THE FAILURE OF THE CLINTON ADMINISTRATION'S FOREIGN POLICY IS THE DIRECT RESULT OF A CERTAIN CAST OF MIND. TO EXPLORE THAT MENTALITY, THIS ARTICLE LOOKS BACK TO THE DEBATES OF THE COLD WAR. IT EXAMINES THE LESSONS OF VIETNAM AND SUGGESTS THAT THE DOVES WERE RIGHT. IT ARGUES THAT SOONER THAN THE MEMBERS OF THE NEW ESTABLISHMENT EXPECT, THEY MAY BE IN A WORLD HARSH ENOUGH TO LEAD THEM TO REVISIT THEIR INTELLECTUAL ROOTS AND ASK, "WHERE DID WE GO WRONG?"
