[EN] Interest in applications of natural dye applications has increased because of their antibacterial properties and the possibility of extracting them from nature and residues. Using nanoclays as hosts to reinforce natural dye properties has been successfully demonstrated. However, no one has attempted to optimize the polymer matrix and hybrid pigment properties at the same time to ensure the best final properties for bio-composite applications. Using a statistical design for experiments, we propose the best combination of modifiers with the best nanoclay as the host of three natural dyes: chlorophyll, ß-carotene, and betanine. Using the L9 Taguchi designs, we learned both the influence of the nanoclay structure, and the addition moment of surfactant, mordant salt, and silane modifiers. FTIR, XRD, DTG, integration sphere spectrophotometer, and UV-aging tests were used to characterize the hybrid pigments and epoxy bioresin composites. The degradation temperatures of the three natural dyes rose and the reinforcement of the stability of three natural dyes to UV¿Vis radiation exposure was demonstrated, which avoided the migration of these dyes from bioresin to wet ribbing. Optimal results were obtained with hydrotalcite clay (calcined or not) by using surfactant and mordant before the natural dye, and before or after silane. [EN] The characterization of communication devices in a certain frequency band can be accelerated if a fast frequency sweep technique is used instead of a discrete frequency sweep. Existing fast frequency sweep techniques are either complex or specific for a certain electromagnetic solver. In this work, a new fast frequency sweep method is proposed that consists in segmenting the device under analysis into simple building blocks. Each building block is characterized with a generalized (multimode) circuital matrix whose elements present a simple and flat frequency response that is interpolated using natural cubic splines with very few points. In this way, the response of each block along the whole frequency band is obtained efficiently and accurately with as many frequency points as desired. Then, the circuital matrices of all the blocks are cascaded and the circuital matrix of the whole device in obtained. The new fast frequency sweep was successfully applied to the analysis of different types of devices (all metallic rectangular waveguide filter, dielectric loaded rectangular waveguide filter, and substrate integrated waveguide filter). [EN] Electricity has become one of the main driving forces for development, especially in remote areas where the lack of energy is linked to poverty. Traditionally, in these areas power is supplied by grid extension projects, which are expensive, or stand-alone systems based on fossil fuels. An actual alternative to these solutions is community micro-grid projects based on distributed renewable energy sources. However, these solutions need to introduce a holistic approach in order to be successfully implemented in real cases. The main purpose of this research work is the definition and development of a comprehensive methodology to encourage the use of decentralized renewable power systems to provide power supply to non-electrified areas. The methodology follows a top-down approach. Its main novelty is that it interlinks a macro and micro analysis dimension, considering not only the energy context of the country where the area under study is located and its development towards a sustainable scenario; but also the potential of renewable power generation, the demand side management opportunities and the socio-economic aspects involved in the final decision on what renewable energy solution would be the most appropriate for the considered location. The implementation of this methodology provides isolated areas a tool for sustainable energy development based on an environmentally friendly and socially participatory approach. Results of implementing the methodology in a case study showed the importance of introducing a holistic approach in supplying power energy to isolated areas, stating the need for involving all the different stakeholders in the decision-making process. [EN] Record linkage is a technique widely used to gather data stored in disparate data sources that presumably pertain to the same real world entity. This integration can be done deterministically or probabilistically, depending on the existence of common key attributes among all data sources involved. The probabilistic approach is very time-consuming due to the amount of records that must be compared, specifically in big data scenarios. In this paper, we propose and evaluate a methodology that simultaneously exploits multicore and multi-GPU architectures in order to perform the probabilistic linkage of large-scale Brazilian governmental databases. We present some algorithmic optimizations that provide high accuracy and improve performance by defining the best algorithm-architecture combination for a problem given its input size. [EN] Purpose This study aims to analyse the variability in the carbon footprint (CF) of organically and conventionally produced Valencian oranges (Spain), including both farming and post-harvest (PH) stages. At the same time, two issues regarding sample representativeness are addressed: how to determine confidence intervals from small samples and how to calculate the aggregated mean CF (and its variability) when the inventory is derived from different sources. Methods The functional unit was 1 kg of oranges at a European distribution centre. Farming data come from a survey of two samples of organic and conventional farms; PH data come from one PH centre; and data on exportation to the main European markets were obtained from official secondary sources. To assess the variability of the farming subsystem, a bootstrap of the mean CF was performed. The variability of the PH subsystem was assessed through a Monte Carlo simulation and a subsequent subsampling bootstrap. A weighted discrete distribution of the CF of distribution and end-of-life (EoL) was built, which was also bootstrapped. The empirical distribution of the overall CF was obtained by summing all iterations of the three bootstrap procedures of the subsystems. Results and discussion The CF of the baseline scenarios for conventional and organic production were 0.82 and 0.67 kg CO2 equivalent·kg orange¿1, respectively; the difference between their values was due mainly to differences in the farming subsystem. Distribution and EoL was the subsystem contributing the most to the CF (59.3 and 75.7% of the total CF for conventional and organic oranges, respectively), followed by the farming subsystem (34.1 and 19.8% for conventional and organic oranges, respectively). The confidence intervals for the CF of oranges were 0.72¿0.92 and 0.61¿0.82 kg CO2 equivalent·kg orange¿1 for conventional and organic oranges, respectively, and a significant difference was found between them. [EN] An original asymmetric tubular membrane for oxygen production applications was manufactured in a two-step process. A 3 mol% Y2O3 stabilized ZrO2 (3YSZ) porous tubular support was manufactured by the freeze-casting technique, offering a hierarchical and radial-oriented porosity of about 15 µm in width, separated by fully densified walls of about 2 µm thick, suggesting low pressure drop and boosted gas transport. The external surface of the support was successively dip-coated to get a Ce0.8Gd0.2O2¿¿ ¿ 5mol%Co (CGO-Co) interlayer of 80 µm in thickness and an outer dense layer of La0.6Sr0.4Co0.2Fe0.8O3¿¿ (LSCF) with a thickness of 30 µm. The whole tubular membrane presents both uniform geometric characteristics and microstructure all along its length. Chemical reactivity between each layer was studied by coupling X-Ray Diffraction (XRD) analysis and Energy Dispersive X-Ray spectroscopy (EDX) mapping at each step of the manufacturing process. Cation interdiffusion between different phases was discarded, confirming the compatibility of this tri-layer asymmetric ceramic membrane for oxygen production purposes. For the first time, a freeze-cast tubular membrane has been evaluated for oxygen permeation, exhibiting a value of 0.31 mL·min¿1·cm¿2 at 1000 °C under air and argon as feed and sweep gases, respectively. Programa Institucional de Maestría en Historia ; In the state of Michoacán, the conflict between the clergy and the civil government was a constant by mid-nineteenth century, affecting the religiosity everydayness in the state capital. With the normality of relationships between the two institutions through legal and illegal pacts and agreements, the people of the city could practice their association and petition rights to congregate in various religious societies and perform his devotional catholic practices under the protection of the laws. With the existence of a tolerant regime, the parishioners sent requests to the prefecture to solemnize the religious celebrations, and in the same way they asked their spiritual leaders for permission to erect various cult associations. This provoked a catholic revitalization in the city of Morelia, driven by the ecclesiastical projects focused in deepen the presence of the Catholicism in all of the social aspects. Programa Institucional de Maestría en Historia ; During the period covered by the Porfiriato, it was characterized by a boost to the economy, to the communication of the country through railways, opening of public instruction schools, insistence on maintaining order and peace, the development of industries, foreign investment. All these particularities would not have been possible without the collective effort of political actors that joined forces under the same project: the modernization of the country. The regional policy of the Porfiriato was involved in a series of parallels between state governments, this on the one hand as a symptom of the homogenization of the country and also for the simultaneity of the projects in the field of education, economy, public works and security. These similar governments lead us to think that administrations may not have particularities because they are so similar to each other, for example, that almost all governors were military friends of Díaz; However, we will observe that despite this, how they developed in their local spheres made a difference. This research focuses on the administration of General Mariano Jiménez as governor of the state of Michoacán from 1885 to 1892 and the objective of delimiting this government within the concept of civic culture. The main purpose of this study is to determine the extent to which, through the performance of (indirect) normative functions and the application of principles of good governance as assessment standards, the ombudsman institution can contribute to improving the legal quality of government while enhancing the legitimacy of the administration and the democratic system as a whole. The study has been conducted from a comparative perspective, exploring the performance of the Dutch, UK, Spanish and Peruvian Ombudsmen. However, the main focus is on the examination of the Peruvian Ombudsman, the Defensoría del Pueblo, and the situation of maladministration in Peru. First, the three national ombudsman institutions operating in the European context are analysed. The purpose is to determine how far these ombudsmen, although of different types and belonging to different legal traditions, share the same values and apply similar normative standards that can be traced back to principles of good governance. Then, the Defensoría del Pueblo is analysed as a case study of the ombudsman's evolving role in new democracies in Latin America. This reflects the wider process of the institution's hybridisation worldwide, and how its functions and assessment standards have been adapted to the evolution of the constitutional state, not least through application of the principles of good governance as a new source of legitimacy. The primary focus is centred on the steering function of the ombudsman with regard to the promotion of good administration rather than the (human rights-oriented) protective function of the institution. The aim is to demonstrate that the ombudsman's activities result in changed and improved public administration in modern constitutional states. The aim of the ICT4CART project is to design, implement and test in real-life conditions a versatile ICT infrastructure that will enable the transition towards higher levels of automation. It focuses on four high-value use cases: Smart Parking & IoT services, dynamic adaptation of vehicle automation level based on infrastructure information, intersection crossing (urban) & lane merging (highway), and Cross Border Interoperability. Work Package 3 (WP3) builds on the findings of WP2, which includes the specification of the use cases (Deliverable D2.1), the analysis of market needs (D2.2) and the system requirements (D2.3). Within deliverable D3.1 of WP3, the ICT4CART Reference Architecture has been developed. It is the basis for the subsequent Tasks 3.2, 3.3 and 3.4, where the key aspects of Flexible Networks, IT Environment, and Cyber-Security & Data Privacy are refined. Deliverable D3.4 aims to detail and specify the ICT4CART cyber-security and data privacy architecture, based on the ICT4CART Reference Architecture (D3.1). The Introduction in Section 1 describes the purpose and the aims of the deliverable. Section 2 contains the enumeration of the existing standards and regulations, which apply in terms of cyber-security and data privacy in the European Union and also those applied in the automotive sector. Since this is a matter that is not yet resolved, where the strength of ideologies and reuses may change deeply or even reverse the ways it is evoked, the colonial past may become a problem (Vecchi, 2018a). This is the case of Portuguese colonialism which is frequently invoked to stress resentments: whether from the country that was colonised or the colonising country (Ferro, 2009). As soon as the Portuguese Revolution of 25 April 1974 took place, Mozambique promoted the elimination of colonialism symbols. This predictable attitude, aiming to show that the colonisation had ended, was later amended by the future Governments, with the colonial statues (at least, the ones that remained) being relocated to a place where they may be observed and contextualised. This action aimed to preserve the memory, which may enable the development of intercultural dynamics, softening the mentioned resentment: promoting questioning, in order to understand certain logics and, at the same time, filling gaps in the forgotten memory and in the Mozambican identity (Khan, Falconi & Krakowska, 2016). This paper refers to the cases related to the new life of two colonial statues in Maputo – Mouzinho de Albuquerque and Salazar –, during the post-colonial period and the permanence, until today, of the first monumental trace of Estado Novo [Second Republic] (Monumento aos Mortos da Primeira Guerra Mundial [World War I monument]), showing the importance that the preservation of memory has in a country or a nation's life, even when it is associated with the former coloniser. This sort of mental decolonisation (Mbembe, 2017; Thiong'o, 1986), aims the questioning of the way the colonial past weighs on the current intercultural relations, in Mozambique, when the country establishes a relation with the former coloniser, allowing its inhabitants to look at the past as a way to build future dynamics.

En el Archivo Histórico de la Justicia Militar se encuentran una serie de sumarios relativos a causas ocurridas durante la última dictadura militar (1976-1983) caratulados como "delito contra el honor militar". En estos sumarios se toman las relaciones homosexuales como un delito militar punible y, también, se pueden encontrar denuncias de soldados conscriptos por haber sido abusados sexualmente por sus superiores (caratulados de la misma manera). En el presente trabajo centraremos la mirada particularmente en dos casos denunciados. Luego de reconstruirlos, analizaremos la construcción de sentidos sobre la (homo) sexualidad masculina y reflexionaremos sobre las concepciones que subyacen a la normativa militar, que consideraba las relaciones sexuales entre personas del mismo sexo como un delito contra el honor militar asignándole la pena de prisión y/o la baja de la institución. Al analizar estas causas podemos entrever las concepciones de las Fuerzas Armadas sobre la (homo) sexualidad, la distancia entre las normativas y las prácticas, así como también la presencia de la violencia sexual en la formación militar. In the national and international policy agenda the societal challenges and dilemma of working time is a big matter of debate because it links to major sustainability challenges reflected in the Sustainable Development Goals (SDGs). This includes access to employment, work-life balance and the climate crises. Some politicians and economic leaders in Western industrialised countries state that we must work longer hours and more years in the future to maintain the welfare state and keep employment rate at the same levels as today in the context of an aging population. Others claim Work-Time Reductions (WTR) can be part of the solution to sustainability challenges, based on suggestive evidence of positive impacts on sustainability indicators like life satisfaction, work-life balance and reduced emissions. Hence, there is disagreement on how to best meet future societal challenges in terms of working time. The societal dilemma at stake is the choice between additional leisure time and additional purchase power, two objectives that may not be maximised simultaneously. The aim of this thesis is to advance our understanding of the feasibility of implementing WTR as a policy to improve quality of life and reduce environmental impact in developed countries. In pursuing this aim, semi-structured interviews with key informants has been conducted in Norway to assess the scope for advancing WTR policies in a developed country setting. The thesis also assesses the popularity of WTR policies amongst concerned stakeholders, and attempt to understand the broader socio-economic considerations and structural factors that need to be accounted for a successful implementation. Although there is limited support towards WTR policies at this point, this thesis suggests that implementation will be feasible if 1) there is broad understanding for potential aims and outcomes of the policies, 2) lower-paid workers are financially compensated, 3) affected employees are involved in the design of WTR policy, and 4) additional policies are implemented in order to ensure reduction of environmental impacts. ; M-IES

En paralelo, esta condición ha sido esgrimida por gobiernos e instituciones internacionales para impulsar y dictar un conjunto de políticas que restringen de manera considerable el contenido de los derechos y libertades individuales y, al mismo tiempo, reducen al mínimo el aspecto democrático en los procesos de tomas de decisiones. El presente artículo explora la determinación del estado de excepción en el contexto geopolítico global y se concentra en una de sus manifestaciones, cual es el derecho penal. En este campo, el terrorismo ha constituido la figura política preponderante mediante la cual determinados ordenamientos jurídicos occidentales aplican disposiciones jurídicas propias de excepción que terminan irradiando a toda la ciudadanía. ; Since the events of September 11, 2001 and the financial crisis of 2008, the exception category has acquired a major status in the configuration of world law and politics, since it seems that societies live in a permanent state of need and urgency. In parallel, governments and international institutions to promote and enact a set of policies that considerably restrict the content of individual rights and freedoms have wielded this condition. At the same time, minimize the democratic aspect in the processes of decision-making. This article explores the determination of the state of exception in the global geopolitical context and focuses on one of its manifestations, which is criminal law. International audience ; Starting from the research framework developed on verbal violence by Auger et al. 2008, Moïse 2011, 2012, Fracchiolla et al. 2013b, the hypothesis developed here is that verbal violence and euphemism are today the two main discursive modalities of political function and are part of the same continuum articulated on the notion of indirection. This is based on the commonly shared implicit assumption that what one says indirectly would be less violent. However, indirect structures can also carry verbal violence in a less visible way, and are very present in political language-insofar as it would be inappropriate for politicians to insult each other publicly and frontally, without harming their ethos (image), and therefore their probability of being elected (Amossy 2010; Auchlin 2000). The corpus studied to illustrate this consists of exchanges on terrorism and radicalization between minutes 57 and 82 during the debate inbetween two rounds of the presidential elections in 2017, between Emmanuel Macron and Marine Le Pen. The study endeavors to analyze the elements of indirection and more particularly the euphemisms and the implicit and ironic expressions with value of direct or defensive attack on this subject which aim, simultaneously, to disqualify the adversary in his capacities to assume the highest responsibilities; and to counter his attacks without ever apologizing - which would immediately mean electoral defeat. We will explain from this distinction, how a continuum exists between verbal violence and euphemism, to conclude on the relationships between euphemism and excuse. The theoretical framework is here, within the language sciences, that of pragmatics and philosophy of language articulated with performativity (Austin 1962).
