Results of study are showing that in GIS products in Ukraine is still no unified system of national standards. There is introduction of international standards in Ukraine and harmonization of the current Ukrainian legislation with international create suitable conditions for implementing geospatial data infrastructures (GDI) in Ukraine, and thus for integration into space Geoinformation European Union (EU). In future, national geospatial data infrastructure (NGDI) will be basic skeleton containing a set of relevant and accurate spatial data. That date will always be accessible at local, national and global levels. Such information will have ensured sustainable development, economic growth and social progress of society, and effective environmental protection. NGDI will have solved pressing issues in their environment and will have opened the door for "open data". ; Как показывают результаты исследований на геоинформационную продукцию в Украине до сих пор нет единой системы национальных стандартов. Внедрение в Украине международных стандартов и гармонизация действующей украинской законодательной базы с международной создаст подходящие условия для реализации инфраструктуры геопространственных данных (ИГД) на Украине, а затем и для интеграции в геоинформационное пространство Европейского Союза (ЕС). В будущем Национальная инфраструктура геопространственных данных (НИГД) станет определенным базовым каркасом, содержащим совокупность актуальных и точных пространственных данных, которые всегда будут доступными на локальном, национальном и глобальном уровнях. Наличие такой информации позволит обеспечить устойчивое развитие, экономический рост и социальный прогресс общества, а также эффективную охрану окружающей среды. НИГД решит насущные вопросы в своей среде и откроет двери «открытым данным». ; Як показують результати досліджень на геоінформаційну продукцію в Україні досі немає єдиної системи національних стандартів. Interoperability is one of the key characteristics of the national geospatial data infrastructure (NSDI), on which depends the effectiveness of the interaction of holders, producers and users of geospatial data in the network of geoportals. The article substantiates the methods and means of achieving a high level of interoperability of the components of the Ukraine NSDI on the basis of ensuring the consistency of geospatial data supplied by different data producers, standardization of metadata and interfaces of geoinformation services. It is established that the bases of the legislative and organizational level of interoperability are defined in the Law of Ukraine "On the national geospatial data infrastructure " and in the "Procedure for the operation of NSDI". To ensure the interoperability of the components of the Ukraine NSDI at the semantic and technical levels, it is necessary to develop a set of technical regulations that define common requirements for: composition and structure of metadata, interfaces and functions of geographic information services, compatibility of geospatial data sets, classification systems, coding and unique identification of geospatial objects, open data exchange formats. These technical regulations should be based on the consistent and comprehensive implementation of the methodology of the basic international standards of the ISO 19100 Geographic Information / Geomatics series, the effectiveness of which has been confirmed by the successful implementation of NSDI in many countries of the world. ; Інтероперабельність належить до ключових характеристик національної інфраструктури геопросторових даних (НІГД), від якої залежить ефективність взаємодіє держателів, виробників та користувачів геопросторових даних в мережі геопорталів НІГД. В статті обґрунтовано методи та засоби досягнення високого рівня інтероперабельності компонентів НІГД України на основі забезпечення узгодженості геопросторових даних, що постачаються різними виробниками даних, стандартизації метаданих та інтерфейсів геоінформаційних сервісів. Today, scientists use local and closed geospatial solutions to run their models and store their results. This may limit their ability to share their models, and results with other interested colleagues. This scenario is changing with the advent of new factors such as the rapid growth and rise of open source projects, or new paradigms promoted by government organizations to manage environmental data, such as Infrastructure for Spatial Information in the European Community (INSPIRE) directive, or the massive use of Web 2.0 techniques where users are looking for applications with a high degree of collaboration, interactiveness, and multimedia effects. Many authors address the versatility of Spatial Data Infrastructures where resources are shared and accessed via standard service according to complex specifications. In this context, the authors point out the need to merge the traditional building and maintenance of these infrastructures, driven by official providers, with these more participative methodologies where users can participate in creating and integrating information. It seems necessary to develop new geospatial tools which integrate these new trends. This paper proposes a unified solution offering to the scientific field an open development framework, based on standards and philosophies focused on new technologies and scientific needs.

Dissertation submitted in partial fulfillment of the requirements for the Degree of Master of Science in Geospatial Technologies. ; Many countries across the world embark on the building of SDI to facilitate the sustainable development of their country. However the challenge of developing such infrastructure to a large extent depends on its implementation, which is significant that no single sector can address alone without collaboration and partnership. Public Private Partnership (PPP) is among the strategies currently adovated for SDI development by various SDI experts. This research therefore analyzes SDI development with reference to the institutional arrangements, policy and technology components of SDI and PPP case experiences of Australia, Canada, United States and the Netherlands from developed countries and on the other hand, Egypt and South Africa from the developing countries. A questionnaire survey and literature review was carried out on relevant GI organizations to ascertain the status of the NGDI development and the potentials of PPP in the geospatial sector in Nigeria. The analysis reveals that PPP has a high level of acceptance among respondents as an approach in the future for the development of SDI in Nigeria. However, absence of SDI policy directive, coordination of donor funded projects in the sector are identified as major hurdles that has to be overcome for the success of SDI development through PPP in Nigeria. Moreover, comparative analysis of the selected cases shows some unique similarities and differences between developed and developing countries. Thus, it is acknowledged that public and private sectors, by nature are complementary and hence effective PPP can only be created through "mutually designed, analyzed and accepted instruments of cooperation and collaboration". In conclusion, for SDI development to be achieved successfully through PPP approach deliberate and sincere effort need to be made by the government to create enabling environment for the private sector participations in the sector. This, therefore, involves among others the passing of the long awaited GI policy in the country, creating better environment for dialogue between the government and the private sectors, promotion of talk shows and workshops for public awareness in new SDI concepts.
