Abstract

Розроблено показники та критерії оцінювання ефективності застосування угруповання Національної гвардії України для локалізації району збройного конфлікту неміжнародного характеру, які відповідають характеру й умовам виконання завдань з локалізації такого конфлікту та рівням військового управління. Розроблені показники і критерії в сукупності дозволяють адекватно оцінювати ефективність застосуван-ня угруповання Національної гвардії України і можуть використовуватися в практичній діяльності коман-дирів і штабів для планування виконання завдань, а також оперативного й обґрунтованого коригування прийнятих рішень і розроблених планів. ; Разработаны показатели и критерии оценки эффективности применения группировки Национальной гвардии Ук-раины для локализации района вооруженного конфликта немеждународного характера, соответствующие характеру и условиям выполнения задач по локализации вооруженного конфликта немеждународного характера и уровням военно-го управления. Разработанные показатели и критерии в совокупности позволяют адекватно оценивать эффектив-ность применения группировки Национальной гвардии Украины и могут использоваться в практической деятельности командиров и штабов для планирования выполнения задач, а также оперативной и обоснованной корректировки при-нятых решений и разработанных планов. ; The paper substantiates the indicators and criteria for evaluating the effectiveness of the National Guard of Ukraine grouping for localization of the armed conflict of a non-international character area, which correspond to the nature and condi-tions of such conflict localization tasks. Method of system analysis was used for determining of functional elements of the Na-tional Guard task force, which are to be evaluated. To find the key indicators of performance and effectiveness, multicriteria problem solving method was applied. It is concluded that it is impossible to use the classic indicators and criteria for the evalua-tion of hostilities, but instead there is a need to develop and justify specific, which correspond to the peculiarities of the tasks in the conditions of the armed conflict of a non-international character. Validated requirements for metrics and classifies them into performance and effectiveness metrics, input and output indicators. The scientific novelty of the results obtained, in contrast to the known ones, is the use of indicators and criteria in the new combination and interconnection; taking into account the func-tional purpose of the echelons of the National Guard task force and the levels of military management when choosing indicators and evaluation criteria. In addition, the Harrington Verbal Numeric Scale was used for the first time to evaluate the baseline qualitative indicators that characterize the success of the task force as a whole, which greatly increases the objectivity and ade-quacy of evaluating its effectiveness. Contribution to the development of the theory of operational art in the field of localization of the armed conflict of a non-international character was made. The set of indicators and criteria developed allows adequately assessing the effectiveness of the National Guard task force as a whole and by it separate elements, and, at the same time can be used in the practice of commanders and headquarters to plan the execution of tasks, as well as to promptly and reasonably adjust the decisions and plans developed when performing counterinsurgency missions.
