Abstract. This paper aims to analyse the Moroccan tax potential compared to a sample of countries (panel), relying on the tax effort concept, wich allows isolating the part of the government public levying. It is an international study, using a panel data (25 countries-26 years). The result of econometrics estimations shows the positive effect of the GDP per capita, the openness degree of the economy, the monetization degree and the part of industrial Added Value on the public potential while the part of agricultural Added Value had a negative impact. Analyzing the tax effort, we find that Morocco had a negative effort between 1990 and 2004. But, since 2005, the policies pursued after the reform helped reverse the trend to achieve a positive effort. This article provides a comprehensive overview of the taxation system in Montenegro. The social signifi cance of the tax potential of this region is demonstrated. The features of taxation in Montenegro are described.

In this article, the importance of tax potential on increasing economic security of regions is reflected from theoretical and practical point of view. In addition, indicators of regional development and tax revenues are analyzed in the example of Kashkadarya region. Main conclusions related to the topic are formed.
Although the number of Value-Added-Tax (VAT) revenue almost increases every year, the government can still optimize VAT revenues. The research aims to calculate the possible VAT revenue by sector from 2016 until 2018. By knowing the possible VAT revenue, government can prioritize specific sector. The analysis used in this research is quantitative descriptive. The calculation of potential VAT revenue uses data from the Indonesian Input-Output Table. VAT revenue not collected due to specific regulations is calculated based on the tax expenditure report issued by the Ministry of Finance. The results showed that the VAT potential revenue always increased every year during the research year, namely Rp745 trillion in 2016, then rose to Rp799 trillion in 2017 and amounted to Rp859 trillion in 2018. During these three years, the potential for VAT revenue came from the manufacturing industry sector. The VAT coverage ratio grew positively during the year of research to 56.5% in 2016, rising to 58.1% in 2017 and 60.6% in 2018.
Пріоритетним напрямком податкової політики є формування пода- ткового потенціалу, що включає створення умов для активізації підприємницької діяльності, формуванню активних суб'єктів розвитку, розширенню джерел податкових надходжень, стиму- люванню інноваційно-інвестиційної активності. Водночас в Україні відсутність системних на- прямків податкового стимулювання інноваційної діяльності в законодавстві й практиці застосу- вання податкових інструментів суттєво стримує розвиток інноваційного потенціалу економіки та знижує рівень її конкурентоспроможності. Основою удосконалення податкової політики в контексті інноваційного розвитку є інституційна складова. Мета дослідження полягає у визначенні перспективних інституційних аспектів формування податкового потенціалу у промисло- вості. Методологічною основою дослідження стали аналітичні огляди, нормативно-правові акти, сучасні науково-прикладні дослідження в інноваційній сфері. В проведених дослідженнях вико- ристані методи діалектики, способи і принципи наукового пізнання, інструменти економічного аналізу для обґрунтування пропозицій щодо формування інституційних засад формування пода- ткового потенціалу. Основною гіпотезою дослідження стало припущення, що податкова полі- тика, яка спрямована на розвиток інноваційної діяльності, багато в чому визначає економічну зацікавленість підприємств промисловості у впровадженні нових технологій, оскільки фінансові ресурси, які вивільняються із податкового потенціалу підприємства, можуть бути спрямовані на його інноваційно-інвестиційну активність. Виклад основного матеріалу. Стратегічним завдан- ням управління податковим потенціалом визначено збільшення та зміцнення податкової бази за допомогою стимулювання інвестиційно-інноваційної активності; підтримки підприємств з метою розвитку виробництва та збільшення обсягів випуску продукції. Податковий потенціал роз- глянуто в контексті інституційно-інноваційних проєктів та смарт-спеціалізації. Здійснено оцін- ку перспективності використання різних податкових інструментів згідно з поточним станом та необхідністю здійснення переходу до адаптивного управління податковими потенціалом про- мисловості. Оригінальність та практична значимість підтверджується запропонованими нау- ково-методичними підходами до управління податковим потенціалом в контексті інноваційного розвитку. Висновки та перспективи подальших досліджень. Заходи щодо росту податкового потенціалу мають включати розширення податкової бази за рахунок не тільки наявних резервів, але й створення нової бази за рахунок розвитку інноваційного потенціалу. Реалізація відповід- ної інституційної стратегії має бути спрямована не на просту максимізацію податкових надхо- джень, а на розвиток інвестиційно-інноваційного потенціалу з встановленням пільгових умов для розвитку пріоритетних проєктів. Подальші дослідження будуть спрямовані на аналіз особ- ливостей використання податкового інструментарію в рамках конкретних інституційно- інноваційних проєктів розвитку економіки. ; Formulation of the problem. The priority direction of tax policy is the formation of tax potential, which includes the creation of conditions for the intensification of entrepreneurial activity, the for- mation of active development actors, the expansion of sources of tax revenue, the stimulation of inno- vation and investment activity. At the same time, in Ukraine, the lack of systemic directions of tax in- centives for innovation in the legislation and practice of tax instruments significantly hinders the de- velopment of innovation potential of the economy and reduces its competitiveness. The basis for im- proving tax policy in the context of innovative development is the institutional component. The pur- pose of the study is to identify promising institutional aspects of the formation of tax potential in indus- try. The methodological basis of the study were analytical reviews, regulations, modern scientific and applied research in the field of innovation. The research uses methods of dialectics, methods and prin- ciples of scientific knowledge, tools of economic analysis to substantiate proposals for the formation of institutional foundations for the formation of tax potential. The main hypothesis of the study was the assumption that tax policy, which is aimed at developing innovation, largely determines the economic interest of industrial enterprises in the introduction of new technologies, as financial resources released from the tax potential of the enterprise can be directed to its innovation and investment activity. Pre- senting main material. The strategic task of tax potential management is to increase and strengthen the tax base by stimulating investment and innovation activity; support of enterprises in order to develop production and increase production. The tax potential is considered in the context of institutional inno- vation projects and smart specialization. An assessment of the prospects for the use of various tax in- struments in accordance with the current situation and the need for the transition to adaptive manage- ment of tax potential of industry. The originality and practical significance is confirmed by the pro- posed scientific and methodological approaches to the management of tax potential in the context of innovative development. Conclusions and prospects for further research. Measures to increase the tax potential should include expanding the tax base not only through existing reserves, but also creating a new base through the development of innovation potential. The implementation of the relevant institu- tional strategy should be aimed not at simple maximization of tax revenues, but at the development of investment and innovation potential with the establishment of favorable conditions for the development of priority projects. Further research will focus on the analysis of the peculiarities of the use of tax tools in the framework of specific institutional and innovative projects of economic development.
The article scientifically examines the indicators of tax potential and the factors that determine it, which are among the most important issues of financial security. Also, the content of the concept of tax potential as an economic category has been scientifically studied, author's approaches have been developed and relevant conclusions have been formed.
Testimony issued by the Government Accountability Office with an abstract that begins "Dissatisfaction with the federal tax system has led to a debate about U.S. tax reform, including proposals for a national consumption tax. One type of proposed consumption tax is a value-added tax (VAT), widely used around the world. A VAT is levied on the difference between a business's sales and its purchases of goods and services. Typically, a business calculates the tax due on its sales, subtracts a credit for taxes paid on its purchases, and remits the difference to the government. While the economic and distributional effects of a U.S. VAT type tax have been studied, GAO issued a report in 2008 that looked at lessons learned from VAT administration in Australia, Canada, France, New Zealand, and the United Kingdom. These countries provided a range of VAT designs from relatively simple to more complex. This statement, which is based on the 2008 report, focuses on (1) the effect VAT design choices, such as exemptions and enforcement mechanisms, have on compliance, administrative costs, and compliance burden; (2) Canada's experience with administering a VAT in conjunction with several different subnational consumption tax arrangements; and (3) the experience that some countries had transitioning to a VAT."
A special place in the industrial enterprise's financial relations belongs to the relationship with the State budget and the earmarked budgetary and non-budgetary funds regarding the tax and fees charges and payments. These relationships arise from the moment the enterprise was created and continue throughout the entire period of its operation. Determining the amount of taxes and fees that an enterprise should pay based on the results of its activities, ensuring the timeliness and completeness of tax calculations, forming tax potential, assessing it and optimizing the tax burden (tax planning) are important areas of work for the financial services of an industrial enterprise.
