This paper analyzes and identifies the deficiencies in the current migration governance system, delineates pressing and structural challenges to global governance of forced migration and recommends pathways through which the Group 20, which is an informal forum comprised of the 19 most influential economies in the world and the EU, could play a seminal role to mobilize reform in the current global refugee management system, advocate for better policy formulation and enhanced policy coherence, encourage equitable burden sharing and improve refugee transport and resettlement services in origin, first asylum, transition and destination countries.

AbstractInternational migration governance can be represented as a system set up to manage cross‐border mobility of people in the interest of participating states; mostly by means of bilateral agreements between countries and top‐down, UN‐mediated multilateral and EU‐directed plurilateral arrangements. The latter have often failed to work effectively, so we ask if there is another way. We argue that Australia and New Zealand, together with several Pacific nations, form the ANZ Pacific Migration Governance System (ANZPAC), which provides an alternative way of regional migration governance. We call it an idiorhythmic system of governance: a bottom‐up arrangement between states using devolved and/or self‐regulating coordinating mechanisms to allow participating states sufficient freedom to pursue their own agendas at a pace determined mostly uni‐nationally. ANZPAC facilitates enhanced mobility of migrants to and within the region while also helping to reticulate inflows of unauthorized immigrants. The article points out that the process of introducing market relations in Ukraine and the growing role and importance of joint-stock companies in the economic development of the country and well-being of its citizens have created the need of corporate governance that emerged due to changing ownership structures and transition to market relations.The study shows that the corporate form of business organization is a new and complex phenomenon in Ukraine. Corporations (joint-stock companies) are the most widespread and significant form of business organization in the current conditions. It is emphasized that the defining feature of a corporation is that it is owned by shareholders who bought stock. This requires a completely different approach to management and control. The nature, role and principles of corporate governance framework are described. It is reasoned that since management and ownership are separated, there is a need to balance interests of shareholders and management.It is stressed that corporate governance is an important factor in the company's activity and development, the primary purpose of which is to provide owners with the opportunity to organize and exercise effective control over management. The essence of corporate governance is to achieve a balance of interests for participants of corporate governance, namely: shareholders, managers, supervisory board and other groups and individuals (suppliers, consumers, creditors, government authorities, etc). The role and place of management in corporate governance, their interests and powers are highlighted.The following responsibilities are associated with executive bodies, or management: solving currents problems related to the corporation's activities, ensuring decision-making by general meeting of shareholders and supervisory board, planning, organizing, motivating, coordinating, and monitoring.It is substantiated that management and corporate governance are different concepts. The key difference is that corporate governance is a wider concept, and management is an integral part of it. The effectiveness of corporate governance rests on the organization of the work of management.

Da Sparkassen einen öffentlichen Auftrag erfüllen müssen, der ihr Bestehen gesetzlich legitimiert, zeichnet sich ihr Corporate-Governance-System durch Besonderheiten aus. Diese Besonderheiten wirken sich nicht nur auf die Vorstandstätigkeit, sondern auch auf die Tätigkeit der Kontrollorgane aus, welche eine nachhaltige Erfüllung des öffentlichen Auftrags prüfen und gewährleisten sollen. Nach einer Vorstellung des Corporate-Governance-Systems beschäftigt sich der Beitrag daher mit der Frage, ob und wie allgemeine Herausforderungen, die durch das System bedingt sind, sowie besondere Herausforderungen, die sich aus der langanhaltenden Niedrigzinspolitik ergeben, die Effektivität der Kontrollen beeinflussen.
The aim of the present document is to present the author's proposals on the reform of the governance model from a holistic and functional perspective. The first task when designing a system of governance should be to identify the function that it is to fulfil, which leads on to the question of exactly why universities are meant to be autonomous. For the good of society, universities as institutions have to guarantee that the knowledge they generate and transmit does not favour the interests of any particular group. They provide a public service that must act with autonomy. This autonomy must include all decisionmaking mechanisms, the whole system of governance, so that the public service of higher education and research can be rendered as efficiently as possible and without submitting to the influence of political, economic or religious interests. On the basis of the conclusions of the study University Autonomy in Europe II. The Scorecard and the current situation of the university, research and innovation system, this study proposes a well-defined set of governance elements that cover all the dimensions of university autonomy. The study makes explicit reference to the university system in Catalonia but its conclusions and argumentation are of more general applicability.

This article provides information on current trends in coastal resource management in the Philippines through two case studies on common property resource comanagement in Panay Island, Western Visayas, the Philippines. The article reveals that the management and development of large marine ecosystems requires key conditions to succeed, such as the delineation and congruence of politically defined space with ecological realities; enhancement of stake-holder management capabilities (i.e., information, resources, and skills); supplementary livelihood opportunities; enabling institutions and increased grassroots participation; and effective oversight and coordination between and among concerned state, civil society, and market (profit-oriented) organizations. In the process, achievements and difficulties surrounding the creation of a coastal area governance system (CAGS) are examined.

Relevance of the research topic. The current stage of socio-economic development of both countries with developed and transformational economies is characterized by uncertainty of the external environment, intensification of globalization processes, which raises the issue of substantiation of financial strategy, specification of its tasks and development of tools for their solution. Formulation of the problem. With increasing volatility of socio-economic dynamics, the COVID-19 pandemic raises the need to develop a public financial strategy that will improve the quality of fiscal risk assessment, develop tools to minimize them, increase coordination of public authorities, reduce unproductive government spending. Analysis of recent research and publications. Problems of formation and implementation of financial strategy in the system of public administration are revealed in many scientific researches of domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Levaeva, L. Lysyak, I. Lukyanenko, L. Marmul, V. Makogon, V. Fedosova, I. Chugunova and others. Selection of unexplored parts of the general problem. Increasing volatility of socio-economic dynamics impairs the chances of rapid economic recovery. In this regard, an important task is to develop a public financial strategy aimed at implementing measures to minimize fiscal risks. Problem statement, research goals. The objectives of the study are: to substantiate the role of financial strategy in the system of public administration in conditions of increasing volatility of socio-economic dynamics, the COVID-19 pandemic; to determine the features of the formation and implementation of financial strategy in the system of public administration; to analyze and estimate state budget expenditures. The purpose of the study is to reveal and substantiate approaches to the formation and implementation of financial strategy in the public administration system. Method or methodology of the study. To achieve the goal of the article, a set of general scientific and special methods was used: theoretical generalization and comparison; systemic; comparative analysis; scientific abstraction. Presentation of the main material (results of work). The role of financial strategy in the system of public administration in the conditions of increasing volatility of socio-economic dynamics, pandemic COVID-19 is revealed. Peculiarities of formation and implementation of financial strategy in the system of public administration are determined. The analysis and estimation of state budget expenditures is carried out. Approaches to the formation and implementation of financial strategy in the public administration system are substantiated. Field of application of results. The results of the study can be used in the process of reforming the financial system and its components. Conclusions in accordance with the article. The formation and implementation of a sound public financial strategy is a prerequisite for ensuring the stability of macroeconomic dynamics through the synergy of tools of the components of the public administration system, the development of tools to minimize fiscal risks.

The article considers the theoretical and methodological foundations of reforming the public administration system in Ukraine. This issue does not lose its relevance, because, under the constant influence of various factors (economic, political, social), this area is constantly in a dynamic state, changing and modernizing. It is determined that public administration should be understood as a type of activity related to the management of state affairs. It was found that public administration includes mechanisms for managing human, financial, material resources, communication and information systems, as well as management related to the provision of public services. It is noted that it is important to constantly modernize the mechanisms of public administration in order to build the most effective interaction between the state and society and achieve a balance of interests. The basic principles on which the reform of the public administration system is based and which are the vectors of public administration development in modern conditions are considered. It is proved that the main purpose of public administration reform is to strengthen the managerial and administrative capacity of the state apparatus, which will contribute to the sustainable development of Ukraine. In order to achieve this goal, a number of key areas of reforming the public administration system are substantiated, in particular, improving the functions of the state, civil service, regulatory support, financial support and public administration processes. It is determined that the implementation of public administration reform measures should significantly improve the quality of policy development and its tools, increase the effectiveness of implementation, as well as ensure appropriate monitoring and evaluation of the process of achieving policy goals and expected results.

Resources of strategic importance are supposed to take center stage in future conflicts. On this background, the author argues for the implementation of a preventive resource security policy in form of a multi-level approach that systematically includes non-governmental stakeholders. The main contribution of this article is the identification of some policy approaches & international initiatives relevant for a preventive resource security policy. In conclusion, the crucial importance of a global governance system is emphasized which includes an international agreement on sustainable resource management. Adapted from the source document.
