Henri de Saint-Simon continues to be widely regarded as an eccentric, utopian forerunner of socialism. Yet his views on the nature of industr society are in many respects more in harmony with the evolution of modern econ systems than those of his Marxist & liberal critics. While the free market system is being modified by increased gov activity in Western economies, centrally planned economies are being forced toward greater decentralization & increased use of devices, eg, profits, which hitherto have been scorned as 'capitalistic.' Thus, both systems seem to be converging toward some form of indicative (noncompulsory) planning, which France in particular has developed since WWII. In many of its central features French indicative planning represents a late manifestation of ideas originally propounded by Saint-Simon. AA.

Problems of economic development have inevitably stimulated interest in human motivation as it pertains to economic action. In this regard, frequent allusion has been made to Max Weber's The Protestant Ethic and the Spirit of Capitalism. This paper argues that understanding of Weber's thesis concerning both the Protestant ethic and capitalism has been frequently erroneous or incomplete, and that when his thought concerning the metaphysical foundations of economic rationality is seen in an adequate context its implications for economic motivation and development problems are more important than has been generally acknowledged. More specifically, the present analysis holds that Weber's basic ideas concerning the practical economic effects of the economic actor's value orientation are valid within the framework of any given economic system.The first two sections attempt to clarify Weber's thought concerning the nature of the Protestant ethic and its relation to capitalism. The remainder of the article deals with the contemporary significance of Weber's insight for economic development in Soviet Russia and in the newly-developing countries.

Data from a questionaire survey among 347 adults, 463 HSch juniors & seniors from the Lower Rio Grade Valley, South Tex, 31 Laredo adults & 207 Laredo HSch juniors & seniors are reported. R's were Mexican-Amer's; the focus was on their locational preferences under various wage rate assumptions. With the wage rate the same in 8 postulated areas, over 75% of the R's would stay in South Tex, but only a relatively small wage advantage outside South Tex led to over 50% of the R's preferring to leave for larger Tex cities. HSch students, both M & F, were found to prefer to leave South Tex much more than the adults (about 75% of HSch students vs about 33% of adults would leave). In general, the results indicate that under present conditions the migration potential of HSch graduates & young adults is greater than is generally believed or admitted. Many more persons would prefer to leave South Tex if there were a gov program to assist in relocation. Such a program might be of particular benefit to F's. F's expressed a greater desire to leave the area than M's, though soc security sample data indicate that about 75% of the actual out-migrants from South Tex are M's. Tex cities tended to be preferred to Chicago or Detroit, but no particular preference was found between Tex cities. Findings suggest that comprehensive relocation assistance would be more efficient in increasing income & employment opportunities for Mexican-Amer's in South Tex than efforts to attract industry to the region. 6 Tables.
