Abstract
In recounting the interventions of Belgian lawyers in the institutionalization of the discipline of international law at the end of the 19th century and the beginning of the 20th century, Vincent Genin's Le laboratoire belge du droit international offers new materials and documentary evidence of the complicity between the construction of the international legal discipline and the colonial project. Taking his cue from Martti Koskenniemi's Gentle Civilizer, Genin has produced a biographical and agent-based historicization of an unprecedented archival rigour, allowing international lawyers, and especially Belgian international lawyers, to take another hard look at the dark roots of their tradition.
The relevance of the studied problem is caused by the need to improve the methodology of legal disciplines teaching for students of pedagogical training programs and the need to develop the methods and forms of application of distant technologies of teaching in this process. The article is aimed at studying the opportunities of distant technologies for improvement of assimilation quality of training material for legal disciplines by students of pedagogical training programs, in particular when studying a number of key questions of interobject character. Topical issues of teaching legal disciplines for students of higher education institutions of pedagogical professions, first of all, for future teachers of social science and law are considered. The leading method of research of this problem is the pedagogical analysis of methods and forms of the use of distant technologies of teaching legal disciplines. The results of the research are the following: the carried-out analysis of the opportunities to use distant technologies of tutoring in teaching legal disciplines for students of pedagogical training program; identification of key topical issues which arise when studying legal disciplines by future teachers; the developed recommendations about improvement of training of students of pedagogical training programs. The materials of the article can be useful for: the faculty of higher education institutions which are engaged in teaching the students of the pedagogical training programs; students and graduate students of the pedagogical training programs; for teachers, in particular young specialists; for the heads of higher education institutions that have pedagogical directions of students training; to methodologists who are engaged in curriculum development for students of pedagogical training program. © 2019 by the authors. ; The work is performed according to the Russian Government Program of Competitive Growth of Kazan Federal University.

Questions surrounding the issue of medical records are always of great interest and importance. It is in this spirit that Scientia Medica is publishing an article on electronic patient record, a reality that, sooner or later, all institutions providing health care will have to adapt. It is true that many difficulties must be overcome before implementing, with absolute safety, the records in electronic media. Among other issues to be addressed are the legal issues. It is essential for medical and law professionals knowing the legal guidelines on the subject, allowing the construction of valid medical documents, both in electronic or traditional media, for patient care and also as a means of defense. The Federal Council of Medicine has been supplying various legislative absences with their resolutions. However, formal legislation on some issues relating to medical records, including those related to digital or computerized records, would confer the necessary legal safety for this process to walk much more advanced. ; As questões que circundam o tema do prontuário médico são sempre de grande interesse e importância. É com este espírito que a Scientia Medica está publicando artigo sobre o prontuário eletrônico do paciente, uma realidade à qual, mais cedo ou mais tarde, todas as instituições que prestam assistência à saúde terão que se adequar. É certo que inúmeras dificuldades deverão ser superadas antes da implementação, com absoluta segurança, do prontuário em meio eletrônico. Entre outras questões que deverão ser endereçadas, estão as questões jurídicas. É fundamental que os profissionais da medicina e do direito conheçam o manancial normativo sobre o assunto, possibilitando a construção de documentos médicos válidos, pelos meios tradicionais ou eletrônicos, tanto para a assistência do paciente quanto como meio de defesa legal. Corporations are the most powerful economic entities in contemporary society. The main finding in this thesis is that existing regulatory approaches in corporate law, corporate governance and corporate social responsibility are methodologically suboptimal and politically biased. Their continued use entrenches corporate power and undermines our ability to properly deal with the social, economic and environmental effects of corporate misbehaviour. This conclusion draws on insights from twelve disciplines: law, political economics, economics, psychology, anthropology, management studies, sociology, political science, criminology, theology, media studies and philosophy. The resolution of global crises such as climate change, biodiversity loss and inequality requires us to urgently reform corporate law, corporate governance and corporate social responsibility. The reform chapter outlines how such an overhaul can be achieved without fundamental shocks to the economy.

From the theoretical reference of the sustainability, the article analyses the question of the incorporation of both social and environmental order considerations to the business and operations carried out by the companies, through the public dissemination of the performances in such areas. The research, focused on the quality, under a exploratory profile, and based in the bibliographic and documental review techniques, such as the data collection, is herein developed with the goal of identifying and analyzing, comparatively, the normative treatment applied to the scope of the public divulging of non-financial reports (the so called sustainability informs or reports), accordingly to both the Brazilian and European perspectives. As noted, in Brazil, there is no legal obligation to publish the sustainability reports, although the publishing is recommended to the companies by BM&FBOVESPA (administrative institution of the capital market), since December of 2011, through an instrument that characterizes a "soft" Law. On the other hand, in the European Union (EU) scope, there has been a recognition of the necessity to increase the transparency of social and environmental information by certain corporate societies and groups of companies, which is considered an imperative element for their social responsibility. Therefore, both the European Parliament and the European Union Counsel edited directives (2013/2014), regarding the subject of the publishing of non-financial information. The legislative acts in question are destined to all the members of the EU, compelling them to intervene in the national legal structures ("hard" Law) in order to transpose, to the respective structures, under mandatory character and established deadline, the general norms that consecrate certain common parameters regarding the subject.

The term "international administrative law" is understood in two separate ways. On one hand, the authors (diritto internazionale amministrativo) used this term regarding the administrative competencies of various international administrative unions, as provided by applicable international conventions. On the other hand, other authors (e.g. Karl Neumeyer, Paul Négulescu, Giuseppe Biscottini) used the term to exclusively refer to the norms of national law (diritto amministrativo internazionale, droit administratif international, internationales Verwaltungsrecht), which address certain foreign elements. This article follows the second understanding of the term "international administrative law." For a long time, these norms had been quite rare in administrative law and, consequently, the legal scholarship did not pay much attention to the discipline of international administrative law. However, most recently, the sources of EU law increasingly require reflection of certain foreign elements in the norms of administrative law. In this respect, this article argues that international administrative law represents a legal discipline that is fully capable of addressing those problems arising by the application of these norms in administrative law. ; Značenje naziva "međunarodno upravno pravo" se do sada interpretiralo na dva načina. S jedne strane su autori koristili taj naziv (diritto internazionale amministrativo) odnoseći se na upravne kompetencije različitih međunarodnih upravnih udruženja, kako je predviđeno mjerodavnim međunarodnim konvencijama. Drugi su autori (npr. Karl Neumeyer, Paul Négulescu, Giuseppe Biscottini) taj naziv koristili isključivo odnoseći se na norme nacionalnog prava (diritto amministrativo internazionale, droit administratif international, internationales Verwaltungsrecht), koje su uključivale neke strane elemente. U ovom se radu naziv "međunarodno upravno pravo" interpretira prema potonjem značenju. Činjenica jest da su te norme bile iznimno rijetke u upravnom pravu, zbog čega pravna znanost nije posvećivala previše pozornosti disciplini međunarodnog upravnog prava. No, u posljednje vrijeme izvori prava Europske unije sve više zahtijevaju razmatranje određenih stranih elemenata u normama upravnog prava. U tom se pogledu u ovom radu zauzima stav da je međunarodno upravno pravo pravna disciplina koja može riješiti probleme nastale primjenom navedenih normi upravnog prava. ; Der Begriff "internationales Verwaltungsrecht" kann zweierlei ausgelegt werden. Einerseits wurde der Begriff (diritto internazionale amministrativo) im Kontext von verwaltungsrechtlichen Kompetenzen unterschiedlicher internationaler Verwaltungsorganisationen benutzt, wie das von den einschlägigen internationalen Konventionen vorgesehen wird. Andererseits benutzten manche Autoren (z.B. Karl Neumeyer, Paul Négulescu, Giuseppe Biscottini) diesen Begriff, um ausschließlich auf die Normen des nationalen Rechts mit internationalem Charakter hinzuweisen (diritto amministrativo internazionale, droit administratif international, internationales Verwaltungsrecht). In diesem Beitrag wird dieser Begriff im Sinne der letztgenannten Auslegung verstanden. Es besteht die Tatsache, dass diese Normen sehr selten im Verwaltungsrecht benutzt wurden, weshalb die Rechtswissenschaft keinen großen Wert auf die Disziplin des internationalen Verwaltungsrechts legte. Erst kürzlich wird in den Quellen der EU die Benutzung mancher internationalen Elemente in den Normen des Verwaltungsrechts sichtbar. Diesbezüglich wird in diesem Beitrag behauptet, dass das internationale Verwaltungsrecht eine Rechtsdisziplin darstellt, welche fähig ist, die aus der Anwendbarkeit dieser Normen des internationalen Verwaltungsrechts hervorgehenden Probleme anzusprechen. ; Il significato del termine "diritto internazionale amministrativo" fino ad ora è stato interpretato in due modi. Da un lato gli autori utilizzavano tale termine (diritto internazionale amministrativo) riferendosi alle competenze amministrative di diversi enti amministrativi internazionali, così come previsto dalle convenzioni internazionali applicabili. Altri autori (ad es. Karl Neumeyer, Paul Négulescu, Giuseppe Biscottini) usavano tale termine esclusivamente riferendosi alle norme del diritto nazionale (diritto amministrativo internazionale, droit administratif international, internationales Verwaltungsrecht), le quali includevano alcuni elementi stranieri. Nel presente lavoro il termine" diritto internazionale amministrativo" viene interpretato in tale ultima maniera. Il fatto è che tali norme erano estremamente rare nel diritto amministrativo, per la quale ragione la scienza giuridica non prestava particolare attenzione alla disciplina del diritto internazionale amministrativo. Invece, in tempi recenti, le fonti giuridiche dell'Unione europea sempre di più pretendono l'analisi di determinati elementi stranieri all'interno della disciplina del diritto amministrativo. In tale senso, nel presente lavoro si prende posizione a favore dell'orientamento che reputa il diritto internazionale amministrativo capace di risolvere le questioni sorte in seguito all'applicazione delle menzionate norme del diritto amministrativo.
