As policymakers refocus on growth, the ability to take a firm-level view is key to disentangling the various factors at the root of competitiveness, and thus to designing appropriate policies. Firm-level data provides critical information for the design of appropriate competitiveness measures that complement traditional macro analysis. More work remains to be done assembling firm-level information, but the variance of the distribution of firm characteristics already conveys important information in addition to standard averages. New indicators should be developed to translate the distribution of firm characteristics into indicators of competitiveness designed to capture not only average performance but also the heterogeneity of firm performance. This Policy Contribution builds on ongoing research within EFIGE (www.efige.org), a project to help identify the internal policies needed to improve the external competitiveness of the European Union.

Informationen zur Sektorzugehörigkeit sind oftmals eine Voraussetzung für Analysen auf Firmenebene. Die Veränderung der Industrieklassifikation von ISIC 3.1 zu ISIC 4, die in Deutschland mit der Veränderung der Klassifikation der Wirtschaftszweige WZ 2003 nach WZ 2008 implementiert wurde, verhindert die Verwendung langer Zeitreihen auf disaggregierter Sektorebene. Die vorliegende Studie nutzt Daten des deutschen Unternehmensregisters 2007 und 2008, mit mehr als vier Millionen Beobachtungen jedes Jahr, um Konvertierungstabellen (conversion tables) für die Wirtschaftsabschnitte auf drei-Steller Ebene und höher zu erstellen. Um eindeutige Sektor-Paare zu definieren wählen wir den ökonomischen Sektor mit dem höchsten Anteil von Firmen im ursprünglichen Sektor für die eins-zu-eins-Zuordnung. Deskriptive Statistiken zeigen, dass die Mehrheit der Sektor-Paare durch sehr hohe Anteile der Zuteilung von Firmen zum aktualisierten Sektor gekennzeichnet sind. Ein Test der Robustheit der Ergebnisse bestätigt, dass die Sektor-Paare in den Tabellen – mit wenigen Ausnahmen – konsistent mit der Liste an möglichen Paarungen sind, die vom Statistischen Bundesamt veröffentlicht wurde.

When do governments impose costs on foreign firms? Many studies of foreign direct investment focus on incentives for government expropriation, but scholars are often forced to rely on indirect measures of expropriation to conduct empirical analyses. This article introduces a data set which includes information on over 5,000 political risk insurance contracts issued by the US Overseas Private Investment Corporation since 1961, and on all the claims filed by investors under these contracts. These detailed insurance data allow us to study the determinants of foreign investors' losses from a variety of sources, including expropriation, inconvertibility, and violent conflict. To illustrate the benefits of these data for hypothesis testing, we adopt a comprehensive empirical approach and explore both shared and distinct causes across risk categories.
