Full-Duplex (FD) wireless and Device-to-Device (D2D) communication are two promising technologies that aspire to enhance the spectrum and energy efficiency of wireless networks, thus fulfilling key requirements of the 5th generation (5G) of mobile networks. Both technologies, however, generate excessive interference, which, if not managed effectively, threatens to compromise system performance. To this direction, we propose two transmission policies that enhance the communication of two interfering FD-enabled D2D pairs, derived from game theory and optimization theory. The game-theoretic policy allows the pairs to choose their transmission modes independently and the optimal policy to maximize their throughput, achieving significant gains when the pairs interfere strongly with each other. ; Grant numbers : This work has been funded by the Research Projects AGAUR the Catalan Government 2014-SGR-1551, CellFive (TEC2014-60130-P).

Good risk communication is crucial for raising awareness among citizens and business about the risks their countries face. However, many countries have seen their risk communication tools fail in the past, leading to persistently low levels of risk awareness, especially in the absence of recent disasters. This OECD report surveys current trends in risk communication policies and practices across OECD and partner countries. It seeks to understand why risk communication tools have failed and what OECD countries can do to improve the effectiveness of their risk communication policies. Based on an OECD-wide survey, the report evaluates the degree to which countries have used risk communication tools to not only increase risk awareness, but to inform stakeholders about potential preparedness and prevention measures they can take to boost their resilience to future risks.
This article deals with communication policies within the public sector. It takes its point of departure within the overall framework of corporate communication and hence exclusively sees communication policies from that perspective. Communication policies are seen as means of corporate communication. As means of corporate communication they feature what we have labelled 'mediational properties' within an organization. As such they – from a communicative point of view – constitute the interface between the strategic and the operational levels of communication management. As policies they should support decision making processes when it comes to ensuring that any instance of communication is in line with the mission, vision and values of an organisation. And they should offer a defi nite course of communicative action contingent on situational factors. The contextual background of the article is the re-structuring of the Danish regional political landscape, which is to have taken place by January 1st 2007. Communicating the mission, vision and values of the new municipalities is seen as an essential part of re-configurating and maintaining political legitimacy in the transaction period and beyond. The empirical part of the article deals with an extensive corpus analysis of a broad selection of authentic communication policies stemming from Danish municipalities. The analytical framework applied gives rise to a number of new observations regarding the generic heterogeneity of communication policies. The analysis also delivers new input to the theoretical discussion of the status of communication policies within a corporate communication framework in general and within a current Danish municipality setting in particular.

Crossing a survey of literature in sociology of health and her own inquiries in the field of mental health, the author studies the historical change in policies of secrecy in health domains and specifically, in modern democracies, practical aporias opposing rights and duties to and towards secrecy, rights and duty to and towards transparency. The paper describes weakening of medical secret regarding legitimization of standards of transparency, coordination and evaluation supported by the New Public Management (NPM). Two forms of resistance against technocratic enforcement to publicizing are suggested. The first of these forms is the historical exception, nowadays vilified as out of date, of psychoanalysis bound to strict secret of the singular interview and building there a space for emancipation, preventing any governance of behavior by healthiness. The second one: some intentional and paradoxical break of secret can result in symbolic reversal against domination and shame.
