, soya beans and industrial crops). In developed world countries TNCs apply the strategy of farmlands multi-purpose use, including the goals aimed at development and processing livestock and crop production; at development of renewable energy and bio-energy. In developed world countries TNCs focus on processing all kinds of agriculture products and foodstuffs production with high value added. Purchasing of farmlands by TNCs in developing countries, in particular, at the cost of direct foreign investment, provides for implementation the strategy of purchased lands engagement, mainly, to develop crop production as a raw basis for their further processing in the native countries for TNCs. The general world trend of agrarian TNCs development is use of innovation technologies, transition to precise agriculture based on IT technologies, aviation and astronautic technologies, unmanned aerial vehicles and other innovations which positively impact labor productivity and mass industrial production profitability, as well as choose transition to monostructural agrarian specialization as a priority, but bear a set of social risks for developing countries' economies. Transition of Ukrainian agro-businesses and agro-holdings to the strategy of precise agriculture development based on innovations and IT technologies provides Ukraine's competitiveness at the world agrarian markets. This process should go hand-in-hand with land reform taking into account Ukrainian farming interests. Establishing industrial processing of agriculture raw products and production of ready foodstuffs with high value added should be strategic for Ukraine.

Using census data for 1996, 2001 and 2007 the authors study the labor market effect of immigration in South Africa. In this period the share of foreign born over the total population has grown by almost fifty percent, and both the characteristics and geographical distribution of immigrants show substantial variation over time. The author exploit these features of the data to carry out an analysis that combines both the 'spatial correlation' approach pioneered by card (1990) and the variation across schooling and experience groups used by Borjas (2003). The author estimate that increased immigration has a negative effect on natives employment outcomes, but not on total income. Furthermore, we find that skilled South Africans appear to be the most negatively affected subgroup of the population.
RIJEČ UREDNIŠTVAKada je krajem ožujka ove godine Thomas Waitz, zastupnik Europskog parlamenta, član Kluba zastupnika Zelenih/Europskog slobodnog saveza, objavio na svojoj službenoj stranici "Novo izvješće o krčenju šuma u Hrvatskoj" dostavljeno od braniteljske udruge ViDrA – "veterani i društvena akcija", vijest o tome proširila se na hrvatskim mrežnim stranicama. Povodom toga objavljen je na portalu Telegram.hr i razgovor s predsjednicom udruge Vesnom Grgić. Forum udruge pod nazivom Zeleni odred za cilj ima, kako su sami naveli, "borbu protiv devastacije šuma i šumskih površina u Republici Hrvatskoj".Pohvalna je briga za opće dobro, što šume u Republici Hrvatskoj i jesu. Samo čitajući optužbe, koje se većinom odnose na djelovanje trgovačkog društva Hrvatske šume, ne može se oteti dojmu da tu ima puno neshvaćanja zakonskih postavki i operativnih radnji koje se odvijaju u gospodarenju šumama.U razgovoru se kao mogućnost "jezive devastacije šuma" navodi zabrana sječe svih šuma u razdoblju od 10 godina, uspoređujući to s primjerom Albanije. Toj zemlji to nitko izvan nje nije naredio, već je to bila odluka albanskog parlamenta da se uvede moratorij na sječu šuma za trgovačke namjene od 2016. do 2025. godine. Zabrana je uvedena kao posljedica nekontroliranih prevelikih sječa, što je stvorilo erozivna područja koja su jako vidljiva diljem države. Uspoređujući to s Republikom Hrvatskom u kojoj postoji organizirano šumarstvo 256 godina, potpuno je deplasirano. Osnovno nerazumijevanje, koje se i inače ponavlja u javnosti, je održivo gospodarenje putem oplodnih sječa, gdje se na kraju životnog ciklusa jednodobnih sastojina (sam naziv jednodobno označava da su stabla približno jednake starosti) stara šuma, naravno sa starim i debelim stablima, zamjenjuje mladom šumom, koja se izvan vegetacijskog razdoblja svugdje dobro i ne uočava. Bitno je to da na šumskom zemljištu i dalje ostaje šuma, znači nema devastacije, odnosno degradacijskih stadija šuma (kao što laici obično mlade šume u razvoju – u progresiji smatraju šikarom koja je primjer obrnutog procesa – regresije). Oplodno razdoblje koje traje i 20 godina, a u fazi dovršne sječe godinu ili više godina ako se sječe na manjim površinama, u stvari je porođaj mlade šume. Svima je poznato da rođenje djeteta u ljudskom svijetu nastaje nakon porođajnih muka, a odrastanje i osamostaljivanje traje godinama. Isto možemo usporediti s nastankom mlade šume i brigom oko njenog razvoja. Rađaonica u šumi traje i njeno uređenje traži vremena. Osim što je šumska površina u obnovi rađaonica, ona je i radilište na kojemu vladaju posebni propisi, posebice oni vezani za zaštitu na radu. Ljubitelji prirode koji se prolazeći kroz šumu u obnovi ljute zbog oštećenih šumskih puteva, trebaju znati da se oni nalaze usred radilišta i da se ne bi mogli slobodno kretati po radilištu nekakve zgrade ili mosta. Povlačeći paralelu, šumsko radilište bi se moglo ograditi kao i neko građevinsko, a onda ne bi bilo pristupa u to područje.Nerealno je očekivati da se stanje šuma, kao uostalom i drugih dijelova prirode, može konzervirati. Prirodni ekosustavi su dinamične cjeline i kroz vrijeme se stalno mijenjaju. U Republici Hrvatskoj prirodne gospodarene šume doživjele su bar dva kompletna, a neke i po tri životna ciklusa od nastanka do dovršnog sjeka. Znači da su kroz taj ciklus prošle sve faze, od mlade šuma visine nekoliko centimetara, do stare šume s visokim stablima 30-40 m. Prosječni ljudski vijek u današnje doba u našoj domovini od 78 godina tek je nešto iznad polovice životnog vijeka propisanog za šume hrasta lužnjaka od 140 godina, a oko tri četvrtine vijeka bukovih šuma od 100 godina. Normalno je da stanovniku i posjetitelju nekog šumskog područja promiču promjene u starim šumama koje nisu tako drastične, kao što se dogodi kada se stara šuma zamijeni mladom šumom. Zanimljivo je kako se ljudi raduju rađanju novih ljudi i njihovom odrastanju, a ne raduju se, za razliku od šumara, rađanju novih šuma koje šumari nastoje stvoriti kvalitetnijim od prethodnih. Stara poslovica kaže "Na mladima svijet ostaje". Logično je da isto vrijedi i za šume. Nove šume će omogućiti blagodati novim generacijama. Zamislimo da su danas sve šume stare po dvjesto i više godina (kao što za primjer imamo potpuno zaštićenu šumu Prašnik, gdje je ostalo malo starih stabala hrasta lužnjaka, a ispod njih prevladavaju mlađa stabla graba čime se u biti gubi glavna vrsta drveća). Imali bi šume pune bolesnih stabala, od kojih ne bi bilo previše koristi. Drvna industrija ostala bi skoro bez ikakve sirovine za svoj rad, a onda i stanovništvo bez mogućnosti zaposlenja i brojnih proizvoda od drveta. Još jedna bitna činjenica u svjetlu klimatskih promjena je to da se najveći ponor (upijanje) ugljika stvara u šumama mlađim od 140 godina, nakon čega se unos ugljika smanjuje.Postavlja se i pitanje zašto se u općoj brizi za naše šume prati samo stanje u državnim šumama, dok se u privatnim šumama malih posjednika, koje čine jednu četvrtinu ukupnoga šumskog kompleksa, događaju radnje koje, za razliku od državnih šuma, otprilike odgovaraju stanju koje navode gore navedene Udruge. Dobna struktura vlasnika, neriješeni imovinsko pravni odnosi i zapušteno i neažurirano stanje našeg katastra i gruntovnice, usitnjeni posjed, kao i neadekvatna zakonska rješenja i nepostojanje organizirane čuvarske službe razlog su takvom stanju. Razvoj tehnologija donio je brojne olakšice i koristi u današnjem življenju, ali nažalost i nedostatke. Mogućnost brzog prijenosa informacija omogućila je svima upoznavanje sa svim djelatnostima i strukama, što je pak stvorilo lažnu predodžbu o razumijevanju svih sfera života i njihovom funkcioniranju. Tako su danas brojni posjetitelji šume postali znalci o šumarstvu, ali i dobili mogućnost lakog iskazivanja svog viđenja o tome u medijima. Čak su nastali takvi uvjeti da im se više vjeruje nego struci koja se za to školovala i stjecala iskustvo kroz praksu. Paušalno i olako iznesene optužbe zauzimaju naslovnice i postaju istina, dok se demanti teško probijaju i prolaze nezapaženo. Tko je u svemu tome odgovoran za točno i istinito informiranje javnosti? U svakoj struci postoje pojedinci koji ne rade dobro ili se čine pogrešne radnje, ali ne može se generalizirati i na temelju toga donositi zaključke. Nažalost današnjim prevladavajućim negativističkim novinarstvom stvaraju se uvjeti nepovjerenja u bilo kakvu djelatnost i struku što nije dobro, a u budućnosti može biti i gore.Mlada šuma koja će uskoro stasati, i postati vidljiva i nešumarskom oku, na tako često prozivanim sljemenskim sječinama, ali i diljem Lijepe Naše, dokazat će da šumarska struka postoji i uspješno obavlja svoj posao, što je u cijeloj priči najvažnije. Takvih mladih i njegovanih šuma ima i sada na značajnim površinama, samo ih laici ne prepoznaju.Uredništvo ; EDITORIALWhen Thomas Waitz, representative of the European Parliament and member of the Group of the Greens/European Free Alliance, published in his official page "a new report on deforestation in Croatia", a report passed on by ViDrA– "Association of Veterans and Social Action", this piece of news spread across the Croatian network media. On this occasion the portal Telegram.hr published an interview with Vesna Grgić, chairperson of Vidra Association. The Association's Forum, called The Green Squad, was established, in their own words, "with the purpose of fighting against devastation of forests and forest land in the Republic of Croatia".The concern for common goods, which forests in the Republic of Croatia certainly are, is highly commendable. However, if we read accusations that refer mostly to the activities of the company Croatian Forests, one cannot but feel that there is a lot of misunderstanding of legal provisions and operational actions that take place in forest management. One of the examples of "disastrous forest devastation" mentioned in the interview was the possibility of a ban on logging in all forests for the period of 10 years and a comparison with Albania was given. There was no request from abroad for Albania to do so – it was a decision of the Albanian Parliament to impose a moratorium on cutting down forests for industrial purposes for the period from 2016 to 2025. The ban was implemented as a reaction to uncontrolled excessive logging, resulting in erosive areas clearly visible across the country. To compare this with the Republic of Croatia, which enjoys 256 years of organized forestry, is completely misplaced. The basic misunderstanding generally displayed by the public refers to sustainable management using the shelterwood system, where at the end of the life cycle of an even-aged stand (the name itself denotes that the trees are of relatively even age), the mature forest, naturally with all trees, including thick ones, is replaced with a young forest, which is not always clearly visible outside the vegetation period. What is important is that the forest remains on the forested land: there is no devastation and no degraded forest stages (just as non-experts consider a young forest in progression a scrub; however, a scrub is an example of a reverse process – regression). The rejuvenation period, which lasts for up to 20 years and in the final cutting stage it may last for one or more years if smaller forested areas are treated, is in fact the birth of a young forest. We all know that in the human world a child is born after labour pains and growing up and turning an adult takes years. This can be compared with the emergence of a young forest and care for its development. The labour pains bringing forth a forest and its management take time. Not only can the forested area being regenerated be compared to a maternity ward, it is also a work site where special regulations apply, particularly those related to safety at work. Nature lovers who are angry about the damaged forest roads when passing through the forest being regenerated, should know that they are in a construction site and that they would not be able to move freely on the construction site of a building or a bridge. To draw a parallel, a forest construction site could be fenced off like any other construction site, banning access to the area. It is unrealistic to expect that the condition of a forest, and indeed any other part of nature, can be conserved. Natural ecosystems are dynamic units that change constantly throughout time. In the Republic of Croatia, forests managed on a close-to-nature principle have undergone at least two, and some even three, complete lifecycles from their emergence to the final cut. This means that all stages have gone through this cycle, from a young forest only several centimetres tall, to an old forest with trees up to 30-40 metres tall. The average human lifespan today in our homeland of 78 years is just over half the lifespan of 140 years prescribed for pedunculate oak forests, and about three-quarters of the lifespan of 100 years prescribed for beech forests. It is normal that a resident or a visitor to a forest area overlooks the changes taking place in old forests which are not as drastic as those taking place when an old forest is replaced by a young forest. It is interesting that people rejoice when a new baby is born and is growing up, but are not happy when a new forest is born which foresters endeavour to make even better than the old one. An old proverb says "the world belongs to the young". It is only logical that the same applies to forests. New forests will provide multiple benefits for new generations. Just imagine what it would be like of all present-day forests were two or more hundred years old (as is the completely protected forest of Prašnik, where very few old pedunculate oak trees are left, while younger hornbeam trees predominate below them, which in fact leads to the disappearance of the principal tree species). We would have forests full of diseased, useless trees. The wood industry would remain without the raw material for their work, and people would consequently be left without employment in the wood industry or without numerous wood products. Another essential fact in the light of climate change is that the largest carbon sinks are created in forests younger than 140 years, after which carbon input decreases. Another question to ask is why general concern about Croatian forests focuses only on state forests, while private forest owned by small forest owners, who make up one fourth of the overall forest complex, are the scene of all those actions that mimic the condition deplored by the Associations mentioned earlier. The age structure of the owners, unsolved property and legal relations, neglected and out-of-date cadastres and land registers, fragmented property, as well as inadequate legal solutions and the lack of organized guard service largely contribute to such a state. The development of technology has provided various benefits and advantages to modern-day life, but also a number of disadvantages. Fast transfer of information has made it possible to gain an insight into different activities and professions, which has in turn created a false idea among people that they understand how all spheres of life function. Thus, many visitors to forests have become forestry experts and have been given an opportunity to express their views on the matter in the media. What is worse, such "experts" are believed more than the professionals who have been educated in the profession and have acquired experience through practice. Off-the-cuff and easily made accusations take the headlines and become the accepted truth, do denials are completely ignored and go unnoticed. Who is responsible for giving the public accurate and truthful information? There are individuals in every profession who do not work well or who make wrong moves, but this does not mean that generalisations can be made and conclusions passed on the basis of those few. Regrettably, today's prevailing negativist journalism creates the conditions of distrust in any activity or profession, which is certainly not good and may become even worse in the future. A young forest that will soon mature and become visible even to a non-forester's eye, both on the frequently criticized Sljeme felling sites and all over Our Beautiful Homeland, will prove that the forestry profession exists and does its job thoroughly and successfully. In essence, this is the most important thing in the whole story. Such young and tended forests take up large areas, but are not recognized by a non-expert eye.Editorial Board

La conoscenza generata dall'innovazione tecnologica, per essere "assorbita", necessita di un corredo di pratiche organizzative adeguate: per tale ragione è sempre più stretto il processo co-evolutivo tra sviluppo tecnologico e cambiamento organizzativo. Il coordinamento e la gestione delle sinergie e dei feedbacks tra diversi aspetti dell'attività innovativa diventa una specifica linea d'azione strategica per le imprese al fine di ottenere performances economiche superiori. La stretta complementarità tra investimenti in beni tangibili (nuove tecnologie) e intangibili (struttura organizzativa), da cui scaturisce una maggiore crescita della produttività, è il fulcro del nuovo approccio a queste tematiche. L'ipotesi di complementarità nei processi innovativi assume particolare rilievo con l'avvento delle tecnologie ICT, con la loro natura generalista o aspecifica (general purpose technology), il loro carattere ampiamente pervasivo, e l'esigenza connessa di una prestazione a più alto contenuto cognitivo e relazionale (Breshnahan et al. 2002, Brynjolfsson et al., 2000, Brynjolfsson et al., 2002, Bugamelli e Pagano 2004). La penetrazione di queste tecnologie nel tessuto produttivo favorisce lo sviluppo di diversi input complementari e comporta diverse ondate di innovazioni "secondarie" che creano nuovi prodotti e nuovi processi, dando luogo a periodi più o meno prolungati di aggiustamento strutturale che coinvolgono la riorganizzazione aziendale e l'implementazione delle pratiche del lavoro ad alta performance o High Performance Workplace Practices (Breshanan e Trajtenberg 1995). Quest'ultime si esplicitano in una serie di azioni che hanno nell'empowerment delle risorse umane l'elemento centrale, e che si concretizzano nella riduzione dei livelli gerarchici, nell'assunzione generalizzata di responsabilità, nel coinvolgimento dei lavoratori, nello svolgimento di ruoli attivi, nel lavoro in team, nella polivalenza e nella policompetenza, nei sistemi di valutazione della performance e dei suggerimenti dal basso, e infine nelle buone relazioni industriali. La concettualizzazione dell'organizzazione come un insieme di elementi profondamente eterogenei ma complementari risale a Milgrom e Roberts (1990 e 1995) che, dapprima, ne forniscono una definizione basata sulle proprietà di supermodularità della funzione di redditività dell'impresa, e poi modellano il raggruppamento delle pratiche risultanti dalla complementarità tra innovazioni tecnologiche e cambiamenti organizzativi. Implicita nella definizione di complementarità è l'idea che fare di più in una certa attività non impedisce di fare di più in un'altra, contrariamente alla teoria tradizionale dell'impresa in cui l'ipotesi di rendimenti di scala decrescenti può porre dei vincoli alla possibilità di incremento simultaneo delle variabili di scelta dell'impresa. Le analisi empiriche hanno messo in rilievo come frequentemente innovazioni tecnologiche ed organizzative siano adottate congiuntamente e come entrambe influiscano sulle performances delle imprese (Black e Lynch 2000, Bresnahan, Brynjolfsson e Hitt 2002, Brynjolfsson, Lindbeck e Snower 1996, Malone et al. 1994, Pini 2006, Pini et al. 2010). Nel nostro paese gli studi empirici sulle complementarità tra sfere innovative sono ancora pochi. I principali lavori di natura econometrica realizzati, sulla base di limitati campioni di imprese a livello provinciale, sono attribuibili a Cristini et al. (2003 e 2008), Leoni (2008), Mazzanti et al. (2006), Piva et al. (2005), Pini et al. (2010). Un aspetto poco indagato, anche nei lavori citati, è quello dell'interazione tra tecnologie ICT, cambiamenti organizzativi e pratiche lavorative ad alta performance sulla produttività del lavoro, che è proprio l'argomento specifico che ci siamo proposti di indagare. Preliminarmente abbiamo ricostruito il dibattito teorico ed empirico sul ruolo di driver al fine dell'ottenimento di performances superiori delle tecnologie ICT, dei cambiamenti organizzativi e delle nuove pratiche del lavoro, singolarmente presi. In una seconda fase abbiamo verificato l'esistenza di legami virtuosi tra le tre attività innovative e la produttività del lavoro mettendo in evidenza le complementarità tra le sfere innovative. Per questo abbiamo effettuato un'analisi empirica utilizzando due fonti principali: IX e X indagine sulle imprese manifatturiere del Mediocredito Centrale (ora Capitalia) e la Community Innovation Survey (Cis-4) dell'Istat. Questi ultimi dati sono integrati con quelli di bilancio delle imprese società di capitali attive dal 2001 al 2008, con i caratteri strutturali del Registro delle imprese (Asia), con i dati del commercio estero (Coe), e dell'occupazione (Oros). Seguendo il productivity approach, abbiamo ricercato i legami di complementarità eseguendo, con il software STATA 10, una serie di regressioni multivariate, utilizzando funzioni di produzione aggiustate con le strategie innovative e le loro interazioni. I modelli, stimati con la tecnica dell'Ordinary Least Square (OLS), sono differenti a seconda della tipologia di dati disponibili: con i dati Mediocredito si è stimata una funzione di produzione di tipo Cobb-Douglas, per i dati Cis-4 un stimato un modello a effetti fissi tramite una funzione di produzione di tipo Translog. Se il ricorso alla funzione Cobb-Douglas è ricorrente nella letteratura internazionale, soprattutto per stimare gli effetti delle singole strategie innovative sulla produttività del lavoro (Black e Lynch 2001, 2004, Breshnan et al. 2002, Gera e Gu 2004), l'utilizzo di una funzione Translog, è scelta assolutamente non ricorrente in letteratura per quanto riguarda l'oggetto di analisi. A tal riguardo ci si è ispirati al lavoro di Amess (2003), nel quale vengono valutati gli effetti del management buyouts sull'efficienza di lungo termine delle imprese manifatturiere della Gran Bretagna. Inoltre abbiamo testato la presenza di complementarità attraverso l'analisi delle differenze in termini di performance, suddividendo le imprese in base a diverse combinazioni nell'utilizzo delle strategie innovative. Un aspetto da rilevare è che, le nostre analisi realizzate sul panel integrato Cis-4 utilizzano un campione particolarmente numeroso e rappresentativo della realtà industriale italiana, un fatto, come detto, non frequente negli studi sull'argomento condotti nel nostro Paese. I risultati ottenuti dall'analisi di entrambi i campioni sono in linea con i principali studi empirici italiani (Cristini et al. 2003 e 2008, Mazzanti et al. 2006, Pini 2006, Pini et al. 2010), convalidando ampiamente l'ipotesi di un impatto positivo delle tre strategie innovative sull'aumento delle performances produttive delle imprese, anche se implementate singolarmente in azienda. Per quanto riguarda la verifica di un legame di complementarità tra le tre aree innovative emerge, chiaramente un effetto additivo sul valore aggiunto attraverso l'analisi dei differenziali e seguendo l'approccio sulla supermodularità di Milgrom e Roberts (1990, 1995). L'aspetto più rilevante dei risultati ottenuti è costituito dal fatto che alcune variabili diventano particolarmente significative quando le imprese le adottano simultaneamente: ciò vale in particolare per la formazione e la partnership in R&D. L'attività di formazione è associata positivamente alla presenza di tecnologie ICT e all'innovazione organizzativa, intesa come instaurazione di partnership per la R&D. Inoltre dall'analisi sui dati Mediocredito emerge, in conformità alla teoria skill biased technical change, una propensione a domandare lavoratori in possesso di qualifiche più elevate da parte delle imprese che hanno implementato in maniera significativa cambiamenti tecnologico-organizzativi (Berman, Bound e Griliches1994, Breshnan et al. 2002, Draca, Sadun e Van Reenen 2006). ; Technological development results in a "reshaping" and, sometimes, a complete change within existing productive structures. The knowledge brought about by technological innovations, to be incorporated need a wealth of suitable structural procedures: for this reason the evolution between the technological development and the structural change is getting narrower. The coordination and management of the sinergies and feedbacks among the different aspects of the innovative activity becomes a line of strategic action within the companies to obtain superior economic performances. The strict complementarity between investments in tangible goods (new technologies) and intangibles ones ( organization structure), which brings about a better productivity growth, is the pivot of the new approach to these thematics. The complementarity hypothesis in the innovative processes is particularly important with the advent of the ICT technologies, with their general purpose technology, their widely pervesive characters and the associated requirements of a knowledge at a higher contexct. (Breshnahan et al. 2002, Brynjolfsson et al., 2000, Brynjolfsson et al., 2002, Bugamelli e Pagano 2004). The penetration of these technologies in the productive frame favours the development of the different complementary inputs and allows several flows of "secondary" innovations, which creates new products and processes, bringing more or less long sructural adjustments which include the business reorganization and to carry out work documentation at high performance or High Performance Workplace Practices (Breshanan e Trajtenberg 1995). The latter can be explained in a series of actions which have in the human resources empowerment its central element (unit) and which are reliased with the reduction of the hierarchical levels of employment at general responsibility level, bringing in the employees in active running roles, in working as a team with many duties and competence, in the methods of valuing performance and suggesions from below and lastly in good industial relations. The notion of the organisation as a collection of elements extremely different, but complementary, goes back to Milgrom and Roberts (1990 e 1995) who, at first, gave a definition based on the properties of modular dimensions of the firm income capacity and then they (the set of elements) put together the resulting documentation due to the complementarity between technological innovations and structural changes. Implicit to the complementariety definition, is the idea that to do more in a certain activity does not exclude to do more in another one; this is to the contrary to the firm traditional theory where the hypothesis of decreasing range efficiency can limit the possible simultaneous increase of the firm variable choices. The empiric analysis have put in evidence that often technological and structural innovetions are taken together and that both influence the firms performances (Black e Lynch 2000, Bresnahan, Brynjolfsson e Hitt 2002, Brynjolfsson, Lindbeck e Snower 1996, Malone et al. 1994, Pini 2006, Pini et al. 2010). In our country the empiric studies on the complementarity within the innovative fields are still few. The major econometric works realised, based on limited samples at provincial level are ascribed to Cristini et al. (2003 e 2008), Leoni (2008), Mazzanti et al. (2006), Piva et al. (2005), Pini et al. (2010). The integration within the ICT technologies, stuctural changes, work habits at high performance on work productivity are aspects investigated insufficiently even on the studies already mentioned. This is the specific subject we propose to examine. At first we have reconstructed the theoric and empiric argument on the driver role aiming to obtain performances better than the the ICT technologies, stuctural developments, work habits, each taken individually. In a second phase we have verified the existence of virtual bonds between the innovative activities and labour productivity putting in evidence the complementariety within the innovative areas. For this reason we carried out an empiric analysis using two main sources: IX and X investigation on manufactury firms of Mediocredito Centrale (now Capitalia) and the Community Innovation Survey (Cis-4) by Istat. These last data are put together with the ones of active plc (public limited companies) balances from 2001 to 2008 with structural characteristics according to Companies Register (Asia), foreign trade data (Coe) and employment (Oros). By following the productivity approach we searched complementarity bonds, achieved with software STATA 10, a range of changeble regressions, using production activities related to innovative strategies and their interactions. The samples, based on the Ordinary Least Square (OLS) technique, are different according to the type of data: available with Mediocredito data, we valued a production function of the Cobb-Douglas type; for the Cis-4 was valued a sample at fixed results using a production function of Tanslog type. If going back to the Cobb-Douglas function appears again in the international literature, especially to value the consequences of single innovative strategies on labour productivity (Black e Lynch 2001, 2004, Breshnan et al. 2002, Gera e Gu 2004), the use of a Translog funtion, is chosen absolutely, without going back to literature when referring to the object of the analysis. From this point of view, we were influenced by Amess' (2003) work, where were valued the results of the management buyouts on the long term efficiency of manifacturing industies in Great Britain. Besides we tested the presence of complementarity by using the analysis of the differences based on performance, by dividing the firms according to their different utilization of innovative strategies. An aspect to take into consideration is that, our analysis carried out on the integrated Cis-4 panel utilise a rather special and large sample which represents the Italian industrial reality, a fact, as already mentioned, not common in the studies undertaken in our Country on this subject. The results obtained from the analysis of both samples are in line with the principal Italian empiric studies (Cristini et al. 2003 e 2008, Mazzanti et al. 2006, Pini 2006, Pini et al. 2010), widely confirming the hipothesys of a positive impact within the three innovative strategies on the companies increase of the producteve performances, even if singularly employed by the business. As regards the examination of a complementarity connection within the three innovative areas, emerges clearly an additive effect on its added value using the analysis of the differentials and approching the super modularity of Milgrom e Roberts (1990, 1995). The most important aspect of these results is that some variables become particularly significative when the firms use them simultaneously: this is particularly valid at educational level and partnership in R&D. The activity at educational level is positively associated to ICT technologies and structural innovetions, understood as the setting up of partnership for R&D. In addition from the analysis of Mediocredito data emerges, according to the skill biased technical change theory, a tendency by the companies, which have made significant techinical-structural changes to look for employees with higher qualification levels (Berman, Bound e Griliches1994, Breshnan et al. 2002, Draca, Sadun e Van Reenen 2006).
ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Radyo Dinlemeyenler Cemiyeti'nin İstanbul Valisi Ethem Yetkiner tara-fından kanunsuz bir biçimde kapatılması, Ankara Üniversitesi Siyasal Bilgiler Fakültesi Dekanı Turhan Fevzioğlu'nun görevden alınması nedeniyle eylem yapan öğrencilerin gözaltına alınması ve mahkemeye verilmesi, İTÜTB'nin üniversitedeki yemek boykotu nedeniyle öğrencilerin gözaltına alınmaları, mahkemeye verilmeleri ve hükümet yetki-lilerinin bu konuda yaptıkları açıklamalar demokratik bir iktidar sivil toplum kuruluşu ilişki tarzına aykırı olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur. Kiracılar Cemiyeti'nin istekleri dikkate alınarak Kira Kanunu'nun ka-bul edilmesi, tüccar, esnaf ve sanayicilerin derneklerinin talepleri dikkate alınarak Milli Korunma Kanunu'nda yapılan değişiklik ve kredi imkanlarının artırılması gibi karar-larda dernekler ile ilgili hükümetin olumlu yönde uygulamaları olmuştur. Ayrıca hükü-metin irtica ve komünizm ile mücadeleleri de dernekler tarafından olumlu karşılan-mıştır. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Ayrıca, grev hakkı verildiğinde işverene lokavt hakkının da tanınması gerektiği için sendikala-rın mali gücünün bunu kaldıramayacağını ve işçilerin zor durumda kalacağını iddia et-mişlerdir. Kolektif İş Akdi tasarısının TBMM'ye getirilmesi, işçiler için ev yapılması, yıllık ücretli iznin verilmesi, tatil yapamayanlara çalıştıkları gün için yevmiye ödenmesi, sendikal faaliyet nedeniyle işten çıkarılmaların kanunla yasaklan-ması, işçi sigortalarındaki düzenlemelerde işçilerin ve sendikaların lehine olan demok-ratik uygulamalar olmuştur. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur. Bu kanunların kabulüne bazı gazetecilerin hükümet üyeleri ile ilgili eleştirinin boyutunu aşarak hakaret içeren yazıları kaleme almaları da etkili olmuş-tur. Özellikle 1958 yılından sonra basın kuruluşları ile hükümet üyeleri arasında ilişkiler gerginleşmiştir. Basın sanki bir muhalefet partisi gibi muhalefeti hükümete karşı tek cephede birleşmeye çağırırken hükümette basını reklam ödeneklerinin azalması nede-niyle bu yönde hareket etme ve meşru hükümete karşı halkı ayaklanmaya teşvik etmek-le itham etmiştir. İsmet İnönü'nün ve CHP'lilerin yurt gezileri ile Osman Bölükbaşı'nın Kırşehir'i ziyareti ve tutuklanması sırasında bazı gazetecilerin polis tarafından tartak-lanması, fotoğraf makinelerinin ellerinden alınması, gözaltına alınmaları, yargılanma-ları, bu olayların yayının yasaklanması hükümet ile basının ilişkilerini daha da gergin-leştirmiştir. Bu olay-lar bazı gazeteci örgütlerinden istifa edenlerin Demokrat Parti'ye yakın gazeteciler ile radyo ve Anadolu Ajansı'nda çalışan gazetecilerden oluşan Matbuat Kulübü'nün kurul-ması ile sonuçlanmıştır. Croatia has been facing a population decline, mainly due to a low birth rate and the emigration of young and qualified workers. Considering the historical and dynamic aspects of emigration (Draženović, Kunovac and Pripužić, 2018), leading to depopulation, it is necessary to investigate all contributing factors in Croatia and explore potential models and measures to mitigate these unfavourable processes. Apart from Germany, Croatian citizens have emigrated mostly to Ireland and Austria since the country acceded to the EU (Pokos, 2017). Research confirms that the number of Croatian citizens who immigrated to Germany, Ireland and Austria in 2016 was, on average, 62% higher than the official data reported by the Republic of Croatia (Jerić, 2019). The increasingly intensive emigration of the young and able-bodied population additionally contributes to a rapidly ageing population, exerting strong pressure on the sustainability of the pension system (Družić, Beg and Raguž Krištić, 2016) and underscores the importance of investigating the reasons for emigration and the factors essential for return. Migration is also an important area of interest for the European Union due to its exceptional impact on all aspects of society. Increased opportunities for mobility, advances in technology that provide access to information sources, and societal changes strongly suggest the need for policymakers to examine the micro, meso, and macro drivers that influence migration or potentially influence a person's decision not to migrate or remigrate. Governments require migration analysis to create informed migration policies, including citizen participation in the policy development process. The perspectives of migrants and their behaviour should be taken into account when creating policies to better understand the key success factors needed for the desired outcomes of migrants (European Commission, 2020). According to Fargues (2017), migration is a complex process that is constantly changing as a result of various local, international, and global situations, highlighting the need for con¬tinual investigation and repeated surveying of the population. Within the current demographic climate, the World Youth Alliance Croatia (SSMH) launched the project "Network 2050 – Demography, From Challenges to Answers", co-financed by the European Social Fund. The project is based on intersectoral cooperation, identified as necessary for improving collaborative efforts to address the effects of negative demographic trends on the social and economic development of Croatia and develop measures for demographic revitalisation. This paper will present the data and analysis of the empirical results of the research conducted by the Institute for Migration and Ethnic Studies. The study focuses on emigrants' opinions and perspectives regarding the factors that influenced their decision to migrate. This includes their own perceptions of the situation in Croatia, as well as abroad in their host country, which played a role in their decision-making process and continues to potentially impact them. Additionally, the paper explores the emigrants' perception of their current life circumstances. The target group comprised Croats currently living as expatriates in European countries. A total of 497 respondents, Croats currently living abroad, most of whom left Croatia between 2016 and 2021, took part in the survey. Three main research questions guided the investigation: 1) What are the key drivers of migration at the micro, meso, and macro levels that influence the decision to emigrate or stay, according to the perception of emigrants from Croatia?; 2) What factors influence the decision of Croats to stay abroad?; and, 3) What are the key factors that influence the decision to return to Croatia? For the purposes of this paper, the general results related to research questions 1 and 2 will be presented. The instrument used for data collection was an online questionnaire that respondents filled out independently. The questionnaire consisted of 62 questions, mostly closed-ended, with only a few open-ended questions to accommodate additional information if participants chose to elaborate on their perceptions. Including this option also allowed for the possibility of results that were not expected by the research team. The questions were divided into five thematic chapters: sociodemographic data, migration status, socioeconomic status, returnee motivational status, and identity and value system. The questionnaire was administered with special attention to the time of completion, clarity, and appropriateness of the questions. The data collection process included advertising the research project and posting calls for participation on various social media networks across platforms managed by members of various Croatian dias¬pora groups. Additionally, advertising was conducted through social groups and institutions, as well as using the snowball method. Data was collected during the period from July to October 2021. At the beginning, the purpose of the questionnaire was explained, and respondents were informed that their participation was voluntary with the possibility to withdraw at any time. Consistency in the questionnaire administration was achieved by exclusively offering it online. A total of 500 responses were received, of which 497 were valid, while three questionnaires were partially filled. Only key socio-demographic information was collected and, together with the respondents' personal perceptions, it was examined in relation to the key drivers of emigration. Their perception is the key feedback that can help state authorities and policymakers in designing measures aimed at retaining the population and attract¬ing potential returnees. Their perception was viewed as potentially showing indica¬tors of migration drivers, push and pull factors, as well as demonstrating public perception around key issues and policies, and the type of information (including its accuracy) used to inform migration. Respecting the perception of the general public when creating policies is in line with the concepts promoted by the EU Parliament (2020), which encourages the participation of citizens in decision-making. According to the obtained sociodemographic data, 208 respondents (41.9%) were female, and 289 respondents (58.1%) were male. The most represented age category (39%) was 30–39 years old. Additionally, 24% of respondents were between 40 and 49 years old, 22% were between 18 and 29 years old 9.5 % were between 50 and 59 years old, 3.2% were 60–69 years old and 2% were between 70 and 81 years old. This indicates that the majority of respondents who leave are younger than 40, i.e. in the reproductive age group. The results obtained support the relevance of the research by Družić, Beg and Raguž Krištić (2016), who warn about the loss of the young population in Croatia, which results in population ageing. The majority (78.3%) were born in Croatia, and the next significant group (13.1%) was born in Bosnia and Herzego¬vina. The largest group of respondents, at the time of the questionnaire, lived in Germany, followed by the numerically significant groups in Great Britain, Ireland and Sweden. The trend shown by the majority of respondents coming from Germany is in line with the large wave of migration to Germany since 2013 when Croatia entered the EU, and since July 2015 when the labour market in Germany was opened to Croatia. Jurić (2022) and Pokos (2017) describe Germany as still the most desirable country for Croatian emigration. The results showed that macro-level factors related to working conditions and employment rates influence micro-level factors, such as socioeconomic status. Work opportunities and the working environment were perceived as somewhat important because respondents believe that these aspects affect their personal quality of life. An interesting result is that the number of respondents who stated that they were married or in a partnership doubled after moving. It is worth mentioning that Jang, Cast¬erline and Snyder (2014) warn that the longer the time spent abroad, the stronger the ties made, potentially leading to the establishment of family life connected to the host country. This could negatively affect the potential decision to return. The influence of this factor at the micro level requires further research to show the possible impact of marriages abroad on the mobility of new families and their possible return to Croatia, especially if Croatia's goal is to encourage the return of its emigrants. The results of this study, as well as the recommendations of researchers such as Kis, Ozdemir and Ward (2015) on the importance of improving working conditions and wages as a means of improving living conditions, are useful for formulating strategies for population retention. Additionally, certain political restrictions can negatively affect the achievement of the country's migration goals (Boswell, 2002), which, in the case of Croatia, involves return migration and population retention.

Watching Barbie reminded me of two essays that I had not read in a long time, Luce Irigaray's "Women on the Market " and "Commodities Among Themselves". In those essays Irigaray considers to what extent Marx's theory of the commodity form can be used to make sense of the status of women in society. Irigaray's texts takes as its start the idea of a society founded on an exchange of women, an idea integral to structural and psychoanalytic theories of kinship. From this it is possible to posit that relations among women would have the fantastic character of Marx's brief foray into describing the world of commodities amongst themselves. It is precisely such a world, Barbie Land, that Barbie: The Movie opens. The only difference is that women, Barbies, in this world do not so much exist as things to be exchanged, as daughters to be given away as wives, but are defined by their use value, or, more to the point, their concrete labor. It is a world of Barbie doctors, presidents, supreme court justices, and so on--a Barbie for every career and full employment for all Barbies. Greta Gerwig's film taps into an aspect of Barbie that often falls beneath the image of the Barbie stereotype, or, in the world of the film, Stereotypical Barbie, and that is the myriad number of Barbies that have been manufactured with different careers, from veterinarian to astronaut. The Barbie stereotype of blond hair, impossible proportions, and pink, well everything, dominates our image of Barbie, it is what adults think of when we think of Barbie, so much so that we forget that for a lot of girls (and boys) who play with her she that is less a supermodel than the model for every kind of activity and career. Whatever you want to be they have a Barbie for that. I remember once watching a relative's kid play Barbie and it was less a foray into a world of beauty and fashion than it was an hour of being a large animal veterinarian, giving check ups to horses. A far cry from the image of fashion and beauty that comes to mind when you say Barbie to an adult. The two sides of Barbie, the blonde and pink stereotype that adults think of and the various different Barbies of every career and hobby that kids play with, are the central contradiction of the film.The Barbie pet care centerBarbie Land is that imaginary place where Barbies amongst themselves can be anything or anyone. There are Kens in this world too, but since this world is the world of children playing, no one really knows what Ken is for. Ken is more sidekick than boyfriend. (Pietro Bianchi has offered a great Freudian reading of this world of innocence). The Barbies in Barbie Land are aware of the real world, that it exists, and as far as they are concerned they have fundamentally altered it. An imaginary world where Barbie can be anything must in some sense produce a reality where kids can be anyone. It is the logic of meritocratic role models taken to its logical conclusion. All the world needs is the right role models for the world to change. Trouble begins when stereotypical Barbie (played by Margot Robbie) begins to have some very un-Barbie thoughts, like of death, aging, and cellulite. These intrusive thoughts must be the product of the kid that is playing with her so she has to go out into the "real world" to find this kid and fix things. This brings us back to the commodity form. The commodity, as Marx tells us, is both an exchange value and a use value, it is both something with its own properties, or in the case of labor, capacities, and with a value, a capacity to stand in for other commodities, to be exchanged. In the world of the film we get two sides of Barbie, there is the Barbie Land Barbie in which there is a Barbie that can do anything, and there is the real world Barbie, where Barbie is defined not by her capacities, what she can do, but by her appearance, what she looks like. It is on arriving in the real world that Barbie finds herself not as an object of little girl's dreams, but the object of male fantasies. (As A.S. Hamrah points out in this great roundtable discussion of the film, the patriarchy that Barbie is subject to is incredibly mild and gentle, more befitting a cartoon world than the real world). If I wanted to add another grad school reference, namely Jean Baudrillard, I would say that Barbie's conflict is less between use value and exchange value as it is between use value and sign value, between what Barbie can do and what she signifies, what blonde hair, impossibly long legs, and gravity defying curves signify. To put it back in Irigaray's terms, her capacities might define what she is capable of, but her appearance for men defines her place in society. As Irigaray writes, "just as, in commodities, natural utility is overridden by the exchange function, so the properties of a woman's body have to be suppressed and subordinated to the exigencies of its transformation into an object of circulation among men." Use Value/Exchange Value, the two sides of the commodity are dominated by exchange value just as women in society are dominated by the demand to be seen, and exchanged, by men. Upon arrival in the real world, Barbie and Ken learn that making Barbie role models for every career has not ended patriarchy. Barbie and Ken react differently to the persistence of patriarchy. Barbie is horrified and confused. Ken is happy and excited. Ken finds himself being respected just because he is a man. He immediately hatches a plan to bring the patriarchy to Barbie Land with the help of some books checked out from the library. (I thought for a long time about what this particular plot point reminded me of, a story where two characters have opposed reactions to the new world they are transported to, and eventually I thought of Time after Time, The film in which H.G. Welles and Jack the Ripper end up time traveling to the seventies. Welles is horrified of the lack of social progress while Jack the Ripper revels in the violence of the twentieth century. For sake of this digression, and because I really love that film, I include the following clip.) Back to the film in question, and skipping several plot points, by the time Barbie discovers the source of her angst, an adult playing with Barbies and returns to Barbie Land it has been transformed. The Barbie dream houses have all been remade into Mojo Dojo man caves for Ken and the Barbies have abandoned their various careers as veterinarians and the President to dote after their Kens, bringing them snacks and beer. The spell of patriarchy is broken, however, when Gloria (America Ferrara) , the adult from the real world who has brought anxiety to Barbie, spells out the contradictions of being a woman. This speech is the thematic and emotional core of the film. Since I found the whole thing online, I post it in its entirety below. "It is literally impossible to be a woman. You are so beautiful, and so smart, and it kills me that you don't think you're good enough. Like, we have to always be extraordinary, but somehow we're always doing it wrong.
You have to be thin, but not too thin. And you can never say you want to be thin. You have to say you want to be healthy, but also you have to be thin. You have to have money, but you can't ask for money because that's crass. You have to be a boss, but you can't be mean. You have to lead, but you can't squash other people's ideas. You're supposed to love being a mother, but don't talk about your kids all the damn time. You have to be a career woman but also always be looking out for other people.""You have to answer for men's bad behavior, which is insane, but if you point that out, you're accused of complaining. You're supposed to stay pretty for men, but not so pretty that you tempt them too much or that you threaten other women because you're supposed to be a part of the sisterhood.
But always stand out and always be grateful. But never forget that the system is rigged. So find a way to acknowledge that but also always be grateful.
You have to never get old, never be rude, never show off, never be selfish, never fall down, never fail, never show fear, never get out of line. It's too hard! It's too contradictory and nobody gives you a medal or says thank you! And it turns out in fact that not only are you doing everything wrong, but also everything is your fault.
I'm just so tired of watching myself and every single other woman tie herself into knots so that people will like us. And if all of that is also true for a doll just representing women, then I don't even know."The speech is a long list of the "too contradictory" situation of women in the real world. In the film this bit of wisdom from the real world restores Barbie Land, frees Barbie from the rule of Ken. However, the film does not connect the contradictions of the real world to the contradictory unity of Barbie as a commodity, a commodity with use value, all of Barbie's various careers from doctor to president, and an exchange value, her appearance. In the film there are two worlds, Barbie Land defined by Barbie's capacities to do anything, and our world, where Barbie is defined by her appearance, but it never really reflects on the contradictory unity of those two worlds, on the fact that while Barbie dolls can do anything they still have to look like Barbie. Making a movie about Barbie is strange endeavor because the logic of Barbie is the logic of Hollywood. It is a world where women can be scientists and superheroes, at least some of the time, but in doing so they still have to look like at least one of the varieties of Barbie. Ability is subordinated to appearance, use value to exchange value.The film presents Barbie Land and the real world as two different realities, one dominated by the different abilities of Barbie and the other by the circulation of her appearance, but the reality of the commodity, of capital, is that use value and exchange value exists side by side even as they contradict each other. As Isabelle Garo puts it, "The originality of Marx's approach attaches to the dialectical nature of his analysis of contradictions, which is no mere juxtaposition of opposed tendencies: the capitalist labour process is not alienating in one respect and emancipatory in another, but it interweaves these two tendencies at the very heart of the labourer's individuality and of social relations."Or, to put it back in the terms of the film, it is not that one gets to choose between a land where Barbies are recognized for their abilities and one that they are reduced to their appearances but they are always both. This is the too contradictory situation referenced in Gloria's speech. The fact that the film does not connect these dots connects brings us back to the question the film asks but does not answer, why has a Barbie Land where dolls can be anything not transformed our world where women are all too often reduced to being dolls? That the film has no reflection on the failure of its own world of role models is its real limit. All Barbie the movie can do is diversify Barbie Land, adding a few different body types and a little more diverse product line, but it cannot address the question as to why all the positive role models in the world have not changed patriarchy. Perhaps that question is for the inevitable sequel.
International audience ; According to the mainstream literature in economic geography, agglomeration economies are so powerful drivers for polarization in the larger metro areas that a center-periphery pattern is almost inescapable, making any peripheral location clearly disadvantageous for firms (Dicken and Lloyd, 1992; Fujita and Thisse, 2003). Urban studies also support such views by demonstrating the growing, steadily trend towards metropolization.However these statements are not fully confirmed by some empirical results. Indeed the stated entrepreneurs' locational preferences of firms localized in medium-sized (and even small) cities situated in peripheral areas do not always meet these theoretical interpretations. Innovative entrepreneurs and successful companies are usual in such locations, making necessary to explain such unexpected location choices and how they can be successful despite their so-called locational constraints due both to their remote position in badly connected peripheries (as demonstrated by population and economic potential models at the national and European scales) and to the lack of localized external economies of scale.To enlighten such apparently irrational business location choices, we could refer to the behavioural approach (Pred, 1967) as the perception of the quality of location characteristics has been neglected by the literature (Eickelpasch and al., 2015). Indeed the mental maps of the peripheral entrepreneurs –as revealed by our survey– do not exhibit the same perception of their working-area as expected from the theoretical works that consider peripheral locations are damaging due to various backwash effects (Myrdal, 1957; Haggett, 1979). As it has often been established by numerous surveys, the first locational factor of SMEs is often the birthplace of their manager, especially for family-owned companies, considering that entrepreneurial spirit is often more common in areas dominated by small firms (Baudelle and Ollivro, 2000; Ejermo and Hansen, 2015). Therefore the rationale of their location choice does not necessarily match the requisites of profit maximization. But despite this kind of path dependency due to the faithfulness of these entrepreneurs to their native region, we need to understand how such firms can be innovative and therefore successful notwithstanding their non- optimal location in small and medium-sized cities of peripheral areas.At this point we need another theoretical framework, namely the institutional approach (Granovetter, 1973). This perspective is required to explain why and how entrepreneurs can be successful in spite of their non-metropolitan location in modest cities situated far not only from the core of Europe but also from the national and sub-national metropolises. More specifically our study mobilizes the sociology of networks (Krauss, 2011 & 2013) to explain the paradoxical success-stories of peripheral firms. Such an approach is congruent with the evolutionary perspective that is paying more and more attention (but not so much) to networks and institutions as parts of complex adaptative systems to explain regional resilience (Boschma, 2015).Therefore our theoretical assumption is the following: professional networks and personal networking are crucial for these companies and their managers to give them access to various kinds of resources that are necessary to run their business. This is consistent with the theory striking the need for embeddeness among the entrepreneurs to make them possible to run their business with success (Granovetter, 1973; Krauss, Sternberg, 2014). The final goal of the study is to understand how the access to various informational and human resources is made possible by the construction of networks used by innovating companies to develop their business. Consequently the objective is to identify the configuration of the networks –strong or weak, local or distant, central or peripheral– of the interviewed entrepreneurs to understand their possible role in their success stories.The field-study area is a corridor along the Southern Brittany Coast (France). In this area of about 939 000 inhab., there is no large metropolis. The three main cities (Lorient, Quimper, Vannes) are simply medium-sized cities: their built-up areas have respectively 115 000, 80 000 and 75 000 inhab. only and their travel-to-work areas 180 000, 120 000 and 135 000 people. Outside them, only small cities can be found.Moreover these cities are far from the rest of France and Europe and even from the larger metro area in Western France, Nantes (622 000 inh.), which is more than 3 hours away by car from Western Brittany and even 4 hour and a half by train. Even from the closest city (Vannes) the journey to Nantes requires more than 2 hours. Paris, the national capital-city, remains from 3h30 to 6h30 away by train. Some local domestic airports compensate this remoteness but not totally and with a high flight cost due to monopolies. As a result this area is a typical periphery, far from the metropolitan engines of the globalizing economy. The French division of labour between Paris metro area and the province even worsens the gap between the Breton Western periphery and the French World City.To understand how the entrepreneurs overcome such a physical distance, a sample of about 20 successful business leaders were interviewed (Marinos, 2015). The selected companies (mainly SMEs) are deliberately very competitive ones: they are intensive in technology, exhibit a high level of innovation (as demonstrated by the number of patents) allowing high added values and significant export rates, they attract international investors and look for clients and suppliers all around the world.The objective of the study was to evaluate how important the networks are to compensate the possible theoretical locational constraints due to peripheral sites (Krauss, 2009). The literature often points out the possible negative locking effects of excessive local inward-looking ties, suggesting a trade-off between immediate adaptation and later adaptability (Grabher, 1993; Boschma and Frenken, 2010; Braun and Schulz, 2012; Boschma, 2015). However our study shows clearly that such a distinction between strong local, proximate connections and weak, outward-looking networks does not fit with our empirical results, which leads to reconsider the present literature about the connectedness of entrepreneurs working in peripheries seen as so-called autarkic and poorly connected places.The survey reveals that the entrepreneurs do not ignore the drawbacks of peripheral locations. However the professionals met for the survey express great satisfaction about their business in Southern Brittany. The participation of three quarters of them in local networks (business associations, chambers of commerce, development agencies.) is presented as necessary for their business development process, and even crucial during the start-up stage. It allows them to open up to their immediate environment and to enhance their external visibility. Belonging to a network also improves their collective capacity for concerted actions. Doing so, entrepreneurs become more audible by politicians and influence local public policies.Small and medium-sized cities are perceived as a favorable ground to confident relationships even if that kind of links rarely exceeds the TTWA boundaries. Local political staff and administration are more easily approachable and quicker to react than in bigger cities.More surprisingly, these employers are involved in the local economic life even if their clients are not local. The more entrepreneurs operate on the globalized market, the more they express that need for local commitment: "my company needs roots to have wings".The local territory acts as a medium between stakeholders: "partnerships, collaborations, it is first and foremost a human-based process". A collaborative way of working is considered essential. The importance of trusting is at the heart of networks' efficiency because it facilitates the exchanges and improves the flow of information. The information quality control is operated by network members. Immaterial resources access constitutes a favorable ground for entrepreneur's social capital. Thisaccess opportunity participates to the process of innovation. Therefore mutual trust can be regarded as an implicit knowledge transmission accelerator that fosters innovation.Higher education (including alumni associations) is complementarily highly structuring for entrepreneurs' networks, offering good opportunities to develop sustainable partnerships. When they exist, links with experts and academic researchers are sustainable and lead to success. These relations take time and depend on the leader's background. They vary a lot according to how long the company has been based on the territory. However most of the local research fields are different from those which are of interest to local companies to such an extent that some companies prefer working with metropolitan research organizations, particularly for those which operate in niche activities.In terms of cooperation, employers display a very pragmatic behavior: they get to the closest companies, sometimes even at the expense of the quality of the resource. Geographic proximity fosters working together, a round trip in the afternoon being considered as the symbolic border. This is particularly true for interpersonal networks, restricted to everyday life territory. But for commercial partnerships there is no geographic border.Eventually these networks are helpful to overcome some challenges such as hiring talented employees or getting a convenient job for their partners in small TTWAs. But they do not solve all the usual problems the peripheral entrepreneurs face to such as good air connectivity within an hour drive ("If the airport closes, I leave"). Moreover the companies operating in specialized activities or in a niche productions do suffer from the lack of dense sectorial networks, generating a feeling of isolation. This can impact the open innovation process and even inhibit the organization of events supposed to provide new interactions.Finally the network approach helps to understand why companies located in peripheral areas do not move towards larger central metro areas despite of their locational disadvantage underlined by the neoclassic locational theory.
