Serbia's government, led by Aleksandar Vučić, has in scholarship been classified as semi-authoritarian, using Marina Ottaway's classification. Its media have also been described as being in heavy, biased support of the government. Scholarship has further revealed that the Vučić-led, post-2012 government, has thrown the country backwards in time, with corruption and affairs being the primary instance by which the regime can be described. Expectedly, the response of the government and the government-supporting media to the COVID-19 pandemic has been less than professional. The initial response included official government press conferences in which the novel coronavirus was deemed to be "funny" and that, in the middle of the pandemic explosion and increased deathrate in Italy, Serbia's population was advised to go to Italy for "shopping". The media furthermore tried to pin the pandemic to Serbia's opposition alleged attempts to topple the government via "coronavirus propaganda". This article proposes to tackle the government's and their supporting media's responses to COVID-19 in February/March 2019 from a Discourse Analytical perspective.

In almost all surveys, respondents are asked for details of their occupation in the context of the demographic variables. The aim of the present contribution is to provide help with coding these details. Two standardised category schemas are available to social scientists[ in Germany]: the national Klassifikation der Berufe 2010 (KldB 2010) and the 2008 version of the International Standard Classification of Occupations (ISCO-08). While the KldB classifies the actual occupational titles, ISCO-08 measures occupations. The present contribution is organised as follows: First, the structure of the two schemas is outlined; second, the additional information that should be used when coding occupations is described; third, the individual coding procedures - manual, semi-automatic, and automatic coding - and the corresponding software programmes are presented; fourth, the use of the coded occupational details in the analysis is addressed. The occupational codes are often used to calculate indices of occupational status, socio-economic status, or class membership that form the basis for further analyses. The International Socio-Economic Index of Occupational Status (ISEI-08), the Standard International Occupational Prestige Scale (SIPOS), and the International Socio-Economic Classes (ISEC) Scale are briefly described. As a general rule, when coding occupations, the data collected and the way in which these data are coded depend to a large extent on the respective research question. The contribution concludes with a discussion of alternatives to the time-consuming coding of occupations according to KldB and ISCO.

International audience ; This article proposes a solution to alleviate socioeconomic problems faced by rural areas in Western Siberia, such as the municipal districts of Omsk region, which are seasonally cut off from national transport infrastructure due to extreme climatic conditions. Specifically, it explores issues related to the provision of basic, everyday services in such regions. Based on an opinion poll which identified a significant need for better provision of everyday services such as hairdressing salons, repair shops and so on in remote regions of Western Siberia, the authors propose a model for an investment project to develop mobile units to provide such services. The costs of setting up such units and the period of time required to recoup those costs, as well as the benefits they will bring to the societies in question, are examined in depth. Understanding patterns of political participation of ethnic minorities is crucial for their integration within postcommunist European countries most of which are ethnically complex and with histories of conflicts. Past research on the relationship between political participation and ethnicity in the democracies has given mixed results and there seems to be a research gap in the literature regarding the patterns of political participation of minorities in postcommunist states. The present study examined differences on two measures of political participation in a representative sample of post-Yugoslav citizens. Employed data source was the South-East European Social Survey Project (SEESSP), fielded in 2003 and 2004. The SEESSP covered six former Yugoslav entities (Bosnia and Herzegovina, Croatia, FYR Macedonia, Kosovo, Montenegro, and Serbia). Results indicated that ethnic minorities had lower levels of electoral participation in four out of six analysed political entities, and had lower levels of party membership in three countries. In addition, a significant voter turnout gap existed among different minorities within individual countries. Finally, no major differences in motives behind political participation were found when comparing the association between authoritarian attitudes and political participation within majority and minority groups. Implications of the results are discussed.

This article proves the necessity of international economic integration between Zabaikalsky Krai and cross-border territories of China. The possibility of increasing regional integration between Zabaikalsky Krai and China is based on complementarity and interdependence of the economic potentials of both sides. At the same time, the existing national differences at the level of development of the adjacent socio-economic systems need a common system of goals, balance of priorities in their achievement, which, in its turn, implies a coherent integration policy between two regions — Zabaikalsky Krai and Inner Mongolia Autonomous Region. However, the lack of unified theoretical and methodological basis for international regional integration restrains the formation of the existing policy. In the context of multiple and ambiguous scientific approaches to international system, it is proposed to consider the "theory of relationships", by Professor Qin Yatsin, as the scientific basis for international regional integration, which proves the need and possibility of harmonising relationships between participants of international exchanges. From the author's point of view, the practical implementation of the "theory of relations" is possible within the framework of the process approach, which implies the interaction of international integration participants in achieving overall results. The use of the process approach as a methodological basis for regional integration allows to balance the interests of the sides of integration and identify their priorities. The proposed paradigm of international relations is supplemented by the author's classification of the processes, the assessment of their impact on the results of integration. It is shown that the interaction of the processes is sufficiently stable, predictable, manageable, hence the use of the process approach in the development of international regional integration seems very promising. The process approach allows to form various scenarios of international integration, based on different composition, results and nature of the interacting processes

For the first time this method enabled the scientific identification of offenders and the sanction of recidivists. The introduction of an elaborate and efficient criminal record was made possible by the drawing up of a strict description of defendants accompanied by a rational technique of classification. Such elements constituted the keystone of the anthropometric system. The evolution of this method, its implementation, its results and consequences will show us how it was a practice enabling first to maintain order and repression and then to introduce a republican technique (and policy) of government based on identity. The paper offers an analysis of how three historical legacies shaped the context for responses to the COVID-19 pandemic in England. They are firstly, necrospeculation, the ability to turn destructiveness into profit and produce new capitalist value. The second is the legacy of thanatocracy, the enactment of mass and organised killing as an official policy of the state. The third necro legacy, social reproduction, is not just about violent death and accumulation, but also the state's divestment of responsibility to women for the protection of life itself. What these violent legacies have in common as they entwine throughout history is the continuing relationship between property, accumulation, and disposable peoples, showing how economic and moral value is both captured and erased through abstract classifications of class, race, and gender. Bringing these legacies on a journey, we will see how they are modified and repeated in the present. Death during COVID-19 was used as an opportunity for speculation, consolidation of political power, and manipulation of the economy in the interests of the super-rich, government ministers, their friends, and the virus. True to neo-liberal philosophy, they "never let a serious crisis go to waste." Their predatory practices led to many people being callously disregarded, neglected, and unprotected, exposing those considered to be surplus to state and capital requirements. The pandemic revealed that the social contract was broken as the matter of state responsibility for protection of the people was transferred by the government to individuals. The paper will also show how some groups attempted to protect others and save lives.

Les réformes de la Politique agricole commune (PAC) sont marquées par une tentative de légitimation environnementale des soutiens publics. Cette étude propose de confronter la teneur des discours à la réalité des faits : dans quelle mesure la distribution des aides directes de la PAC bénéficie-t-elle aux exploitations agricoles les plus favorables à l'environnement ? Cette démarche d'économie appliquée passe par l'élaboration d'une série d'indicateurs environnementaux permettant de caractériser et de classer les exploitations agricoles à partir du RICA en fonction de leurs effets potentiels sur l'environnement. Ces classes d'exploitations sont ensuite mises en lien avec les montants d'aides directes du 1er et du 2nd pilier perçus. Les premiers résultats de cette analyse sont traités sur 3 OTEX : les exploitations spécialisées en production de céréales et oléoprotéagineux, les exploitations spécialisées en bovins lait et les exploitations spécialisées en bovins viande. Il apparait alors d'une manière générale que l'ensemble des aides directes par hectare diminue avec l'augmentation de la prise en compte de l'environnement, et ce quelque soit l'OTEX, bien que la variation de ces soutiens dépende nettement du type de production ; elle est en effet nettement plus marquée en élevage. Cette baisse est liée au niveau de DPU, et l'on constate que les aides du second pilier tendent à compenser la perte d'aides premier pilier, mais malgré l'effet positif de l'ICHN et des MAE, cette hausse ne suffit pas pour rétablir un équilibre. Par ailleurs, malgré une meilleure maitrise des consommations intermédiaires des exploitations qui ont le meilleur potentiel d'impact environnemental, en général le revenu reste meilleur chez les exploitations les moins bien classées.

In the article named as Status Seekers Larson and Shevchenko claimed that against U.S. primacy formed after cold war, Russia and China have changed the foreign policy perspectives so as to gain a new and more positive status in international order. According to Status Seeker's approach, there are three basic foreign policy classifications; social mobility, social competition and finally social creativity. Just as A.F.K. Organski determined in Power Transition Theory, states usually shift their foreign policy attitudes based on a new role which they gained in each one of power transition phases. In order to make up for lost status or get more positive one, states would like to possess better political status in international order. An acquired better status provides states an advantage to increase the sphere of influence or conduct either efficiant or eminant foreign policy. By adapting "Status Seekers: Chinese and Russian Responses to U.S. Primacy" into intelligence studies, this work looks for an answer how states promote and change the behavioural pattern of their intelligence agencies depending upon their own position in the status hierarchy when it comes to a new power transition phase. In this analysis, the examples from the behaviours of different intelligence agencies are presented in the perspective of behaviouralism. The constructions and reflexes of dominant, social mobility, social competition and social creativity states are explained separately in this work. To sum up, firstly, dominant state has to expand the liberal democracy regimes as hard as one can go around the world and of course protect the allied nations from the operations of foreign intelligence agencies for the hegemonic stability. Secondly, social mobility intelligence expresses intelligence liaisons among states and the intelligence agencies' behaviours of states allied to dominant power. Thirdly, social competition intelligence may be attributed to geopolitical rivalry. This term is used for the competitive intelligence behaviours of revisionist states being discontent from current hegemonic structure. Finally, social creativity intelligence tells us a classification of states being discontent from status quo and revisionist, but do not would like to counter the dominant power and hegemonic structure.
