Der vorliegende Beitrag befasst sich mit den Ursachen, Entwicklungsverläufen, Raummustern und sozialräumlichen Konsequenzen unausgeglichener Geschlechterproportionen junger Erwachsener. Vor dem Hintergrund alters- und geschlechtsselektiver Ost-West-Wanderungen nach Öffnung der innerdeutschen Grenze und überproportionaler Fortzüge junger Frauen aus ländlichen Regionen Ostdeutschlands in städtische Zielgebiete erfuhr diese Thematik vor etwa gut einem Jahrzehnt breite Aufmerksamkeit. Die demographischen Konsequenzen in den Herkunftsgebieten waren unausgewogene Sexualproportionen mit deutlichen "Männerüberschüssen", Bevölkerungsrückgänge und eine dynamische Alterung. Träger dieser Prozesse sind die Altersgruppen der 18- bis unter 25-Jährigen, deren weiterführende Ausbildung primär während dieses Lebensabschnitts erfolgt und die 25- bis unter 30-Jährigen, welche die Berufseinstiegs- und Familiengründungsphase repräsentieren. Mit der Analyse der jüngeren Entwicklungsverläufe anhand der Auswertung aktueller Bevölkerungs- und Mobilitätsdaten und dem Vergleich mit früheren Befunden wird der Frage nachgegangen, ob die ehemaligen Muster derzeit noch Bestand haben und inwieweit sich daraus aktuelle planerische Handlungserfordernisse ableiten. Nach unseren Befunden sind unausgeglichene Geschlechterproportionen der betrachteten Alterskohorten keine ostspezifischen Phänomene mehr, sondern mittlerweile bundesweite Realität. Während sich die Situation in Ostdeutschland im Betrachtungszeitraum entspannt hat, tragen die zunehmenden Disproportionen in den westdeutschen Regionen zu einer Verschärfung der damit verbundenen Herausforderungen bei.

Industrialised economies are experiencing a decline in mortality alongside low fertility rates - a situation that puts social security systems under severe pressure. Population ageing is associated not only with longer periods of pension claims but also smaller cohorts eventually entering the labour market. This threatens the sustainability of pay-as-you-go social security systems for implementing or further improving appropriate reform measures; adequate forecasts of the future population structure are needed. We propose a probabilistic approach to forecast the number of pensions in Germany up to 2040. Our model considers trends in population development, labour force participation, and early retirement, as well as the effects of pension reforms. Principal component analysis is used to manage the high degree of complexity involved in forecasting trends in old-age and disability pension claims, which arises because of cross-correlations between old-age and disability pension rates, different age groups, and gender. Time series methods enable the inclusion of autocorrelations of the pension rate time series in the model. Monte Carlo simulation is used to quantify future risk. The latter is an important feature of our model, as the future development of the population and, eventually, the pension claims and the financial burden resulting from those claims, are highly stochastic. The model predicts that, in the median trajectory, the number of old-age pensions will increase by almost 5 million between 2017 and 2036, alongside increases in the number of disability pensions by 2036. These numbers take account of the increase in legal retirement ages as part of the 2007 pension reform. After the mid-2030s, however, a moderate decrease can be expected. The results show a clear need for further reforms, especially in the medium term.

"Strike. Dance. Rise!" lautet der Appell und das Versprechen der feministischen Kampagne "One Billion Rising". Zum ersten Mal in der Geschichte der Demokratien stehen weibliche Körper und die ästhetische Bewegungspraxis Tanz als Mittel und Botschaft im Zentrum eines transnationalen zivilgesellschaftlichen Protests. Die Autorin erforscht in ihrer kulturvergleichenden Studie, ob und unter welchen Bedingungen Tanz ein wirksames Medium der Demonstration sein kann. Dabei folgt sie einem performativen Verständnis von Öffentlichkeit, Geschlecht und Choreographie und erweitert die Forschung zu den globalen sozialen Bewegungen um die körperliche Dimension von Protest.

(Die Autorin) wendet sich in ihrer ethnografischen Studie der Schnittstelle von innereuropäischer Migration und Wohnungslosigkeit zu. Dabei stehen Fragen nach transnationalen sozialen Rechten ebenso im Fokus wie die sozialarbeiterische Praxis in diesem Handlungsfeld. Die Leser*innen begleiten eine fiktive Figur an verschiedene Orte, die für wohnungslose EU-Bürger*innen relevant sind: ein Sozialamt, eine Arztpraxis für wohnungslose Menschen sowie ein Tagesaufenthalt für wohnungslose Menschen. Dort werden sie Zeug*innen der Aushandlungen und Kämpfe um (soziale) Rechte, Anerkennung und soziale Gerechtigkeit. In ihnen scheint die gewaltvolle Geschichte Europas auf, die sich bis heute in binneneuropäischen Differenzierungen und Ausgrenzungen fortsetzt. Rassismus, Antislawismus und Klassismus prägen den Alltag wohnungsloser Unionsbürger*innen. Zugleich wird deutlich, dass Soziale Arbeit zwar Teil des innereuropäischen Grenzregimes ist, aber auch widerständig darin wirken kann. So zeigt die Studie schließlich, wie die Praxis der innereuropäischen Migration das Narrativ eines homogenen EU-Europas als Ort der Gleichheit und der Menschenrechte in Frage stellt. (Verlag)

This paper investigates four fortified borders: those between Hungary and Serbia, the USA and Mexico, Algeria and Morocco, and Pakistan and India. Starting from current border research, it asks how fortified borders control mobility, who is affected by fortifications, and how. Based on qualitative interviews, the paper finds that although all four borders are similarly fortified, they control mobility in different ways; while the Hungarian and the US border fences filter mobility, the two other borders instead block all forms of circulation. The paper conceptualizes these different types as filter borders and deadlock borders. It then examines their effects and analyzes not only how they are related to inequalities and power relations, but also how they can be used as resources. The filter borders reinforce the global gap in mobility rights by blocking migrants, whereas the deadlock borders also lead to increasing inequality within a country - between the capital and the border population - by cutting economic, social, and familial ties across the borderline. The two border types also indicate different relations between neighboring states; filter borders are related to a clear gap in wealth and power, with one state exploiting the fortification to its advantage. By contrast, at the deadlock borders, the power balance is more ambiguous and contested.

Purpose: The purpose of this paper is to examine how Quality of Work Life (QWL) influences job satisfaction and to test if gender and organizational type moderate this relationship for Gen-Y. Design/methodology/approach: Questionnaire data were collected from 328 Gen-Y employees in European hospitality businesses. Drawing on generational theory, social role theory, and Person-Environment (P-E) fit theory, we discuss how gender and organizational types (i.e., independent vs. corporate structures) moderate Gen-Y's QWL-job satisfaction relationship. Findings: 1.) Gender and organizational type influence the QWL-job satisfaction relationship for Gen-Y. 2.) Job security does not change job satisfaction levels for female employees while high levels of job security negatively influence job satisfaction for male employees. 3.) Receiving appreciation at work increases job satisfaction for both women and men but, when receiving little appreciation at work, women remain more satisfied. 4.) Having opportunities to contribute to decisions positively affects Gen-Y's job satisfaction. 5.) Having the right to say is more important in independent organizations, while the opportunity to realize an employee's own potential leads to higher job satisfaction in corporate organizations. Originality/value: The study contributes to the limited empirical scholarly research, adding to a deeper understanding of influencing factors of Gen-Y's QWL-job satisfaction relationship.

Seit einigen Jahren ist in Deutschland eine deutliche Ausdifferenzierung der regionalen Bevölkerungsentwicklung zu beobachten. Das in den 1990er und 2000er Jahren prägende Muster praktisch flächendeckender Einwohnerverluste in den ländlichen Räumen Ostdeutschlands und eines Nebeneinanders von Wachstums- und Schrumpfungsräumen im Westen hat sich seit 2011 gewandelt und ausdifferenziert. Vor diesem Hintergrund möchte der Beitrag die wesentlichen demographischen Trends in Deutschland nach 2011 herausarbeiten und deren Implikationen für die Raumentwicklung diskutieren.

This introductory essay revisits the handling of mass displacement caused by Nazi Germany and the Second World War during the 1940s and 1950s from the intersection of three corresponding perspectives: reflexive migration research, war studies, and digital methods. Whereas "displaced persons" simply seem to be a given in much of existing research, we propose to reflect on categories, terms, narratives, and approaches to gain a refined understanding of how migration and mobility are negotiated. To this end, the article applies spatial, normative, and chronological models used in forced migration studies, adopts the concept of migration regimes, and opts to deconstruct the production of meaning within institutions created to regulate the aftermath of forced migration. At the same time we engage in the discussion of digital methods and "big data" in historical migration research to explore new ways to use digitized sources in innovative ways to both reconstruct lives and pathways, patterns in decision making and the cultural translation of "migration" into personal files, statistics, and textual as well as visual accounts.

Die massiven Mobilitätsbeschränkungen in der Schengen-Zone, die die EU-Staaten infolge der Corona-Pandemie verhängt haben, sollen ab Mitte Juni aufgehoben werden. Wenn in der Zeit danach keine zweite Infektionswelle ausbricht, kann unter deutscher Ratspräsidentschaft der Ausstieg aus allen verbliebenen Binnengrenzkontrollen ge­lingen. Die Reform der Schengen-Verordnung, die seit der Migrationskrise überfällig ist, kann neu angestoßen werden. Der Zusammenhang zwischen sicheren Außen­gren­zen und interner Freizügigkeit ist spätestens seit diesem Frühjahr neu zu bewer­ten. Zudem müssen gesundheitlich begründete Personenkontrollen besser abgestimmt werden. Es dürfte jedoch schwerer werden, für den kommenden EU-Pakt für Migra­tion und Asyl einen Kompromiss zu finden. Der Zugang zu Asylverfahren ist trotz der nationalen Verantwortung für die öffentliche Gesundheit unbedingt zu gewährleisten. (Autorenreferat)

Mehrsprachigkeit gehört heute unbestreitbar zum Alltag in der Frühpädagogik. Dennoch ist Sprachbildung, die als Voraussetzung für Bildungserfolg gilt, häufig auf die Förderung schulreifer Deutschkenntnisse beschränkt. Über die Tiefendimensionen von Mehrsprachigkeit - gerade aus Sicht der Eltern - ist indes wenig bekannt. Janne Braband rekonstruiert die subjektiven Theorien von Eltern und Kitafachkräften über mehrsprachiges Aufwachsen in einem qualitativen Forschungsdesign. Die Ergebnisse beleuchten u.a. die Wirkmächtigkeit migrationsgesellschaftlicher Ordnungen und geben Anhaltspunkte für einen Umgang mit sprachlicher Vielfalt jenseits einer Defizitperspektive.

Das aktuelle realpolitische Agieren ist durch Alternativlosigkeit und eine beständige Fortsetzung des Status quo geprägt. Während sich die Gesellschaft technologisch und ökonomisch immer schneller entwickelt, fehlt es an Innovationen im politischen Bereich. Gleichzeitig finden politische Utopien als Medien von Zeitkritik und alternativen Lösungsvorschlägen für gesellschaftliche Missstände in der politischen wie politikwissenschaftlichen Debatte wenig Beachtung. Ina-Maria Maahs zeigt jedoch: Utopisches Denken als Denken in Möglichkeiten existiert auch heute und offeriert bislang ungenutztes Potenzial für eine kreative Politikgestaltung, die innovativ, nachhaltig und gemeinwohlorientiert ist.

While multiple-country repeated cross-sectional datasets are increasingly available, few cross-national studies fully exploit the richness of such data. This paper contributes to the practical knowledge on statistical analysis of cross-national time series data. For that purpose, we present a novel application of a societal growth curve model (Fairbrother, 2014) analyzing the pressing question whether the economic crisis of the past years has stirred up immigration-related threat perceptions among European citizens. Concretely, we analyze six rounds of European Social Survey data (2002-2012) to investigate whether indicators of economic downturn are systematically related to increased levels of economic and cultural threat. The societal growth curve modeling approach makes it possible to set longitudinal effects apart from cross-sectional differences and thus overcomes the weaknesses of analyses relying on single-shot cross-sectional data. Our results provide evidence that growing unemployment as well as decreasing rates of economic growth instigate feelings of economic threat. Rather than affecting citizens' opinion uniformly, the economic crisis is found to have the strongest impact on economic threat among low educated people. While this study provides evidence that economic shocks affect concerns that immigration is bad for the economy, feelings of cultural threat are not affected by economic crises.

The recent rise in migration to Europe has put borders and their security back on the political agenda of the European Union and its member states. Alongside stricter control of the Union's external borders, border security also plays a growing role in cooperation with third states. The action plan adopted by European and African heads of state and government at the Valletta summit on migration in November 2015 includes assistance for strengthening national capacities at land, air and sea borders. In particular in the immediate southern neighbourhood, this support is intended to contribute to stemming irregular migration and human smuggling. European programmes to combat illicit flows and organised crime at borders outside the EU have existed for some time, for example to interrupt cocaine smuggling via West Africa. The experience to date reveals potential pitfalls of this approach and underlines the necessity to think beyond technical border management. (author's abstract)

Auffanglager dürfen nur eine Übergangslösung darstellen. Mittelfristig ist ein rascher Übergang zu "Cash for Rent"-Modellen unter dem Dach einer internationalen Organisation, wie zum Beispiel den Vereinten Nationen, nötig. Um langfristig integrative wirtschaftliche Anreize zu schaffen, sollten Mietzuschüsse von Anfang an gewährt und mit beruflicher Bildung, Hochschulbildung und "Cash for Work"-Modellen kombiniert werden. Die Bewertung der regionalen oder lokalen Daseinsvorsorge muss mit profunden Konflikt- und Marktanalysen verknüpft werden. Darauf basierend sollten Erwerbsgrundlagen und Märkte (neu) aufgebaut werden. Statt zu einem ineffizientem Wirtschaftssystem zurückzukehren, gilt es kleine und mittlere Unternehmen besonders zu fördern. Maßnahmen der Regionalregierungen zu Förderung von lokaler Integration und Reintegration sollten gefördert werden. Dafür muss in den Aufnahmegemeinschaften die erforderliche zusätzliche Infrastruktur (Wohnungsbau / Bildung / Gesundheit) geschaffen werden. Dadurch würde die Solidarität mit den Geflüchteten honoriert werden, anstatt soziale Spannungen durch Beschränkung von Hilfe auf besonders schutzbedürftige Gruppen zu erhöhen. Minderheiten- und Menschenrechtsgarantien, (Wieder-)Eingliederungsprojekte und gute Regierungsführung sollten zur Voraussetzung für Hilfeleistungen gemacht werden. Um die Aussöhnung voranzutreiben, sollten alle Aktivitäten mit vertrauensbildenden Maßnahmen verknüpft werden. Im Rahmen von Infrastrukturprojekten sollten Räume der Begegnung zwischen Aufnahmegemeinschaften und Vertriebenen ausgebaut werden. Dabei sind allerdings traditionelle Strukturen ethnisch- religiöser Koexistenz zu berücksichtigen. Traumata sind weit verbreitet und müssen bei allen Projekten in entsprechenden psychosozialen Maßnahmen Berücksichtigung finden.

School leavers with low educational attainment face great difficulties in their school-to-work transitions. They are, however, quite heterogeneous in terms of their personal and social resources. These within-group differences may influence who shows initiative during the school-to-work transition period and thereby helps employers recognize their learning potential at labor market entry. Yet this recognition also depends on the ways employers select applicants, which may prevent them from discovering such within-group differences. We therefore investigate the interplay between agency and its constraints, that is, whether higher cognitive and noncognitive skills and more parental resources provide low-achieving school leavers with new opportunities in the school-to-work transition period or whether their low school attainment causes the persistency of their disadvantages. We use panel data from the German National Educational Panel Study (NEPS), which started in grade 9. The NEPS also includes school leavers from special-needs schools. Our sample consists of 3417 low-achieving adolescents (42% female), defined as adolescents who leave school with no or only a lower secondary school-leaving certificate. Their average school-leaving age is 16 to 17 years. Our key findings are that the transition period opens up new opportunities only for those low-achieving adolescents with better vocational orientation and higher career aspirations, leading them to make stronger application efforts. The success of youth's initiative varies considerably by school-leaving certificate and school type but not by competences, noncognitive characteristics, and parental background. Thus, the label of "having low qualifications" is a major obstacle in this transition period - especially for the least educated subgroup. Their poor school attainment strongly disadvantages them when accessing the required training to become economically independent and hence in their general transition to adulthood. Our results are also of interest internationally, because participation in firm-based training programs functions as the entry labor market in Germany. Thus, similar explanations may apply to low-achieving adolescents' difficulties in finding a job.
