Abstract
IN THIS ARTICLE, MILNE CONCLUDES THAT CO-OPERATIVE REPUBLIC MAY NOT BE A FULLY DEVELOPED IDEOLOGY, BUT THAT IT IS MORE THAN A MERE SLOGAN. FROM AN ANALYTIC POINT OF VIEW, IT MAY BE LOOKED AT FROM TWO ASPECTS, THE FIRST "NON-RACIAL", THE SECOND TAKING ACCOUNT OF RACE. FROM THE FIRST ANGLE IT REPRESENTS AN ATTEMPT TO ENCOURAGE QUALITIES LACKING IN DEVELOPING COUNTRIES.
