Odkąd B. Janukowycz został prezydentem Ukrainy w 2010 państwowy system władzy doświadczył poważnych przemian. We wrześniu 2010 r. ukraiński Trybunał Konstytucyjny odrzucił przyjęte w 2004 r. zmiany konstytucji ponownie przekształcając Ukrainę w republikę o ustroju para-prezydenckim. Spowodowało to zmianę charakteru stosunków łączących władzę ustawodawczą i wykonawczą. Zwiększyły się uprawnienia prezydenta w zakresie formowania i kontroli Rady Ministrów, które uprzednio leżały w gestii parlamentu. Tym samym, obecnie prezydent Ukrainy jest au-torem podstaw polityki państwowej. Autor artykułu próbuje dokonać analizy pozytywnych i negatywnych skutków zmian państwowości współczesnej Ukrainy. ; Since B. Yanukovych was elected President of Ukraine in 2010 a great deal has changed in the state power system. In September 2010 the Constitutional Court of Ukraine abolished the amendments to the Constitution adopted in 2004, and Ukraine became a semi-presidential republic again. It caused a change in the character of the co-operation between the legislative and executive powers in the country. The President was granted more plenary powers in the forming and control of the Council of Ministers that earlier belonged to parliament. Thus the President of Ukraine forms the main basis of public policy today. In this article the author tries to analyse the positive and negative consequences of these constitutional changes in modern Ukraine.

From the historical and scholarly perspective, Russian-Ukrainian relations occupy a unique niche in inter-ethnic relations, as they are framed by long-standing "fraternal rivalry," imperial and colonial experience, and a complex understanding of identity, which are still at work today. Although the phenomenon has been the subject of numerous studies, little has been done to explore their encounter in emigration. The scope of these works has been limited to examining the relations between these two groups in the familiar territory of their homelands (i.e. either in the Russian Empire, the Soviet Union, or in the period following the dissolution of the Soviet Union), and scholars have usually not made a strict delimitation between the concepts of the homeland and hostland. But certainly, the Russian–Ukrainian encounter in emigration in the interwar period created its own discourse, which differed from the pre-revolutionary and Soviet discourses. Its main features are (1) further alienation and a feeling of difference between the two groups; (2) a growing metaphysical view of the homeland, accompanied by ethno-symbolic manifestations of national identity; and (3) a sense of mission to preserve their culture and identity from erosion engineered by the Bolsheviks.

The question of whether or not to adopt the euro is a very important one, not only for the 13 European Union members that do not share the same currency, but also for future EU candidates. Current literature on the effect of the euro on trade is scarce since the European Monetary Union (EMU) was officially created in 1999, and up until recently there has not been enough data to analyze this issue. This paper aims to estimate the effect of the euro on trade between member countries using the standard gravity model of trade. Using data from current 25 EU members over the period from 1997 to 2004, I show that higher trade volumes between EMU members cannot be attributed to the adoption of the euro. I find evidence that the euro adoption has had a short-run effect on bilateral trade and that this effect is eliminated over a short period of time. My findings suggest that members of the EMU trade on average from 8.8% to 47% more compared to non-members depending on the type of regression used, while members of the Free Trade Agreement trade 61.3% more. The effect of the euro on trade is eliminated as soon as I control for country-pair specific effects that include the FTA effect as well as history of trade relations between two countries. I conclude that the adoption of the euro should be seen as a final step in the European economic and monetary integration for countries that already benefit from relatively high volumes of bilateral trade.
