In its current configuration, the literature on securitisation – the process of integrating an issue into a security framework that emphasises policing and defence – relies mainly on two logics: the logic of exception and the logic of routine. For some scholars, these two approaches to the study of securitisation frame a battleground on which a conflict among various structural, critical, cultural and sociological standpoints is waged. Although many graduate students cut their theoretical teeth on these debates, little has been gained thus far in the battle for possession of the field. By questioning the literature's underlying understanding of these two logics as opposing and competing, I pursue two aims in this article. First, I seek to bolster current research on the securitisation process by moving the conversation away from its current analytical stalemate. I caution scholars against overdrawing distinctions between the two logics, for it is not clear that they are mutually exclusive. Second, I seek to recognise and harness the strengths of both logics, and to identify the fruitful theoretical 'bricks' each framework contributes to our understanding of securitisation. I illustrate the preceding set of arguments through an analysis of the social construction of migration as a security threat in France since the end of the Cold War.

AbstractScholars have long noted that couples are more likely to vote compared to individuals who live alone, and that partners' turnout behavior is strongly correlated. This study examines a large administrative dataset containing detailed information about validated turnout and the timing of individuals moving in together, and finds evidence of a substantial and robust increase in turnout after cohabitation. The study exploits the fact that two-voter households moving in together right before an election are comparable to those moving in together right after the election. Depending on the model specification, turnout increases by 3.5 to 10.6 percentage points in the months after taking up cohabitation. Voters are mobilized regardless of their own and their cohabitant's turnout behavior in a previous election. The results are robust to several robustness checks, including benchmarking with singles who move to mitigate the cost of moving in the analysis. The results highlight the importance of social norms and the household's essential role as a proximate social network that increases turnout.

The publication includes chapter 1 outlining the operations of the Asian Development Bank (ADB) in response to COVID-19 (2020–2021), and chapters 2–4 covering ADB's operations over three decades (1991–2000; 2001–2010; 2011–2020). Chapters 2–4 have been arranged to highlight sectors where ADB has played a prominent role in supporting Mongolia's transformation and development in each of the three decades. While most of the programs, projects, and technical assistance activities in each decade chapter were implemented during the 10-year period they are included in, some were carried out in earlier or later periods. The decision to present the material in this way was to help readers get a full and complete understanding of operations in each sector across the full partnership period without having to switch back and forth across different decades and chapters.

Indigenization is a relatively new phenomenon in Canada. It is a broad concept that includes everything from changing physical spaces to challenging Western epistemologies and the status quo. In this study, I describe nine Indigenous students' experiences with Indigenization at the University of Saskatchewan. Students were impacted both positively and negatively by their engagement: They described both opportunities borne of engagement with Indigenization and detriments such as exhaustion and lack of basic needs. In terms of methods to Indigenize, the participants described the importance of representation, centring Indigenous values and knowledges, and creating communities that can Indigenize. I end the paper with four policy recommendations for post-secondary institutions interested in Indigenization.
