The purpose of the article is to establish the main trends in the development of the market of fuel and energy resources in the agricultural sector, to build a model for calculating the retail price of diesel fuel in Ukraine, depending on world oil prices and the US dollar exchange rate. Research methods. In the process of research, the dialectical method of scientific cognition, analysis and synthesis, system generalization (establishment of the basic tendencies of development of the market of fuel and energy resources in the agricultural sector, formation of conclusions) is used; analytical alignment of the trend (linear) (identifying the trend in the dynamics of demand for gasoline and diesel fuel) were used; world oil prices and retail prices for gasoline and diesel fuel in Ukraine); correlation and regression analysis (quantitative measurement of the degree of influence on the price of diesel fuel of both individual factors and their combination; construction of a regression model for calculating the retail price of diesel fuel in Ukraine depending on world oil prices and the US dollar exchange rate). Research results. The main trends in the development of the market of fuel and energy resources in the agricultural sector of Ukraine have been established. The degree of influence of both individual factors and their combination on the price of diesel fuel has been determined. A regression model is built for calculating the retail price of diesel fuel in Ukraine depending on world oil prices and the US dollar exchange rate. A short-term forecast of the price of diesel fuel in Ukraine has been carried out. Scientific novelty. Based on the establishment of the main trends in the development of the market of fuel and energy resources in the agricultural sector, an econometric model based on multiple linear regression has been built, which allows determining the relationship between the retail price of diesel fuel in Ukraine and the world oil price, as well as the dollar exchange rate. Practical significance. Conclusions, suggestions and practical recommendations can be used in the development of investment projects in agriculture and the formation of state programs for the agricultural sector development. An existent legislative base from introduction of alternative fuel and energy resources in fuel balance of Ukraine has been described. The directions of improvement of financial-legal instruments from deve-lopment of alternative fuel and energy resources have been considered. The scientific reflection of the authors is caused by the paradoxically conflict situation in the world's fuel and energy complex and the unresolved nature of a number of methodological and applied issues of the functioning of financial instruments. The authors proceed from the assumption that conflicts grow not so much by the scarcity of natural resource reserves, labour, and the transition to non-traditional energy sources, energy-saving technologies, or the search for rent by a number of financial institutions. One of the main reasons is the primacy of economic interests in solving the problems of environmental protection. The lack of readiness of institutes for new risks of geological and technological nature, the need to change the functions and spheres of influence of international organizations operating in the financial and energy spheres also lead to stressful and conflictual situations. An important role in the study of the problem is the sectoral aspect of the resource problem of contemporary international life, which is both a traditional and a contemporary dimension of economic paradox (the paradoxes of Smith, Jevons). The paradoxes of economic development allow us to determine the direction of synergy between the factors of production and the forms of ownership of natural resources, the possible points of bifurcation and the growth of natural rent into a political one. The authors used the model of research of "product chains" and laid the foundation for global value networks in the form of analysis of the processes of transformation of raw materials into the product of demand, as well as global value added networks in the form of analysis of factors of the organization of global industries. Theoretical substantiation and practical tools for the analysis of added value chains and various types of fuel and energy complex management are offered. Georgia, deprived of its own hydrocarbon resources, relies exclusively on the import. It has abstained from purchasing those from the Russian Federation for political reasons, which, combined with the lack of LNG terminal infrastructure, has led to the factual monopolization of crude oil and natural gas supplies from Azerbaijan. For geopolitical reasons, Georgia remains the only export route for Azerbaijan for these resources. Easy access to those resources due to its position as a transit state has an impact on the tempo of energy transformation in Georgia. On the one hand, the significantly lower than expected dynamics of the development of renewable energy sources, and on the other hand, the growing role of Azerbaijani national companies in the market of liquid fuels and natural gas in Georgia, are visible consequences of the emergent status quo.
