Ghana attained independence in 1957. From 1992, when a new constitution came into force and established a new - democratic - framework for governing the country, elections have been organized every four years to choose the governing elites. The essays in this volume are about those elections because elections give meaning to the role of citizens in democratic governance. The chapters depart from the study of formal structures by which the electorate choose their representatives. They evaluate the institutional forms that representation take in the Ghanaian context, and study elections outside the specific institutional forms that according to democratic theory are necessary for arriving at the nature of the relationships that are formed between the voters and their representatives and the nature and quality of their contribution to the democratic process.

Climate change is one of the most pressing challenges of the twenty-first century. Anthropogenic activities, such as fossil fuel consumption and other activities focused on enhancing economic growth, have been identified as the main drivers of changes in the environment that defy planetary boundaries. The transgression of planetary boundaries has profound implications for practically all biophysical and human systems and their impact could also be related to the exacerbation of existing problems such as land tenure insecurity, poverty and inequality, marginalization of poorer populations, climate induced migration, and resource wars or conflicts. Reforming the African Public Sector: Retrospect and Prospects is an in-depth and wide-ranging review of the available literature on African public sector reforms. It illustrates several differing country experiences to buttress the main observations and conclusions. It adopts a structural/institutional approach which underpins most of the reform efforts on the continent. To contextualize reform of the public sector and understand its processes, dynamics and intricacies, the book examines the state and state capacity building in Africa, especially when there can be no state without an efficient public sector. In addition, the book addresses a number of theories such as the new institutional economics, public choice and new public management, which have in one way or another influenced most of the initiatives implemented under public sector reform in Africa. There is also a survey of the three phases of public sector reform which have emerged and the balance sheet of reform strategies, namely, decentralization, privatization, deregulation, agencification, co-production and public-private partnerships. It concludes by identifying possible alternative approaches such as developing a vigorous public sector ethos and sustained capacity building to promote and enhance the renewal and reconstruction of the African public sector within the context of the New Partnerships for Africa's Development (NEPAD), good governance and the Millennium Development Goals (MDGs).

At the 11th General Assembly of CODESRIA, which was held in Maputo in December 2005, Adame Ba Konar ̌presented the Leopold Sedar Senghor Lecture, casting her historian eye on democracy and its values. Konar ̌calls for the enshrinement of democracy in Africa, where citizens are free to participate responsibly in decision-making on matters of common interest, and in ways that simply do not mimic externally induced notions or reflect unquestioningly the will of Heads of State.
