Durante el desarrollo de la aplicación de la Política Agraria Común (PAC) de la Unión Europea (UE) y sus sucesivas reformas se percibe un progresivo cambio de paradigma que va desde los enfoques netamente productivos a otros presididos por una preocupación ambiental, sostenible y multifuncional de los espacios rurales. Es en la última reforma de la PAC, que estará en vigor en el periodo 2014-2020, donde se apuesta de manera clara por una actividad agropecuaria respetuosa con el ambiente y el clima, si bien surgen conflictos y desequilibrios entre la búsqueda de una agricultura competitiva y comercial y la defensa de los bienes públicos asociados a ella. El objetivo principal estriba en poner de relieve las contradicciones, conflictos, incongruencias y desequilibrios que alberga la última reforma de la PAC por lo que respecta a sus nuevas exigencias ambientales. La PAC reformada no ha tenido en cuenta las particularidades agropecuarias y forestales de las diferentes zonas agropecuarias de la UE, motivo por el que se ocasionan antagonismos, injusticias y desequilibrios territoriales, agrarios y socioeconómicos entre los países miembros. C'est dans la dernière réforme de la PAC, en vigueur sur la période 2014-2020, qu'elle se positionne de façon claire pour une activité agropastorale respectueuse de l'environnement et du climat, bien que surgissent des conflits et des déséquilibres entre la recherche d'une agriculture compétitive et commerciale et la défense des biens publics qui lui sont associés. L'objectif principal repose sur la mise en exergue des contradictions, conflits, incohérences et déséquilibres que porte la dernière réforme de la PAC quant à ses nouvelles exigences environnementales. La PAC réformée n'a pas pris en compte les particularités agropastorales et forestières des différentes zones agricoles de l'UE, raison pour laquelle s'opèrent antagonismes, injustices et déséquilibres territoriaux, agraires et socio-économiques entre les pays membres. Strengthening Albanian public financial management is indeed a crucial basis for consolidating public finances and managing these in line with EU standards. Beyond the short term-measures on the existing EU support to PFM such as controls, audits and others, EU is seeking that Albania needs an overall, long-term public financial management policy in line with the EU standards. The Common Agricultural Policy (CAP) is one of the most important EU policies and it is being transformed constantly since its initial configuration until the current reform (2014-2020). The purpose of this paper is to provide an overview of this reform and to emphasise the principal vectors of the reform process, defining the key objectives that are intended to obtain with it and the main instruments and mechanisms used to achieve those challenges. It also provides its application in Spain, indicating the degree of agreement between instruments and objectives ; La Política Agraria Comunitaria (PAC) es una de las políticas más importantes de la Unión Europea. Ésta se encuentra en un proceso de transformación constante desde su configuración inicial hasta la vigente reforma (2014-2020). El objetivo de este artículo es proporcionar una visión global sobre dicha reforma. Resaltar los principales vectores del proceso de reforma, definiendo los objetivos fundamentales que se trata de conseguir con ella y los principales instrumentos y mecanismos que utiliza para la consecución de tales retos. Mettre en évidence les principaux vecteurs du processus de réforme, en spécifiant les objectifs clés à obtenir avec elle ainsi que les principaux instruments et mécanismes utilisés pour ces défis. En même temps, souligner son application en l´Espagne, ce qui indique le degré de cohérence entre les instruments et les objectifs.

A sovereign and independent Ukraine, steadfastly committed to democracy and the rule of law, is paramount to Euro-Atlantic security. Relations between Ukraine and NATO began to develop in the early 90-s of XX century and have since become one of NATO's most significant partnerships. Since 2014, as a result of the Russian-Ukrainian conflict, cooperation between Ukraine and NATO has been intensified in a number of key areas, namely capacity building. Allies continue to condemn Russia's illegal annexation of the Crimea, as well as its destabilizing and aggressive actions in eastern Ukraine and the Black Sea region. NATO's presence in the Black Sea has been increased and cooperation in the naval field between NATO and Ukraine has been intensified.

The Republic of Serbia is in the process of joining the EU, which implies harmonization of Serbia's agricultural policy with Common Agricultural Policy (CAP) measures and mechanisms that are constantly in the process of reforming. The aim of the paper is to present the CAP reform solutions for the 2014-2020 programming period, as well as their comparison with the instruments of agricultural policy in Serbia. The analysis is primarily focused on direct payments due to their significance, in the total EU and the CAP budget, and importance in overall agricultural support in Serbia. Comparison of the instruments of CAP with the instruments of agricultural policy of Serbia, within direct payments, indicates significant differences. Namely, agricultural policy of Serbia is characterised by certain forms of direct incentives, which are fully eliminated in the CAP (payments based on output, input subsidies, etc.). ; Republika Srbija se nalazi u procesu pristupanje EU, što, pored ostalog, podrazumeva usklađivanje agrarne politike Srbije s merama i mehanizmima Zajedničke agrarne politike - ZAP (Common Agricultural Policy), koja se neprekidno reformiše. Cilj rada jeste da se prikažu reformska rešenja ZAP za period 2014-2020. godine, kao i komparacija s instrumentima agrarne politike Srbije. Analizom su prvenstveno obuhvaćena direktna plaćanja, s obzirom na njihov značaj u ukupnom budžetu EU i budžetu ZAP, te značaj koji imaju u ukupnoj agrarnoj podršci u Srbiji. Komparacija instrumenta ZAP s postojećima u agrarnoj politici Srbije, u okviru direktnih plaćanja, ukazuje na to da se ona značajno razlikuju. Naime, u agrarnoj politici Srbije evidentno je prisustvo pojedinih oblika direktnih podsticaja koji su u ZAP potpuno eliminisani (proizvodno vezana plaćanja po autputu; regresi za đubrivo i sl.).
