The authors analyze the question of the legitimacy of public administration from an empirical point of view, based on a political culture approach. From this perspective, they study citizen beliefs, attitudes, & values with regard to their administration, a broad concept that must first be divided into several dimensions or operational components. The article analyzes the attitudes, beliefs, & values expressed by citizens with respect to institutions (public administration at all levels of government -- federal, state, & local), actors (civil servants), & outputs (policies, goods, & public services) in the case of Madrid, Spain. The objective of this article is to analyze access to culture as one of the determining factors in social vulnerability. To achieve the objective, the methodology used was documentary, with a quantitative-qualitative approach and of a descriptive nature; the method used was the inductive one. For its part, the search for information was carried out online in Google Scholar, in the Scielo database, Dialnet. The population was made up of the documents registered under the format of theses/articles/books consulted, with a total of 18 documents, of which were selected through criteria, it is made up of a total of 11 documents from the last two decades. It is concluded that social vulnerability corresponds to a set of social and cultural factors, including access to culture expressed at the macro level in public policies, cultural, educational and micro systems, including cultural institutions or programs, added to this the educational contexts, the quality of the professionals who socialize cultural knowledge, the climate of cultural access, cultural consumption and the leadership that coherently complements said processes. These processes are of vital importance because they specify cultural policies in the social, community and family contexts, in such a way that, without them, there will be no national, regional or local cultural policy that allows cultural access for all, as an effective tool to combat and reduce social vulnerability effectively.

El presente artículo desarrolla una propuesta de análisis de la confianza política a partir de su presencia en un conjunto de formulaciones, contenidas en el pensamiento de Fidel Castro, mediante el método hermenéutico con el objetivo de revelar el aporte de dicho líderal tema. De este modo, se contribuye a universalizar el estudio de la confianza política al ampliarse su visión desde la perspectiva revolucionaria del dirigente cubano.
The present article develops a proposal of analysis of the political trust from its presencein a set of formulations, contained in the thought of Fidel Castro, by means of the hermeneutical method with the objective of revealing the contribution of this personality to the subject. We present a methodology for creating hypermedia materials derived from face-to-face tutoring sessions between a tutor and graduate students. To create the hypermedia materials, the tutor and the student used a smart pen which allowed to record the conversation and digitalize the notes being taken. The production of hypermedia material is based on the use of visual representations and text to help students go from concrete to abstract thinking and vice versa. We point out that hypermedia materials are audio-visual narratives (i.e., dynamic graphics, diagrams) that facilitate the representation of co-constructed shared knowledge and let participants navigate between oral and textual information. This methodology allows the production of individualized material without investing additional time in editing and designing. The hypermedia based tutoring (HBT) model is highly valued by students since it helps them to go over the discussions with the tutor and review the thinking process that both constructed during the session. HBT becomes a creative form of communicating and representing information that challenges the tutor and student to develop new skills and ways of thinking. Growing old is one of the irreversible tendencies of population which is present in modern societies in one way or another. This tendency affects, and it will also affect in the future to a greater extent, the economic, scientific, political, social, educative, technological, cultural and health dynamics of the nations which prefigure, above all, a shape change regarding conceptions and implementation of the development. Towards 2025, according to estimated values, Cuba will be the most aged country of Latin America and the Caribbean and it will be the second aged country from all Americas, after Canada. In this scene, the research regarding the impact due to the population's growing old in Granma of Province's development is decisive, as it permits to adopt preventive, corrective and retroactive measures which make possible to direct or guide the ageing process as an opportunity for the local development and not as a problem of incalculable consequences for the sustainable levels of development obtained in our territory. This article analyses, in a brief way, the population's growing old impact in the development of the province, issue which requires the participation of the Granma's scientific community, especially by the university investigators, since the university of the province constitutes a scenery of the ageing process that are now taking place. ; El envejecimiento resulta una de las tendencias poblacionales irreversibles que se manifiesta, de una manera u otra, en las sociedades modernas. Esta tendencia afecta, y lo hará en el futuro en mayor medida, las dinámicas económicas, científicas, políticas, sociales, educativas, tecnológicas, culturales y sanitarias de las naciones, lo que prefigura, ante todo, un cambio de perfil en las concepciones e implementación del desarrollo. Para el 2025, según estimados, Cuba será el país más envejecido de América Latina y el Caribe y el segundo de las Américas, solo superado por Canadá. En este escenario la investigación respecto al impacto del envejecimiento poblacional en el desarrollo de la provincia de Granma deviene decisiva, en tanto permite adoptar medidas preventivas, correctivas y retroactivas que posibiliten orientar al envejecimiento como una oportunidad para el desarrollo local y no un problema de incalculables consecuencias para la sostenibilidad de los niveles de desarrollo alcanzados en nuestro territorio. El presente artículo analiza, de forma abreviada, el impacto del envejecimiento poblacional en el desarrollo de la provincia, asunto que requiere la participación de la comunidad científica granmense, especialmente de los investigadores universitarios, por cuanto la universidad de la provincia constituye un escenario del envejecimiento que ahora acontece.
