"The Asian/Pacific area has become a crucial arena of great power rivalry. It is in this region that the interests and ambitions of the United States, the Soviet Union, Japan, and the People's Republic of China most frequently intersect. At least partially in response to these realities, new or strengthened alignments or relationships-most of them tentative and not yet fully formed-are developing in the region. Among these developments are the Sino-American and Sino-Japanese rapprochements, growing unity within the Association of Southeast Asian Nations (ASEAN), and improved relations between ASEAN and China. Whether these developments will serve to ease significantly the heightened uncertainties, tensions, and strains in the region remains to be seen. For most of the nations of the Asian/Pacific region, the post--World War II decades have been a period of significant economic growth and progress toward the development of viable and stable political institutions. As diplomatic interactions have become ever more complex, and as trade relations among the various countries have expanded, both the economic vitality and the geopolitical importance of the region have gained increasing recognition. Careful consideration of these varied and complex concerns has led a number of observers to conclude that today's interna-tional environment requires greater emphasis on security-related matters in Asia and the Pacific Basin. Acting upon this conviction, the National Strategy Information Center and five cooperating organizations co-sponsored a conference on "New Foundations for Asian and Pacific Security" at Pattaya, Thailand in December 1979. "Two modern cases of genocide and extermination began in Southeast Asia in the same year. Pol Pot's Khmer Rouge regime ruled Cambodia from 1975 to 1979, and Indonesian forces occupied East Timor from 1975 to 1999. This book examines the horrific consequences of Cambodian communist revolution and Indonesian anti-communist counterinsurgency. It also chronicles the two cases of indigenous resistance to genocide and extermination, the international cover-ups that obstructed documentation of these crimes, and efforts to hold the perpetrators legally accountable.The perpetrator regimes inflicted casualties in similar proportions. Each caused the deaths of about one-fifth of the population of the nation. Cambodia's mortality was approximately 1.7 million, and approximately 170,000 perished in East Timor. In both cases, most of the deaths occurred in the five-year period from 1975 to1980. In addition, Cambodia and East Timor not only shared the experience of genocide but also of civil war, international intervention, and UN conflict resolution. U.S. policymakers supported the invading Indonesians in Timor, as well as the indigenous Khmer Rouge in Cambodia. Both regimes exterminated ethnic minorities, including local Chinese, as well as political dissidents. Yet the ideological fuel that ignited each conflagration was quite different. Jakarta pursued anti-communism; the Khmer Rouge were communists. In East Timor the major Indonesian goal was conquest. In Cambodia, the Khmer Rouge's goal was revolution. Maoist ideology influenced Pol Pot's regime, but it also influenced the East Timorese resistance to the Indonesia's occupiers.Genocide and Resistance in Southeast Asia is significant both for its historical documentation and for its contribution to the study of the politics and mechanisms of genocide. "Less than a year after the United States entered the Second World War, Nicholas Spykman wrote a book that placed the war effort in the broader context of the 1940s global balance of power. In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. In a consolidated democracy, amnesties and pardons do not sit well with equality and a separation of powers; however, these measures have proved useful in extreme circumstances, such as transitions from dictatorships to democracies, as has occurred in Greece, Portugal and Spain. Focusing on Spain, this book analyses its transition, from 1936 up to the present, within a comparative European context. The amnesties granted in Greece, Portugal and Spain saw the release of political prisoners, but in Spain amnesty was also granted to those responsible for the grave violations of human rights which had been committed for 40 years. The first two decades of the democracy saw copious normative measures that sought to equate the rights of all those who had benefitted from the amnesty and who had suffered or had been damaged by the civil war. But, beyond the material benefits that accompanied it, this amnesty led to a sort of wilful amnesia which forbade questioning the legacy of Francoism. In this respect, Spain offers a useful lesson insofar as support for a blanket amnesty--rather than the use of other solutions within a transitional justice framework, such as purges, mechanisms to bring the dictatorship to trial for crimes against humanity, or truth commissions--can be traced to a relative weakness of democracy, and a society characterised by the fear of a return to political violence. This lesson, moreover, is framed here against the background of the evolution of amnesties throughout the twentieth century, and in the context of international law. Crucially, then, this analysis of what is now a global reference point for comparative studies of amnesties, provides new insights into the complex relationship between democracy and the varying mechanisms of transitional justice.

The rise of cross-regional trade agreements is a defining trend of the current international trade system as shown by the signing of the Trans-Pacific Partnership (TPP) in 2015, the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) between the USA and the EU as well as the Regional Comprehensive Economic Partnership (RCEP) between countries in Asia and Oceania. These differ from previous agreements in their economic significance and large geographic scale, and the wide scope of trade-related issues. The current rise of nationalist and isolationist ideologies across Europe and the USA has raised questions on the future of cross-regional trade deals and made the need to understand their implications for economic and political governance ever more urgent. This book offers a critical analysis of recent developments in the automotive industry of East-Central Europe (ECE). Economists, industry specialists and national governments have considered the rapid development of the automotive industry in ECE in the past twenty years an unqualified success. This rapid growth has been based on large inflows of foreign direct investment (FDI) from Western Europe, North America, Japan and South Korea, and it significantly contributed to GDP growth, created thousands of new jobs, and completely transformed the previously existing automotive industry in the region. This volume offers an analysis that goes beyond uncritical celebratory accounts of this rapid growth. It is based on original, detailed firm-level research conducted by the author in Czechia and Slovakia between 2009 and 2015 that covered assembly firms and the networks of component suppliers.
