Die Berichte der Klimaforschung deuten mit immer größerer Sicherheit darauf hin, dass der anthropogene Klimawandel in den nächsten Jahrzehnten zu weit reichenden Umweltveränderungen führen wird. Die Wirkungen des Klimawandels und dessen Nebeneffekte (z.B. Meeresspiegelanstieg, extreme Wetterereignisse, Wassermangel und Dürre, Mangel an Nahrungsmitteln, Migration) werden die sozio-ökonomischen Lebensbedingungen möglicherweise so tief greifend verändern, dass innerhalb und jenseits der Grenzen des Nationalstaates die Entstehung neuer Konflikte droht und sich die Intensität vorhandener Konflikte verschärft. Die Folgen des Klimawandels entfalten sich besonders in Entwicklungs- und Schwellenländern, die fragile politische und gesellschaftliche Strukturen aufweisen und in denen die Kapazitäten zur Gewaltprävention häufig schwach ausgebildet sind. Für die Friedens- und Konfliktforschung ergibt sich die Aufgabe, die zukünftigen Konflikte und die davon betroffenen Länder und Gebiete zu identifizieren und Strategien für eine friedliche Konfliktbearbeitung zu entwickeln. Vor diesem Hintergrund beleuchtet der Beitrag konzeptionelle und kausalanalytische Fragen zu Klimawandel und gewaltsamem Konfliktaustrag: (1) der umweltinduzierte Konflikt (2) ökologische Sicherheit und die Generalisierbarkeit empirischer Befunde, (3) Umweltzerstörung und Gewaltkonflikt und das Problem der Multikausalität, (4) Umweltzerstörung/Klimawandel als intervenierende Variable sowie (5) Umweltzerstörung/Klimawandel als unabhängige Variable. Im Anschluss wird der Zusammenhang von Klimawandel, neuen Konflikte und angemessener Gewaltprävention betrachtet. Dabei werden folgende Aspekte erörtert: (1) Energieverbrauch und Energiesicherheit, (2) Nahrungsmittel und Wasser, (3) Migration und Urbanisierung, (4) von ex post-Studien zur ex ante-Forschung: Konfliktanalyse und -szenarien, (5) Analyseebenen und Formen der Gewalt sowie (6) Krisenländer, -regionen und -städte im Vergleich. Abschließend werden einige Forschungsfragen für die zukünftige Friedens- und Konfliktforschung mit Blick auf den Klimawandel formuliert. (ICG2)

Das Projekt möchte herausfinden, aufgrund welcher Faktoren in einigen Demokratien vor einer Entsendung von Streitkräften die Zustimmung des Parlaments erforderlich ist, während in anderen Demokratien die Regierung das Parlament nicht einmal konsultieren muss." Wandel der Gewaltformen im internationalen System 1946-2006

Wer den Krieg überwinden und wirksame Strategien des Friedens entwickeln will, muss ihn studieren und analysieren. Um diesem Anspruch gerecht zu werden, beschäftigten sich Analysen bewaffneter Konflikte lange Zeit fast ausschließlich mit den Korrelaten und empirischen Entwicklungen zwischenstaatlicher Kriege. Die Entstehung von global vernetzten Kriegswirtschaftssystemen und nichtstaatlichen Gewaltordnungen transformiert nicht nur die Gewaltmotive und Handlungslogiken der Konfliktakteure, sondern hat auch veränderte Konfliktdynamiken zur Folge. Forscher sehen in diesen Transformationsprozessen die Kernelemente des Übergangs von "alten" zu "neuen" Kriegen. Im Wesentlichen werden drei miteinander verknüpfte Entwicklungslinien identifiziert, um die Entwicklungen zu den "neuen" Kriege zu verdeutlichen und zu erklären: erstens die Entstaatlichung und Privatisierung kriegerischer Gewalt, zweitens die strategische "Asymmetrisierung" des Krieges sowie drittens die Verselbständigung der Gewaltformen, in deren Folge reguläre Streitkräfte die Kontrolle über das Konfliktgeschehen verlieren. Das vorliegende Projekt geht der Frage nach, durch welche Kriegsformen das internationale System der Gegenwart sicherheits- wie ordnungspolitisch geprägt wird und ob letztlich nichtstaatliche Gewaltformen in Räumen begrenzter Staatlichkeit Ausdruck eines übergreifenden Wandels der Kriegsformen sind und dabei die These von den "neuen Kriegen" rechtfertigen. Zur Verwirklichung der Forschungsziele wurden die zentralen Erklärungsansätze zum Wandel der Kriegsformen herausgearbeitet und Erkenntnisse der Friedens- und Konfliktforschung, der Regionalwissenschaften und der Internationalen Beziehungen zusammengeführt. Es wird deutlich, dass sich die Schlussfolgerungen vom übergreifenden Wandel des Krieges ("neue Kriege") als empirisch und methodisch problematisch erweisen. Faktisch bestehen zwei Kernprobleme: erstens die unscharfe Begriffsbildung und die in der "neuen Kriegsliteratur" fehlenden operationalen Kriterien; zweitens die dürftige empirische Basis und die damit einhergehende Tendenz zur Überpointierung des Wandels. "Nanotechnology (NT) is about analysis and engineering of structures with size between 0.1 and 100 nanometres (1 nm = 10 -9 m). At this scale, new effects occur and the boundaries between physics, chemistry and biology vanish. NT is predicted to lead to stronger but lighter materials, markedly smaller computers with immensely increased power, large and small autonomous robots, tools for manipulation of single molecules, targeted intervention within cells, connections between electronics and neurones, and more. In recent years military research and development (R&D) of NT has been expanded markedly, with the USA far in the lead. US work spans the full range from electronics via materials to biology. While much of this is still at the fundamental level, efforts are being made to bring applications to the armed forces soon. One quarter to one third of the Federal funding for NT goes to military R&D, and the USA outspends the rest of the world by a factor 4 to 10. NT applications will likely pervade all areas of the military. Very small electronics and computers will be used everywhere, e.g. in glasses, uniforms, munitions. Large-scale battle-management and strategy-planning systems will apply human-like reasoning at increasing levels of autonomy, integrating sensors, communication devices and displays into an ubiquitous network. Stronger but light-weight materials, more efficient energy storage and propulsion will allow faster and more agile vehicles in all media. NT-based materials and explosives can bring faster and more precise projectiles. Small arms, munitions and anti-personnel missiles without any metal can become possible. Systems worn by soldiers could monitor the body status and react to injury. Systems implanted into the body could monitor the biochemistry and release drugs, or make contacts to nerves and the brain to reduce the reaction time, later possibly to communicate complex information. Autonomous land vehicles, ships and aircraft would become possible mainly through strongly increased computing power. By using NT to miniaturise sensors, actuators and propulsion, autonomous systems (robots) could also become very small, principally down to below a millimetre - fully artificial or hybrid on the basis of e.g. insects or rats. Satellites and their launchers could become small and cheap, to be used in swarms for earth surveillance, or for anti-satellite attack. Whereas no marked change is expected concerning nuclear weapons, NT may lead to various new types of chemical and biological weapons that target specific organs or act selectively on a certain genetic or protein pattern. On the other hand, NT will allow cheap sensors for chemical or biological warfare agents as well as materials for decontamination. Most of these applications are ten or more years away. Using criteria of preventive arms control, potential military NT applications are evaluated. New conventional, chemical and biological weapons would jeopardise existing arms-control treaties. Armed autonomous systems would endanger the law of warfare. Military stability could decrease with small distributed battlefield sensors and in particular with armed autonomous systems. Arms racing and proliferation have to be feared with all applications. Strong dangers to humans would ensue from armed mini-/ micro-robots and new chemical/ biological weapons used by terrorists. Negative effects on human integrity and human rights could follow indirectly if body manipulation were applied in the military before a thorough societal debate on benefits, risks and regulation." Am 23. September 2005 wurde von der Forschungsstätte der Evangelischen Studiengemeinschaft e.V. (FEST) in Kooperation mit den Evangelischen Akademien in Deutschland e.V. (EAD) in Berlin ein erster Workshop zum Verhältnis von "Religion und Konflikt" durchgeführt, der von der Deutschen Stiftung Friedensforschung (DSF) gefördert wurde. Beteiligt waren rund 20 Wissenschaftlerinnen und Wissenschaftler aus den Disziplinen Politikwissenschaft, Soziologie, Religionswissenschaft und Theologie, die sich mit den Wechselwirkungen zwischen Religion und Konflikt beschäftigen. Unter den Teilnehmern bestand Übereinstimmung darin, dass die deutsche Friedens- und Konfliktforschung den Zusammenhang zwischen religiösen Motiven und Konflikteskalationen bzw. -deeskalationen bisher nur unzureichend behandelt und vornehmlich den eskalierenden Einfluss untersucht, obwohl das Thema in hohem Maße aktuell ist. Am 12. und 13. Mai 2006 fand ein zweiter, ebenfalls von der DSF geförderten Workshop in der Evangelischen Akademie Loccum statt. Das Thema des Workshops lautete "Wissenschaftliche Leitlinien zur Analyse konflikteskalierender und -deeskalierender Wirkungen von Religionen im Rahmen eines Forschungsverbundes". Die Diskussion fand in einem erweiterten Kreis statt, der etwa zur Hälfte aus Teilnehmern des ersten Workshops und zur Hälfte aus neuen Personen bestand, die zum einen weitere Disziplinen wie die Rechtswissenschaft und zum anderen in Konfliktländern tätige kirchliche Akteure vertraten. Der vorliegende Beitrag fasst die Diskussionen und zentralen Ergebnisse dieses zweiten Workshops zusammen. (ICD2)
Föderalismus als Konfliktregelung

"Plurale Gesellschaften im Allgemeinen und multi-ethnische im besonderen haben ein Integrationsproblem, da mehrere Gruppenloyalitäten miteinander konkurrieren, kollektive Wertesysteme eine je eigene Suprematie beanspruchen und im Namen von kollektiven Werten Forderungen nach privilegiertem Zugang zu politischer Macht oder ökonomischen Ressourcen angemeldet werden. Vielvölkerstaaten mit kompakt siedelnden Gruppen verkörpern eine spezifische Form dieses Integrationsproblems, und zwar weil kompakte Siedlung meist mit hoher Kommunikationsdichte, Ressourcenbündelung und subnationalen Identitäten, d.h. politischer Mobilisierungsfähigkeit, einhergeht. Unter welchen Voraussetzungen kann Föderalismus zur Deeskalation, Einhegung, Diffusion und Verregelung von ethnischen Konflikten beitragen? Wodurch werden gewaltfreie, lösungsorientierte, kooperative Formen der Konfliktbearbeitung gefördert? Das Konfliktregelungspotential wird daran gemessen, ob Konflikte in bestehenden Institutionen oder als Kampf um die Institutionen an sich ausgetragen werden, ob legitime, neutrale und autoritative Institutionen der Konfliktregelung existieren und institutionelle Arrangements flexibel und fähig sind, ethnisch-territoriale Kohäsion zu fragmentieren. In vier vergleichenden Fallstudien zu Russland, Indien, Nigeria und Spanien werden diese Indikatoren angewandt. (...)" (Autorenreferat)
