This paper focuses on the sustainable development conditions in Italian Inner Areas. Italy&rsquo ; s Inner Areas are rural depopulated areas characterized by their distance from the main service centers of education, health, and mobility, according to the classification proposed by the National Strategy for Inner Areas in 2012. The inner and marginal areas are recently getting the interest of the market place and agricultural economics, as well as the attention of the regional and cohesion policies of national governments and the European Union. These places provide an intriguing perspective for a broader reflection on European peripheral areas and their development trajectories. The aim of this contribution is to interpret the determinants of the relationships between rural identity and perceptive components of authenticity, in order to understand the mechanisms by which they are positively reflected in socio-economic and environmental use, influencing in turn, the level of sustainability of territorial development. We found a specific role of the rural identity in the catalyzed phenomena of interaction between citizens/community and visitors/stakeholders, through the authenticity effect, identifying them as the basis of the spontaneous, bottom-up emersion of a symbolic platform, which characterizes the identification of a place brand and of the creation of the perception/destination of the inner territories&rsquo ; characteristics. Finally, the paper discusses an Italian Inner Areas project promoted by the common engagement of local institutions and social and economic actors.

AbstractIn questo studio si presentano alcune riflessioni mirate a riconoscere nelle più recenti linee di pensiero dell'archeologia teorica - pubblica, simmetrica, sincretista - e dell'Heritage Education la necessità di un sempre più accentuato approccio dialogico con altri domini disciplinari e con il territorio, per contribuire a promuovere il patrimonio culturale, nella fattispecie quello archeologico, quale veicolo fortemente attrattivo ed evocativo di valori culturali contestuali e sostanziale propulsore di sviluppo, nella consapevolezza che l'autenticità di un territorio sia intrinseca e dipenda in primis da una comunità consapevole, informata e cosciente delle ricchezze culturali del luogo, sentite come segni di identità. Il questo senso il patrimonio archeologico capillarmente diffuso in area appenninica, anche umbro-marchigiana, può oggi più che mai avere la reale possibilità di elevarsi a "trasmettitore di cultura", dare effettiva prova delle sue potenzialità educative, identitarie e di sviluppo sostenibile per le aree interne, superando lo iato ancora esistente tra visione esperta e non esperta, promuovendo la ricerca a ruolo di mediatore tra politica e comunità.This study reflects upon both recent trends in archaeological theory – public, symmetrical, syncretistic – and in heritage education, including the need for an increasingly accentuated, dialogic approach with other disciplines. It emphasises the need for dialogue with regional and local authorities and communities, facilitating the promotion of archaeological cultural heritage as a highly attractive and evocative vehicle for contextual cultural values, and as a driving force for development. It argues that the 'authenticity' of a territory is intrinsic, dependent primarily upon a conscious, informed community that is aware of its cultural heritage and the role that it plays in the construction of (potentially multiple) identities. This paper constitutes an exploratory study about the possible relationships between Inner Areas and World Heritage Sites in Italy. For each pilot project area individuated by SNAI, it was designed a potential tourism gravitational basin, by taking into account the average yearly overnights of all the neighbouring provinces with WHS endowments, for the 12-years period 2005-2016. General results show that the central-northern pilot areas are more willing to intercept cultural heritage flows, while the majority of southern areas are significantly far from possible convergences with UNESCO place markers. Descriptive statistics and synthetic cartographic representation of potential tourism gravitational basins are provided, policy implications are discussed.Questo lavoro costituisce uno studio esplorativo circa le possibili relazioni tra Aree Interne e Siti del Patrimonio UNESCO in Italia. Per ciascuna delle aree del progetto pilota individuate dalla SNAI è stato disegnato un potenziale bacino gravitazionale di utenza turistica, prendendo in considerazione la media annuale delle presenze turistiche delle province confinanti e aventi sul proprio suolo almeno un sito UNESCO, per un periodo di 12 anni dal 2005 al 2016. This paper represents the first systematization of an ethnography based on Molise in the framework of a wider interest in regional/national/global processes of heritagization and monitoring put in place in the last two decades, above all, but not exclusively by the UNESCO framework, Council of Europe and other global contexts of conservation/valorisation policies. The Region Molise, being small and relatively secluded, is particularly fit for advancing some methodological and theoretical issues. The research is focused on bio-cultural heritage and transhumance/traditional pastoralism revitalization as a cultural/tourist path, especially in the inner regions of Northern Italy, but also in the South. Moreover, transhumance has recently been reconsidered as a new form of sustainable breeding activity and a very embedded practice in the local.Questo saggio è una prima sintesi di un'etnografia svolta in Molise nel quadro di un più ampio interesse per i processi di patrimonializzazione a livello regionale/nazionale/globale nell'ultimo ventennio, essenzialmente nel quadro, seppur non esclusivo, delle politiche UNESCO, del Consiglio di Europa e di altre cornici globali di salvaguardia e valorizzazione dei beni immateriali e materiali. Il Molise risulta per le sue dimensioni e per la relativa appartatezza, adatto ad osservare alcune dinamiche e avanzare alcune riflessioni. La ricerca è incentrata sul patrimonio bio-culturale e in particolar modo sulla pratica della transumanza e del pascolo vagante rivitalizzati recentemente nel quadro di percorsi e cammini turistici, soprattutto in alcune aree interne e montane dell'Italia Settentrionale, ma anche più recentemente in alcune zone del centro-meridione. Ancor più recentemente queste forme di pastorizia tradizionale sono state riconcettualizzate come espressione di un sistema di allevamento sostenibile e di pratiche rurali fortemente radicate nella località e come risorsa per lo sviluppo delle aree maggiormente periferiche e interne del Paese.

In questo articolo gli autori hanno impiegato la metodologia STeMA, adottata nell'ambito del PRIN 2015 e applicata alle aree interne d'Italia, per valutare l'impatto delle politiche nazionali ed europee nel conseguimento dell'obiettivo della coesione territoriale. Dapprima gli autori hanno riportato una sintesi del dibattito scientifico e istituzionale sulla definizione di aree interne e periferie metropolitane. Poi hanno utilizzato tre indicatori per monitorare, secondo l'approccio del Territorial Impact Assessment (TIA), la valorizzazione di importanti fattori di sviluppo localizzati, come le Università e la distribuzione dei laureati triennali. Hanno quindi considerato la politica di sviluppo territoriale della Regione Siciliana nel periodo di programmazione 2014- 2020. Infine gli autori traggono delle prime riflessioni sullo stato della ricerca svolta e sulla necessità di una riconfigurazione del complesso rapporto tra università e territorio, come aspetto strategico della più complessiva politica nazionale per la coesione territoriale.

Abstract
This article analyses the Italian National Strategy for Inner Areas (NSIA) as a new policy for local development only partially linked to the European cohesion policy. It focuses on its innovative contents (vision, governance and methodology), and mainly on the transfer of innovation to lower levels of government and between local administrations. As an empirical study of policy transfer and policy innovation in a system of multilevel governance it shows an unexpected transfer of the NSIA methodology to another policy field: that of post-earthquake reconstruction in Central Italy. The article concludes by applying the typology of policy transfer developed in its first part to the analysis of the case-study as a whole.

The international debate about urban regeneration has so far privileged large-sized interventions in 'deprived' inner areas, mainly conceived as an application of conventional measures of physical rehabilitation and socio-economic development according to a blue-print global model. In this kind of experiences even the claim for an active participation of local residents tends to be reduced to ritual mechanisms that do not seem able to stimulate the rise of an enlarged decision-making and a real bottom up process. Starting from a scientific perspective oriented to the socio-spatial practices that inform the every-day life of the cities, our article aims at enlightening the (missing) relationships between the urban policies led by institutional players and the practices carried out by social actors in the inner areas dubbed as 'deprived' and 'marginal'. Furthermore, some critical insights will be devoted to discussing the so-called model of development of European southern cities. The case-study is offered by a peripheral neighborhood in Turin (Italy), Barriera di Milano, observed as an ideal stage to investigate the interconnections, contradictions and dichotomies between the institutional urban measures applied to foster the local livability and wellness in the area and the concrete, 'ordinary' ways in which the neighborhood organizes its social and economic functions. Despite the common opinion about the problematic nature of the quarter, the social relations, small businesses and cultural activities appear livable and well established, and contrast to the Municipality's urban planning proposals, oriented to develop new residential and commercial areas around large public infrastructures. While the issue of 'deprived peripheral areas' has been at the core of the local political propaganda to the point that the polls in the peripheral neighborhoods have aroused an upheaval in the municipal government, - with the defeat of the former left-wing majority in favour of the 'Five Stars' movement - our article reveals the inability of such policies to dialogue effectively with the neighborhood multiple souls and resources.

The Italian debate concerning the relationship between cities and inner areas polarized around a few dichotomous - and somehow simplifying - positions. On the one hand exists the rhetoric addressing the ``villages'', intended as remote places to re-inhabit, escaping from the pandemic. On the other hand is the narrative of the metropolis, envisioned as a place-fulcrum from which to start again -- following the already-known patterns of growth and concentration -- despite the fragilities made explicit by Covid. In order to overcome these juxtaposed approaches, our work wants to shed light on the importance of ``intermediate territories'' intended as priority places to rethink within a new geography of marginality. In Italy, such intermediate territories, named \emph{Italia di mezzo}, occupy half of the national surface and host more than half of the population. Moreover, they embody extremely articulated geography: they include portions of twentieth-century urbanization (such as coastal settlements, industrial districts, various traits of ``città diffusa''), medium-sized cities with different administrative and functional centrality levels, sectors of metropolitan belts and a substantial share of rural areas in plains and hills. Faced with the radical risks and uncertainties that characterize the contemporary condition, it is essential to take care of these territories not only because they urgently need investments aimed at solving forgotten critical issues (from the necessary reconversion of production chains to the impact of climate change). These territories can also play a strategic positive role in the face of crisis phenomena thanks to their characteristics of elasticity and plasticity. If we look at them from a relational point of view - and not only from a topological one - these intermediate territories can play the role of two-sided ``intermediaries'' and ``hinges.'' On the one hand, they can be prepared to provide assistance and support to the inner and less densely populated areas; on the other hand, by taking advantage of their infrastructural and social capital, they can offer decongesting opportunities for most polluted metropolitan areas and more accessible living and working conditions.
