At present, a large number of methodologies have been developed aimed at assessing and forecasting the potential of the socio-economic development of certain regions. It should be noted that human and social capabilities as the key elements of regional development are currently the least studied issues. Therefore, in this work, along with economic factors, considerable attention is paid to the assessment of human potential and the social component of the workforce. Unlike political, economic and investment factors, these elements are subject to changes in the short-run, and are engines of regional development and the most promising of its components. The purpose of the study is to develop a mechanism for assessing the level of regional development and identifying factors affecting this process. The implementation of this procedure in practice is especially significant when planning and adjusting activities related to regional management. Deepening and developing previous studies, in this paper we synthesize known approaches to assessing regional socio-economic development, offer our own set of criteria for evaluating advancements and test the developed approach as exemplified by the regions of the Central Federal District in Russia. The scientific novelty of the study is that to assess the regional socio-economic development we propose evaluation of the level of advancement. To do this, all the indicators included in the model are considered dynamically and are evaluated by the corresponding indices. Such an approach will make it possible to assess the prospects for the development of the factor under study and make timely adjustments to the regional policy. The objects of research in this paper are the regions of the Central Federal District in Russia. The subjects of the study are the factors that cause advancements in regional economic development. The following research methods are used: retrospective analysis, statistical observation method, correlation analysis, principles and methods of system analysis and, computational procedures based on the use of financial mathematics and financial management tools.

The presidential elections held in Uruguay in October and November 2019 defined the end of a period of three successive governments of the center-left party Frente Amplio and the arrival in government of a right-wing coalition led by the Partido Nacional. In education, the development of a conservative perspective, which is at the base of the educational proposals of the new government, began to develop in the height of the boom of the previous governments. The present article intends to analyze how this process of generating a conservative vision of education was taking shape in the last ten years through the presentation of the so-called "privately managed public education" as an alternative to public education. The theoretical perspective that informs the whole work is located from the logic of the political analysis of the discourse and the methodological approach is made from the consideration of documentary sources. AbstractMany supporters of democratic reform in the UK propose both a change in the electoral system to proportional representation (PR) and a shift to a formal (codified and entrenched) constitution. In principle, these two proposals are deeply complementary. There is, however, also a potential tension between them. Specifically, if a future UK government were to treat PR as a matter of ordinary legislation, this would conflict with the democratic constitutionalist principle that major constitutional changes require a more direct and/or robust test of public support, in addition to parliamentary approval—such as in a confirmatory referendum. The article discusses seven possible approaches by which a future progressive Parliament might advance PR. It assesses their strengths and weaknesses with an eye on this tension and other factors. It concludes that the emerging politics around this tension underscores the need for a formal constitution to prevent the UK's constitutional politics becoming subordinated to partisan conflict.

This paper intends to critically discuss some points of the contemporary thesis concerning constitutional hermeneutics and methodology of law. Once identified some authors and the lines of argumentation affiliated grosso modo to the linguistic turn and rhetoric, as well as the core of the transcendental powers of communication (v.g. N. MacCormick, R. Alexy, K. Günther), the objective is to identify some dialogue with economics and political science, enlightened by recent researches about Hegel-Marx interpretations of social life. Of course the discussion inevitably passes through methodological questions, opposing analytics vs. dialectics, idealistic vs. realists standpoints. In a effort to foment the inclusive dialogue between points of view concerning the concept of law that may create (not necessarily) radical opponents, the lines of conclusion intents to revisit some foundations of Hegelian "method" (so to speak) and intends to give a modest contribution to a more profound analysis of the relations between sein and sollen categories, in order to enrich the discussions about technology and social life, specially the life of the law nowadays.

Helen McCarthy explores the synergies that exist between strong policy reforms and softer 'nudge' approaches to attitudinal change. As in the case of same‐sex marriages, she says, governmental action can at once both reflect and entrench shifts in social norms and behaviours.

AbstractScotland's prison population remains stubbornly high despite reforms to sentencing and community penalties (most recently in 2016). Seeking to advance the debate on punishment in Scotland, we use empirical data to support a novel theoretical synthesis of the 'agonistic framework' and 'performative regulation'. We argue that these reforms appear oriented towards decarceration, without substantively engaging with the drivers of imprisonment, and hence exemplify the 'performative' nature of much Scottish penal policy. The 'performance' is shaped by countervailing political constraints on the Scottish Nationalist government, amid continued debate over independence – but truly progressive penal policy requires radical and substantive responses to the problems that punishment seeks to address.

Although the failure of conservative & liberal politics to advance democracy in the US have provided progressives with the opportunity to achieve actual political reform, it is stressed that progressive approaches to democratic change are hindered by various obstacles. Factors that have caused the ideological & organizational fragmentation of progressive politics in the contemporary US are identified including the absence of a common framework for analyzing & discussing problems, the lack of sufficient financial resources, & many progressives' abandonment of mass politics & subsequent adoption of liberal political perspectives. Therefore, three recommendations for resuscitating the progressive movement in the US are offered: empowering American citizens with true democratic authority & means of organization; establishing a novel economic paradigm that emphasizes the equitable distribution of resources in an environmentally responsible way; & forming a progressive political party to challenge Democratic & Republican dominance. Looking at the megacities Guangzhou and Shenzhen, it analyzes the maturing of socio-economic, political and spatial structures after the first waves of economic globalization, political transformation, and their rapid expansion and urbanization. The initial claim and starting point of the book is the existence of a profound multidimensional shift in the coastal mega-urban region with a major tendency towards urban upgrading, economic restructuring and a clearly observable consolidation of political institutions. For the first time since the beginning of the reform and opening up after 1978, this has led to a stronger bias toward urban regeneration, an adaptive re-use of the building stock and an establishment of post-industrial knowledge-based creative industries. The book investigates these changes as a set of mutually dependent developments that have to be understood and analyzed in connection with one another. Thus, the backgrounds and underlying forces that shape physical restructuring in the developed urban cores of the mega-urban region and the ways in which the relevant actors and institutions are trying to both cope with and to influence each other are introduced here"--Page 4 of cover

Abstract Migraine is a common and highly disabling neurological disorder associated with a high socioeconomic burden. Effective migraine management depends on adequate patient education: to avoid unrealistic expectations, the condition must be carefully explained to the patient soon as it is diagnosed. The range of available acute treatments has increased over time. At present, abortive migraine therapy can be classed as specific (ergot derivatives and triptans) or non-specific (analgesics and non-steroidal anti-inflammatory drugs). Even though acute symptomatic therapy can be optimised, migraine continues to be a chronic and potentially progressive condition. In addition to the drugs officially approved for migraine prevention by international governmental regulatory agencies, numerous different agents are commonly used for this indication, showing various levels of evidence of efficacy and tolerability. Guidelines published in recent years, based on evidence-based medicine data on migraine prophylaxis, are a useful source of guidance, especially for primary care physicians and neurologists without specific expertise in headache medicine. Although the field of pharmacological migraine prevention has seen few advances in recent years, potential novel approaches are now being developed. This review looks at emerging pharmacological strategies for acute and preventive migraine treatment that are nearing or have already entered the clinical trial phase. Specifically, it discusses preclinical and clinical data on compounds acting on calcitonin gene-related peptide or its receptor, the serotonin 5-HT1F receptor, nitric oxide synthase, and acid-sensing ion channel blockers.

This article provides a brief overview of post-apartheid housing policy. It argues that, inprinciple, 'Breaking New Ground' (BNG) was a major advance over the subsidy system butthat the failure to implement BNG, which has now been followed by more formal movesaway from a rights based and towards a security based approach, lie in the failure to take aproperly political approach to the urban crisis. It is suggested that a technocratic approachprivileges elite interests and that there could be better results from an explicitly pro-poorpolitical approach – which would include direct support for poor people's organisationsto challenge elite interests, including those in the state, and to undertake independentinnovation on their own.

It presents a thorough analysis of the UPA coalition government, and by providing an understanding of the new innovations in UPA's policies, the book goes on to evaluate the effectiveness of these policies against their aims and objectives. This book suggests that there is an analytical framework for assessing the political consequences of the policies and the UPA's success, both at the national and state levels, with particular reference to new policies in governance, secularism and security. These three areas constitute important fault lines between the main national political parties in India, and provide an interesting point of departure to explore the new emerging trends as well as the strong underlying continuities between the UPA administration and its predecessors."--Publisher's description

The studies on the individualization processes within European Muslim populations advance two opposing theses. While some argue that religious individualization and the related fragmentation of religious authority are leading to the "liberalization and modernization of Islam" and the emergence of a "progressive Islam" in Europe, others claim that in spite of individualization and the diversification of authority structures, the current situation is characterized by a relative stability of Islamic dogmas and definitely not by a liberalization of Islam. The careful observation of processes within the Muslim communities in Europe seems to suggest that both theses are actually to some extent valid. The author contributes to this debate by shedding light on the views of the new Muslim elites on apostasy and on women marrying outside the Muslim community. His contribution shows that in spite of the strong individualist component to the religious experience of Muslims in Europe, the various dimensions of this experience do not necessarily have to be individuating.
