Recently, various Earth Observation Networks (EONs) have been designed, developed and launched by in-situ, on-site and off-site collected data from fixed and moving marine sensors and remote sensing (RS) satellite data. This information can significantly help a wide range of public and private end-users better understand the medium-and high-resolution numerical models for regional, national and global coverage. In this context, such EON core services' operational numerical data can be seen of the growing demand result for marine sustainability development of developing countries and the European Union (EU). In this case, marine platforms can offer a wide range of benefits to users of human communities in the same environment using meticulous analyses. Furthermore, marine platforms can contribute to a deeper discourse on the ocean, given the required regulations, technical and legal considerations and users to a common typology using clear scientific terminology. In this regard, firstly, the following six steps have been used to develop a better understanding of the essential data structure that is commensurate with the efficiency of the marine end-user's service: (1) steps and challenges of collecting data, (2) stakeholder engagement to identify, detect and assess the specific needs of end-users, (3) design, develop and launch the products offered to meet the specific needs of users, (4) achieve sustainable development in the continuous provision of these products to end-users, (5) identify future needs and challenges, and (6) online platform architecture style related to providing these products to end-users. Secondly, the innovation of the ODYSSEA (Operating a Network of Integrated Observatory Systems in the Mediterranean Sea) platform project has been evaluated and reviewed as a successful project on marine online platforms to better understand how marine online platforms are being used, de-signed, developed and launched. The ODYSSEA platform provides a system that bridges the gap between operational oceanographic capabilities and the need for information on marine conditions, including for the end-user community. The project aims to develop a fully integrated and cost-effective cross-platform, multi-platform network of observation and forecasting systems across the Mediterranean Sea.

Marine animals are increasingly instrumented with environmental sensors that provide large volumes of oceanographic data. Here, we conduct an innovative and comprehensive global analysis to determine the potential contribution of animal-borne instruments (ABI) into ocean observing systems (OOSs) and provide a foundation to establish future integrated ocean monitoring programmes. We analyse the current gaps of the long-term Argo observing system (>1.5 million profiles) and assess its spatial overlap with the distribution of marine animals across eight major species groups (tuna and billfishes, sharks and rays, marine turtles, pinnipeds, cetaceans, sirenians, flying seabirds and penguins). We combine distribution ranges of 183 species and satellite tracking observations from >3,000 animals. Our analyses identify potential areas where ABI could complement OOS. Specifically, ABI have the potential to fill gaps in marginal seas, upwelling areas, the upper 10 m of the water column, shelf regions and polewards of 60° latitude. Beneficiaries are the governmental services, coast and offshore based enterprises and research institutions that make use of the products generated by operational oceanography. Direct users are coastal managers, shipping, search and rescue, oil spill combat, offshore industry, ports, fishing, tourism, and recreation industry. Indirect beneficiaries, through climate forecasting based on ocean observations, are food, energy, water and medical suppliers. Availability of updated information on the actual state as well as forecast of marine environment is essential for the success and safety of maritime operations in the offshore industry. Various systems for the collection and presentation of marine data for the needs of different users have been developed and put in operation in the Black Sea. The systems are located both along the coast and in the open sea and the information they provide is used by both the maritime industry and the widest range of users. The Black Sea Monitoring and Forecasting Center in the frame of the Copernicus Marine Service is providing regular and systematic information about the physical state of the ocean, marine ecosystem and wave conditions in the Black Sea area, assimilating observations, keeping efficient operations, advanced technology and high quality modeling products. Combining and optimizing in situ , remote sensing, modeling and forecasting into a Black Sea observing system is a task that has to be solved, and that will allow to get a more complete and comprehensive picture of the state of the marine environment as well as to forecast future changes of physical and biogeochemical state of the Black Sea and the Black Sea ecosystem.
