DOCUMENTARY MANAGEMENT (GD) AS A RELATIONAL DEVELOPMENT TOOL BETWEEN TRANSPARENCY AND ACCESS TO INFORMATION IN COLOMBIA ; LA GESTIÓN DOCUMENTAL (GD) COMO HERRAMIENTA DE DESARROLLO RELACIONADORA ENTRE LA TRANSPARENCIA Y EL ACCESO A LA INFORMACIÓN EN COLOMBIA
Abstract
This article intends to urge public and private institutions to commit their administrative, legal, operational and financial efforts for the fulfillment of rights emanating from the domestic political letter and binding documents of international scope. Colombia as a Social State of Law has obligations with respect to citizenship and the international community in the framework of fundamental and human rights, which require tools and/or instruments for the full fulfillment of the Sustainable Development Goals. This article aims to address the issue of Document Management as a tool of order and transparency, emphasizing historical, legal, administrative, social and technological aspectsrelated to the realization of human rights to development and work. ; Este artículo pretende instar a las instituciones públicas y privadas a comprometer sus esfuerzos administrativos, jurídicos, operativos y financieros en aras del cumplimiento de derechos emanados de la carta política doméstica y documentos vinculantes de ámbito internacional. Colombia como Estado Social de Derecho tiene obligaciones con respecto a la ciudadanía y la comunidad internacional en el marco de los derechos fundamentales y humanos, los cuales requieren de herramientas y/o instrumentos para el cabal cumplimiento de los Objetivos de Desarrollo Sostenible. En este artículo se pretende abordar el tema de la Gestión Documental como herramienta de orden y transparencia haciendo hincapié en aspectos históricos, jurídicos, administrativos, sociales y tecnológicos relacionados con la efectivización de los derechos humanos al desarrollo y al trabajo.
