The European Commission in the past has updated the regulations regarding marine operations in order to enhance safety and protection of the environment. In that respect and with the scope to enhance safety onboard ships, Regulation No 391/2009 and in particular Article 10 on certification of ships suggested that EU Recognised Organisations (EU ROs) should harmonise their rules and procedures related to certification of materials, equipment and components based on equivalent standards issued by them. As a result the EU ROs Mutual Recognition (MR) scheme was initiated. This article investigates the current implementation of the requirements of Article 10 through the developed questionnaire and case studies. The results have shown that while safety is considered at the highest level, the current implementation needs further improvement and harmonisation of individual rules which can be delivered as the process matures. Additional information and dissemination of the overall MR process is also required engaging all marine industry. The current implementation is regarded as acceptable; however, the expansion of the scheme is a cause for concern. Finally, global acceptance of the MR scheme remains a challenge to be overcome.

This scientific article is devoted to the development and formation of a digital twin based on the information model of an oil pumping station to obtain data arising during the operation and maintenance of technical facilities for the pipeline transport of oil and petroleum products. The information model is made in domestic software Model Studio CS and is a set of interrelated information that reflects information about operating parameters, diagnostic information, test results, information about failures, maintenance and repairs. A digital twin is a virtual copy of a physical object, and it is created using a digital information model. The ability to obtain data from a digital twin is implemented using the «Digital Module for Certification, Maintenance and Repair Management of Equipment» software module, which allows you to effectively manage technical facilities, carry out diagnostics, plan maintenance and repairs, as well as reduce downtime and increase operational reliability. A methodology for creating a digital twin was developed and experiments were conducted that confirmed the effectiveness and applicability of the software module in practice.

Ships for drilling need to operate in the territorial waters of many different countries which can have different technical standards and procedures. For example, the European Union and European Economic Area EU/EEA product safety directives exclude from their scope drilling ships and related equipment onboard. On the other hand, the EU/EEA offshore safety directive requires the application of all the best technical standards that are used worldwide in the oil and gas industry. Consequently, it is not easy to select the most appropriate technical standards that increase the overall level of safety and environmental protection whilst avoiding the costs of additional certifications. We will show how some technical standards and procedures, which are recognized worldwide by the petroleum industry, can be accepted by various standardization bodies, and how they can fulfil the essential health and safety requirements of certain directives. Emphasis will be placed on the prevention of fire and explosion, on the safe use of equipment under pressure, and on the protection of personnel who work with machinery. Additionally considered is how the proper use of adequate procedures available at the time would have prevented three large scale offshore petroleum accidents: the Macondo Deepwater Horizon in the Gulf of Mexico in 2010; the Montara in the Timor Sea in 2009; the Piper Alpha in the North Sea in 1988. ; Web of Science ; 8 ; 8 ; art. no. 555

The urgent issues of innovative activity on creation of competitive items of military products during the reformation of the defence industry of Ukraine are considered, changes of ranking on the Global Innovation Index for some countries of the world are presented, classes of protection of body armour are shown in accordance with current Ukrainian standards, which requires the use of appropriate protective materials. The main directions of improvement of armour protection based on the results of ballistic tests of protective elements performed in a specialized testing laboratory accredited by the National Accreditation Agency of Ukraine are given. It is proved that the successful testing is a necessary step before the protective equipment certification. ; Розглянуто актуальні питання інноваційної діяльності зі створення конкурентоспроможних зразків продукції військового призначення під час реформування оборонно-промислового комплексу держави, наведено динаміку глобального індексу інновацій окремих країн світу, показано класи захисту бронежилетів згідно із чинними в Україні стандартами, що потребує використання відповідних захисних матеріалів. This paper describes a life cycle model for the development of electronic equipment for use on board military aircraft in the South African context. The life cycle model presented consolidates the activities of systems engineering, safety and certification, and quality assurance. The life cycle model provides a clear-cut and comprehensive framework for the development process in order to streamline planning and control. Concepts fundamental to the definition of a development process are identified and explained, and a generalised life cycle model is derived. Unlike practices in electrical and mechanical equipment engineering, Cyber-Physical Systems (CPS) do not have a set of standardized and harmonized practices for assurance and certification that ensures safe, secure and reliable operation with typical software and hardware architectures. This paper presents a recent initiative called AMASS (Architecture-driven, Multi-concern and Seamless Assurance and Certification of Cyber-Physical Systems) to promote harmonization, reuse and automation of labour-intensive certification-oriented activities via using model-based approaches and incremental techniques. AMASS will develop an integrated and holistic approach, a supporting tool ecosystem and a self-sustainable community for assurance and certification of CPS. The approach will be driven by architectural decisions (fully compatible with standards, e.g. AUTOSAR and IMA), including multiple assurance concerns such as safety, security and reliability. AMASS will support seamless interoperability between assurance/certification and engineering activities along with third-party activities (external assessments, supplier assurance). ENTAM (European Network for Testing of Agricultural Machines) is a network of European bodies involved in testing agricultural machines which aims to promote the agricultural machinery performance certification by a «third part», to implement standardised tests of the performance, safety and environmental aspects of agricultural machinery and tools, to guarantee the agricultural machinery manufacturers that their machines fulfil the present standard requirements and to allow the farmer to have the necessary and certified technical information about machinery in order to make a correct choice when purchasing a new machine.SPISE (Standardised Procedure for the Inspection of Sprayers in Europe) is an European working group that aims to harmonise and promote sprayers inspection in the European Union (EU), to exchange information on sprayers inspection activities between EU Member States, to establish a pool of experts for consultations with the European Commission (DG SANCO) and to develop common rules for which Member States are responsible (subsidiarity).Both ENTAM and SPISE represent two essential elements for the harmonisation of testing of plant protection equipment (PPE) within the European Union and are strongly supported by the activity of the Julius Kühn-Institut (JKI) (ex BBA) Application Technique Unit that has been led by Prof. Heinz Ganzelmeier until 2012.
