The aim of this thesis is to describe the decision making process and the discourses involved with it in Kiruna. The rationality of these political, social, economical and environmental discourses is studied. The research uses qualitative methods, in particular contents analysis as a research method to analyse the data. The main source data is thus qualitative in character, and involves conference presentations and email correspondence between the author and the interviewer. The most important conclusion is that the discourses are the "arena" for the decision implementation. It can, however, be argued that "discursiveness" of decision making is only seeming, because the decision has already been made, and even though the discourses were constructed already before the decision, its real influence on the decision cannot be proved. Whether the decision is made by consulting the whole community or only a handful of people, the outcome always seems to reflect the circumstances, the present situation and the future expectations of the local people. Discourses are constructed within the social context, and the prevailing ambience. The "togetherness" of the locals makes it easy to believe that the town will survive the upcoming challenges and changes without major social difficulties. The ability to cope and adjust, the resilience of the locals and their acceptance about the development is in this case the corner stone that can save the community. Since the decision in Kiruna was set up by the changing conditions, it can be argued that it was the circumstances that made the decision. The discourses only "cushioned" and justified what was already decided. The discourses are thus constructed in and with the help of the socioeconomic context. Based on the analysis it can be concluded that the sociopolitical circumstances that the decisions are made in are the driving force for the outcome. It should also be noted that the external pressure and influence on the outcome is crucial. In the case of Kiruna, it is possible that the community feels they own their livelihood to the company, thus they are willing to approve the expansion of the mine to have further resources exploited. As it has become evident, especially in the case of rational decision making, a decision can only be the best possible choice or the best choice available.

This chapter discusses the reception of the Aristotelian concept of 'political animal' in thirteenth and fourteenth century Latin philosophy. Aristotle thought that there are other political animals besides human beings, and his idea of what it means to be a political animal was partially based on biological needs and desires that lead animals to live together. By analysing what medieval philosophers thought of other political animals - such as ants, bees, and cranes - and of the biological basis of the political nature of humans, the chapter elaborates on the precise meaning of the concept of political animal. It is argued that biological aspects play a significant role in medieval views, but at the same time medieval authors tend to distance human beings from other political animals by emphasising rationality, choice, and language as central factors for the social and political life. ; peerReviewed

This article elaborates a neo-institutional approach to evaluation and utilizes this approach for an empirical examination of the institutionalization of evaluation in Finland's national government. The results indicate ambiguity in the basic institutionalization of the evaluation examined and imprecision in the agency of the actors carrying out or commissioning evaluations. With tighter or looser coupling to decision-making, institutional practices of evaluation enhance performance or support legitimation, or do both in various combinations. Future studies will be needed to ascertain to what extent intense agent-driven change has only introduced formal procedures enacted in the name of evaluation, and to what extent this type of change has influenced actual evaluation practices. The article finishes with a consideration of the contributions it claims to make. ; This article draws on neo-institutional theoretical ideas to empirically examine the institutionalization of evaluation in the national government of Finland. The results indicate ambiguity in the basic institutionalization of Finnish evaluation, and imprecision in the agency of the actors that carry out or commission evaluations or utilize the evaluation results. Some Finnish institutional practices of evaluation enhance formal rationality such as efficiency and effectiveness, some support legitimation, and others do both in combination. The strength of coupling of evaluation to decision-making varies greatly. For future research, the article suggests studies on the institutionalization of evaluation in other countries. Tutkimus käsittelee kaupunkisuunnittelua, sille ominaisia piirteitä ja suunnitteluun osallistujia. Työn tarkoituksena on selvittää Viron kaupunkisuunnittelun institutionaalista rakennetta Tarton kaupungin esimerkin avulla. Erityiskiinnostuksen kohteena ovat kaupunkisuunnitteluun osallistujien roolit, intressit sekä voimankäyttö. Tutkimuksen laadullisena menetelmänä on käytetty puolistrukturoitua nettikyselyä. Nettikyselyn avulla selvitettiin Tarton kaupungin suunnitteluun osallistuvien intressiryhmien mielipiteitä ja suhtautumista nykysuunnitteluun sekä ehdotuksia suunnittelun kehittämiseksi. Tutkimusaineistona on käytetty kansainvälistä kirjallisuutta, kansallisia raportteja sekä tutkimuksia Viron kaupunkisuunnittelusta. Yksittäisten tapausten havainnollistamista varten on myös käytetty muutamia artikkeleita sanomalehdistä. Teoreettista kirjallisuutta käytettäessä ei ole eritelty esimerkiksi anglosaksisia tutkijoita pohjoismaisista kirjoittajista, vaan lähteitä on tarkoituksella käytetty vuorotellen. Tämä lähestymistapa tarjoaa runsaan ja vaihtelevan teoriapohjan yhdistämällä tai asettamalla vastakkain eri teoreetikkojen näkökohtia. Tutkimus osoittaa, että kaupunkisuunnittelu on suhteellisen universaali diskurssi, vaikka eri konteksteissa ja olosuhteissa suunnittelu lähtee liikkeelle erilaisista periaatteista. Nykypäivän suunnittelun piirteitä ovat rationaalisuus, progressiivisuus, eri toimijoiden välinen voimankäyttö sekä suunnittelijoiden tai kaavoittajien muuttunut rooli. Käytännössä kaupunkisuunnittelu on muuttunut kommunikatiiviseksi, monien intressiryhmien väliseksi vuoro¬vaikutteiseksi prosessiksi, jonka tavoitteena on elinympäristön parantaminen. Kun virolainen kaupunkisuunnittelu asetetaan länsimaalaisten kokemusten ja teorioiden taustalle, tulee selvästi esille neuvostoajan "perintö". Virossa alettiin harjoitella nykyaikaista kaupunki¬suunnittelua vasta 1990-luvun puolivälissä maan yksityistämisreformin lanseerauksen jälkeen. Viimeisen vuosikymmenen nopea talouskasvu on tuonut mukanaan myös kaupunkisuunnitteluun varhaiskapitalismille tyypillisiä kehityspiirteitä: yksityissektorin vetoisuus, puutteellinen kansalaisosallistuminen kaavoitusprosesseissa sekä kaavoittajien ulkopuolinen rooli. Tutkimuksen tuloksena voidaan todeta, että Tarton kaupunkisuunnittelu koetaan markkina- ja politiikkavetoisena ja suhteellisen kaoottisena. Vaikka suunnittelussa kootaankin yhteen eri intressiryhmiä, on kaupunkisuunnittelu hierarkkista siinä mielessä, että joidenkin intressiryhmien – useimmiten poliittisten päättäjien sekä yksityisten toimijoiden – toivomuksia asetetaan etusijalle. Asukkaat eivät ole saavuttaneet merkittävää asemaa kaupunginhallituksen partnerin roolissa, vaikka asukkaiden ei katsota viivyttävän tai estävän suunnitteluprosesseja. Isoimpina ongelmina kaupunkisuunnittelussa nähdään virkailijoiden ja poliitikkojen asema, joidenkin osallistujien vallitsevuus sekä ristiriitaiset intressit. Näiden lisäksi ongelmallisia asioita ovat kaavoittajien vajavainen ammattipätevyys, eri toimijoiden välisen luottamuksen puute ja suunnitteluverkoston johtajuuden puute. Ensimmäisenä suunnittelun parantamismahdollisuutena nähdään suunnittelijoiden roolia – heidän toivotaan panostavan kaavoituksessa enemmän analyyttiseen työhön. Sen yhteydessä avainrooli on suunnittelijoiden kompetenssin nostamisessa. Lisäksi ratkaisuina nähdään suunnitteluverkoston johtajuutta, lisäresurssien myöntämistä kaupunkisuunnitteluun sekä toimijoiden välisen yhdenvertaisuuden helpottamista.
