In the article the main methodological approaches to the problem of interaction of institutes of the state and civil society in the context of ensuring national security of Russia are analyzed. Two main alternative concepts (liberal and etatist) to which the Russian researchers adhere are allocated. Supporters of liberal approach suppose that domination of the interests of civil society and ensuring equal cooperation with government institutions at the solution of problems of ensuring national security is necessary. Adherents of the etatist concept defend an unconditional priority of government bodies in this sphere. The authors provide the conceptual analysis of estimates by domestic researchers of the main activities of associations of the citizens connected with the counteraction to threats of national security. In the article positive impact of institutes of civil society on political and social and economic processes in Russia is noted, their assistance in development of the state institutes of the state and the potential of constructive interaction with federal and regional authorities on ensuring national security is estimated. The detailed analysis of the politological concept according to which more active participation of public organizations and socially responsible citizens in ensuring national security is necessary, is carried out. Their influence on development of a security system has to become more and more considerable because of social and economic problems which are objectively demanding participation of civil society in their decision-making. It is connected also with the need of modernization breakthrough, not possible without civil initiatives. In the article the conclusion that the Russian researchers attach great value to interaction of institutes of the state and civil society in ensuring national security of the Russian Federation is drawn, conceptually proving the need of their joint activity for this direction, and noting that this potential is still not fully realized.

The progress of X-ray Optics joint research activity of the European Union Horizon 2020 AHEAD project is presented here covering the X-ray optic technologies that are currently being worked on in Europe. These are the Kirkpatrick Baez, lobster eye micropore (SVOM, SMILE), slumped glass, and silicon pore (ATHENA, ARCUS) optics technologies. In this activity detailed comparisons of the measurements, of the different optics produced by the participating optics groups, obtained mainly at the MPEs PANTER X-ray test facility, are compared with simulations. In preparation for the ATHENA mission a study has been made to design the BEaTRiX X-ray test facility for testing individual silicon pore optics mirror modules, and the realization of the facility is now on going. A zone plate collimating optics developed for PANTER is being studied, optimized, and tested at PANTER. This zone plate will be used for characterising a high quality optics module in a parallel beam to verify the BEaTriX performance. Several of the measurements and selected results are presented here.

Развитие психологической совместимости операторов является одним из условий снижения негативных последствий воздействия стресс-факторов. ; In the article influence of mental conditions of operators is examined on efficiency of joint activity depending on their psychological compatibility. An author shows that influence on operators stressors causes the negative states of tension, anxiety, fatigue, monotony, фруст- рации et cetera. Development of psychological compatibility of operators is one of terms of decline of negative consequences of influence of stressors.

Objective: This study examined the impact of two common sizes of ballast on gait biomechanics. The terrain was designed to simulate a railroad work setting to investigate the variation in gait kinetics and muscle activation while walking. Background: Research and epidemiology suggest a potential link between walking surface characteristics and injury. However, few studies have investigated the impact of ballast surfaces, which is a surface of interest in the railroad and construction industries, on gait dynamics. Method: For this study, 20 healthy adult men walked along three distinct pathways (no ballast [NB], walking ballast [WB], and mainline ballast [MB]). WB and MB consisted of rock with an average size of 0.75 to 1 in. and 1.25 to 1.5 in., respectively. Full-body motion, ground reaction forces, and electromyographic (EMG) signals from lower extremity muscles were collected, and three dimensional joint moments were calculated. Parameters of interest were moment trajectories and ranges, EMG activity, and temporal gait measures. Results: Joint-specific differences indicate significant variations between surface conditions. Joint moment ranges were generally smaller for MB and WB compared with NB. EMG activity, in particular, co-contraction levels, was found to be significantly greater on ballast compared with NB. Temporal gait parameters were significantly different for MB than for either WB or NB. Conclusion: Walking on ballast increases muscle activation to control the moments of the lower extremity joints. Application: The results suggest that ballast has an effect on muscles and joints; thus, the findings provide insight to improve and develop new work practices and methods for injury prevention.
