With the aim to sequentially determine optimal allocations across a set of assets, Online Portfolio Selection (OLPS) has significantly reshaped the financial investment landscape. Online Portfolio Selection: Principles and Algorithms supplies a comprehensive survey of existing OLPS principles and presents a collection of innovative strategies that leverage machine learning techniques for financial investment. The book presents four new algorithms based on machine learning techniques that were designed by the authors, as well as a new back-test system they developed for evaluating trading strategy effectiveness. The book uses simulations with real market data to illustrate the trading strategies in action and to provide readers with the confidence to deploy the strategies themselves. AbstractOnce imagined as a theoretical possibility, global citizen deliberation is now beginning to appear in the practice of governance. How should global citizens' forums be constituted? A largely unexamined consensus on random selection as the ideal method to locate citizen participants has fractured as its limitations become more apparent. We undertake a systematic comparative examination of random selection and its alternatives, emphasizing, respectively, demographic diversity, discursive diversity, developmental participation, and affectedness. These alternatives are evaluated in terms of how well they promote inclusive and high‐quality deliberation within the forum; how well they facilitate broader functions such as recommending policy decisions, providing information to policy makers on the distribution of informed global opinion, enhancing macro‐level deliberation, and strengthening global discourses and publics; and how well they secure the perceived legitimacy of a forum. We show how different sorts of recruitment and representation might be combined to good effect, in the context of a proposal for a global citizens' assembly on genome editing.

The authors consider the socially relevant problem of axiological construction during a conflict of values. Referring to the lexical combinatory power of the word ценности (values) the authors reveal Russian people's need to protect the system of basic value categories providing national unity. Considering the principle of historicism and relying on the ideas of Russian philosophy, the article puts forward a number of linguo-axiological principles underlying the formation of value categories including the key words of the Russian mentality. The authors analyze the Upbringing Development Strategies in the Russian Federation until 2025 (as of May 29, 2015) passed by the Government of the Russian Federation and formulating the tasks of spiritual and moral upbringing. Owing to the fact that the spiritual and moral values are the nucleus of the multilayered national cognitive space, it is substantiated that it is necessary to create a consistent typology of value categories and its use in schoolchildren's education and upbringing processes. ; Авторы поднимают социально востребованную проблему аксиологического строительства в условиях конфликта ценностей. На материале лексической сочетаемости слова ценности выявляется стремление россиян к отстаиванию системы базовых ценностных категорий, обеспечивающих национальное единство. С учетом принципа историзма и с опорой на идеи русской философии выдвигаются лингвоаксиологические принципы, обеспечивающие формирование перечня ценностных категорий, включающего ключевые слова российского менталитета. Анализируется текст утвержденной Правительством Российской Федерации «Стратегии развития воспитания в Российской Федерации на период до 2025 года» (29.05.2015), в котором сформулированы перспективные задачи духовно-нравственного воспитания. Поскольку духовно-нравственные ценности составляют ядро многослойного национального когнитивного пространства, доказывается необходимость создания непротиворечивой типологии ценностных категорий и ее использования в процессе образования и воспитания школьников.

Inter-administrative agreements and contracts are some of the exceptions to competitive bidding or selection procedures in public procurement in Colombia. These are true collaboration contracts, justified by the union of efforts of the contracting entity and the contractor, for the achievement of public purposes. Because of an improper use of these contracts and agreements, as well as the avoidance of competitive selection procedures, these types of procurements are questioned. The present work addresses the concept and distinctive features of these institutions, the specific problem of dodging competitive bids, and suggests some communicative and legislative solutions that result in the benefit of the contractual typology. ; Los convenios y contratos interadministrativos son una de las causales para la selección directa del contratista en el régimen de contratación pública en Colombia. Se trata de verdaderos contratos de colaboración, en los que existe unión de esfuerzos entre entidad contratante y contratista, para la consecución de finalidades públicas. Por el uso indebido de la institución, así como la elusión de procedimientos de selección, la misma resulta cuestionada, al punto de pensarse en su eliminación del ordenamiento contractual colombiano. El presente trabajo aborda la conceptualización y los rasgos diferenciadores de ambas instituciones, así como la problemática específica presentada, y propone algunas soluciones comunicativas y legislativas que redunde en el beneficio de la tipología contractual.

STUDY QUESTION How to select and prioritize embryos during PGD following genome-wide haplotyping? SUMMARY ANSWER In addition to genetic disease-specific information, the embryo selected for transfer is based on ranking criteria including the existence of mitotic and/or meiotic aneuploidies, but not carriership of mutations causing recessive disorders. WHAT IS KNOWN ALREADY Embryo selection for monogenic diseases has been mainly performed using targeted disease-specific assays. Recently, these targeted approaches are being complemented by generic genome-wide genetic analysis methods such as karyomapping or haplarithmisis, which are based on genomic haplotype reconstruction of cell(s) biopsied from embryos. This provides not only information about the inheritance of Mendelian disease alleles but also about numerical and structural chromosome anomalies and haplotypes genome-wide. Reflections on how to use this information in the diagnostic laboratory are lacking. STUDY DESIGN, SIZE, DURATION We present the results of the first 101 PGD cycles (373 embryos) using haplarithmisis, performed in the Centre for Human Genetics, UZ Leuven. The questions raised were addressed by a multidisciplinary team of clinical geneticist, fertility specialists and ethicists. PARTICIPANTS/MATERIALS, SETTING, METHODS Sixty-three couples enrolled in the genome-wide haplotyping-based PGD program. Families presented with either inherited genetic variants causing known disorders and/or chromosomal rearrangements that could lead to unbalanced translocations in the offspring. MAIN RESULTS AND THE ROLE OF CHANCE Embryos were selected based on the absence or presence of the disease allele, a trisomy or other chromosomal abnormality leading to known developmental disorders. In addition, morphologically normal Day 5 embryos were prioritized for transfer based on the presence of other chromosomal imbalances and/or carrier information. LIMITATIONS, REASONS FOR CAUTION Some of the choices made and principles put forward are specific for cleavage-stage-based genetic testing. The proposed guidelines are subject to continuous update based on the accumulating knowledge from the implementation of genome-wide methods for PGD in many different centers world-wide as well as the results of ongoing scientific research. WIDER IMPLICATIONS OF THE FINDINGS Our embryo selection principles have a profound impact on the organization of PGD operations and on the information that is transferred among the genetic unit, the fertility clinic and the patients. These principles are also important for the organization of pre- and post-counseling and influence the interpretation and reporting of preimplantation genotyping results. As novel genome-wide approaches for embryo selection are revolutionizing the field of reproductive genetics, national and international discussions to set general guidelines are warranted. Information theory offers a coherent, intuitive view of model selection. This perspective arises from thinking of a statistical model as a code, an algorithm for compressing data into a sequence of bits. The description length is the length of this code for the data plus the length of a description of the model itself. The length of the code for the data measures the fit of the model to the data, whereas the length of the code for the model measures its complexity. The minimum description length (MDL) principle picks the model with smallest description length, balancing fit versus complexity. Variations on MDL reproduce other well-known methods of model selection. Going further, information theory allows one to choose from among various types of models, permitting the comparison of tree-based models to regressions. A running example compares several models for the well-known Boston housing data.
