Tema je ovoga rada nadzor državne granice. U samome uvodu naglašena je važnost postojanja, ali i čuvanja državnih granica bez kojih jednostavno nije moguće egzistiranje nijedne države na svijetu. Štoviše, provođenjem učinkovitog i kvalitetnog nadzora čuvaju se vrijednosti koje je određeno društvo postiglo što je i svojevrsna nit vodilja ovoga rada. Bitno je, bez obzira na samu temu, uvijek krenuti od teorijskog pristupa pa je tako i ovdje dana jasna definicija državnih granica, pojma granice, vrste i sve ono što ih sačinjava. Naglašena je važna uloga propisa Europske unije u suzbijanju i prevenciji organiziranog krijumčarenja ljudi te su prikazane teorijske postavke istoga. Izrazito važna je i uloga tijela i sustava Europske unije kao što je FRONTEX i Schengenski informacijski sustav. U svemu tome izrazito proaktivnu ulogu ima i Republika Hrvatska zbog svoga specifičnog položaja i činjenice da su njezine granice ujedno i najdulje kopnene vanjske granice Europske unije. U tome smislu potrebno je djelovati sustavno, organizirano i koherentno zajedno sa svim državama članicama Europske unije kako bi se spriječile eventualne loše posljedice migrantskih valova. ; The paper deals with state border control. The introduction stresses the importance of both the existence and preservation of state borders without which no country in the world could exist. Moreover, through the implementation of effective and quality control, the values that a certain society has achieved are maintained, which is also a guiding principle of this paper. Regardless of the subject matter itself, it is always important to start from a theoretical approach, thus here we give a clear definition of state borders, the notion of border, types of borders and everything that makes them exist as such. An important role of the EU regulation in the fight against and prevention of organised smuggling of people is emphasised and theoretical assumptions thereof are presented. The role of the EU bodies and systems, such as FRONTEX and the Schengen Information System, is also extremely important. The Republic of Croatia plays a very proactive role in this respect because of its specific position and the fact that its borders are at the same time the longest external land borders of the European Union. In this regard, it is necessary to act in a systematic, organised and coherent manner together with all EU Member States in order to prevent any negative impacts of migrant waves.

The history of mankind is known for the emergence of borders between tribes, cultures, civilizations. In the philosophy of the border we know the limitation of all things in time-space, in one territory, with its own power, with its own laws and social order, created through the historical of that society. According to Plato, the state is a historical category created in time and space that has its own natural cycle of regimes. On the other hand. The border line of the state (ies) is determined in agreement with the neighboring states by agreement, which should be accepted by the international community. The border zone is determined at a certain depth from the border line, and is determined by special state, ie government legal acts and regulations. According to the territory, it covers Northern Macedonia in the heart of the Balkan Peninsula. The border area is part of the territory of Northern Macedonia on land, rivers and mountains. Corridor 10 is an international highway starting from the city of Gdansk, Katowice, Bratislava, Budapest, Belgrade, Skopje, Athens, Cairo. Corridor 10 in our country connects the cities of Kumanovo-Skopje-Veles-Gradsko-Demir Kapija-Gevgelija. If all types of roads in our country are analyzed, then they reach a length of 9,573 km of categorized road network with (status since 1995), of which 910 km are highways, 3,058 km, regional and 5,606 km, local roads. However, it should be noted that only 584 km, highways are included in the system of the European road network, roads "E", and of them in the TEM system (Trans-European Highway) roads can be included only 138 km, highways . , including: Kumanovo-Petrovec-Veles-Gradsko; Skopje-Petrovec; Hippodrome-Miladinovci; Tetovo-Gostivar (Spatial Plan of the Republic of Macedonia, 1999, 73).

Many government policies at the micro level of the region have not been able to be realized. Need to answer the various needs of the development of border areas that have been very urgent from various strategic problems that exist. This paper is to view border area management in Priority Sites. The methodology undertaken is by conducting normative studies, in which strategic issues of Priority Locations (Lokpri) are obtained through literature studies. The purpose of establishing Lokpri's policy review strategy is to produce a border area development plan that can be a common reference for all stakeholders.Keywords: Priority Location (Lokpri), State Border Area, Spatial Plan (RTRW)

Border areas both on land and at sea as a border of national sovereignty universally have a very important and strategic role, both for national interests and for relations between countries (international). However, the problem that is cross-border in nature is global, especially facing transnational crime that is far more dangerous than military threats. Therefore, solving the problem across borders is not enough to be handled by the Republic of Indonesia itself, but rather by countries in the world to combat transnational crime. A practical and simple step is the need for an agreement between countries at the border to agree to safeguard and maintain cross-border boundaries safely and orderly. Standardization of Integrated PLBN Development includes technical standardization of PLBN buildings and standardization of Integrated PLBN management. In this activity, work will be carried out on the preparation of Integrated PLBN management standardization, which is standardization of the more popular PLBN work mechanism with the term Standard Operating Procedure (SOP) or Fixed Procedure (Protap) to facilitate PLBN officers in understanding PLBN SOPs and at the same time as a base line for basic improvements Future PLBN SOPs.

Communication is the activity of delivering information through the exchange of thoughts, messages or information. The most popular type of communication in militarized educational institution is downward communication. State Border Guard College is militarized educational institution with hierarchy, discipline and one way communication. The predominant educational approach is the classical pedagogy. But a system, where pedagogue only transfers information and the student – receives it, could not be called as independent-personality developing. The aim of this research is to find out students thoughts of ongoing communication processes in State Border Guard College. For this purpose was carried out the survey. The result was processed by the data processing programs and performed content analysis. For the improvement of Border Guard training system were drawn conclusions.

The author of the publication, selected the topic "Criminal responsibility for the illegal crossing the State border" for his publication. The subject of the publication is important, because in the search for better quality of life, a large number of immigrants try to enter the European Union illegally. The purpose of the publication is to explore and clarify what forms of criminal liability exist when crossing the national border illegally and what is the problem of criminalization in the process. The following tasks were highlighted for drawing up the publication: to study clarification of the concept of the State border in connection with criminal responsibility for illegally crossed State border; to carry out an analysis of procedural issues in pre-trial criminal proceedings and judicial proceedings. Conduct a penal policy analysis, determination of the problems of application of penalties.

The formation and disintegration of the U.S.S.R. was one of the vital historical events of the 20th century. The Central Asian republics were established by the Soviet government in the 1920s and 1930s as a result of the national and territorial state delimitation, and the borders between them were provisional. As the republics obtained political independence, the process of defining state borders between the new sovereign countries began. This process turned out to be difficult for Uzbekistan, among others, but the republic was mostly able to mutually resolve interstate borders issues based on "uti possidetis."
