To take ESDP forward, France will need Germany's support. Yet for the moment Berlin is not inclined to give its backing to the French European presidency's priorities on security and defence. Currently, France and Germany differ not only over revision of the European Security Strategy and reforming the mechanism for financing EU military operations. More importantly, Berlin has reservations on the direction in which France wishes to take ESDP and its motives for returning to NATO's integrated military structure. Adapted from the source document.

AbstractThis article identifies previously ignored determinants of public support for the European Union's security and defence ambitions. In contrast to public opinion vis‐à‐vis the EU in general, the literature on attitudes towards a putative European army or the existing Common Security and Defence Policy (CSDP) suggests that the explanatory power of sociodemographic and economic variables is weak, and focuses instead on national identity as the main determinant of one's support. This article explores the possible impact of strategic culture, and argues that preferences vis‐à‐vis the EU's security and defence ambitions are formed in part through pre‐existing social representations of security. To test this proposition, 'national' strategic cultures are disaggregated and a typology is produced that contains four strategic postures: pacifism, traditionalism, humanitarianism and globalism. Applying regression analysis on individual‐level Eurobarometer survey data, it is found that strategic postures help explain both the general level of support for CSDP and support for specific Petersberg tasks.

Recruitment and retention at a time of socio-economic crisis, and when personnel numbers are being cut, are almost impossible tasks. Performing them is made even more complex by the variety of trades and channels within the forces that have evolved over recent years. The author give their analysis of the current situation and of future developments that might be expected.

Le Livre blanc sur la défense et la sécurité nationale de 2008 fait désormais du renseignement une fonction centrale et structurante de la défense et au-delà de la politique étrangère, qui s'accompagne de nombreuses innovations institutionnelles. On doit alors constater le caractère embryonnaire de ce que l'on pourrait appeler en France des « études sur le renseignement ». Le présent article se propose de présenter l'état actuel des études académiques sur le renseignement sur le plan national. Nous espérons montrer que plusieurs initiatives constituent l'embryon de recherches académiques sur lesquelles un « jeu d'hypothèses » pourrait désormais être proposé. Celui-ci pourrait, au-delà, permettre l'émergence d'un ensemble de paradigmes de recherche. L'enjeu est d'établir les conditions d'un dialogue entre le paradigme implicite, dominant en France, de la « culture du renseignement » et le paradigme fonctionnaliste dominant dans les recherches anglo-saxonnes.
