In a crucial sense, all machines are time machines. The essays in Media Infrastructures and the Politics of Digital Time develop the central concept of "hardwired temporalities" to consider how technical networks hardwire and rewire patterns of time. Digital media introduce new temporal patterns in their features of instant communication, synchronous collaboration, intricate time management, and continually improved speed. They construct temporal infrastructures that affect the rhythms of lived experience and shape social relations and practices of cooperation. Interdisciplinary in method and international in scope, the volume draws together insights from media and communication studies, cultural studies, and science and technology studies while staging an important encounter between two distinct approaches to the temporal patterning of media infrastructures, a North American strain emphasizing the social and cultural experiences of lived time and a European tradition, prominent especially in Germany, focusing on technological time and time-critical processes. Digital media everyday inscribe new patterns of time, promising instant communication, synchronous collaboration, intricate time management, and profound new advantages in speed. The essays in this volume reconsider these outward interfaces of convenience by calling attention to their supporting infrastructures, the networks of digital time that exert pressures of conformity and standardization on the temporalities of lived experience and have important ramifications for social relations, stratifications of power, practices of cooperation, and ways of life. Interdisciplinary in method and international in scope, the volume draws together insights from media and communication studies, cultural studies, and science and technology studies while staging an important encounter between two distinct approaches to the temporal patterning of media infrastructures, a North American strain emphasizing the social and cultural experiences of lived time and a European tradition, prominent especially in Germany, focusing on technological time and time-critical processes.

Over the past decade, a growing body of scholarship in media studies and other cognate disciplines has focused our attention on the social, material, cultural, and political dimensions of the infrastructures that undergird and sustain media and communication networks and cultures across the world. This infrastructural turn assumes greater significance in relation to digital media and in particular, the influence that digital platforms have come to wield. Having 'disrupted' many sectors of social, political, and economic life, many of the most widely used digital platforms now seem to operate as infrastructures themselves. This special issue explores how an infrastructural perspective reframes the study of digital platforms and allows us to pose questions of scale, labor, industry logics, policy and regulation, state power, cultural practices, and citizenship in relation to the routine, everyday uses of digital platforms. In this opening article, we offer a critical overview of media infrastructure studies and situate the study of digital infrastructures and platforms within broader scholarly and public debates on the history and political economy of media infrastructures. We also draw on the study of media industries and production cultures to make the case for an inter-medial and inter-sectoral approach to understanding the entanglements of digital platforms and infrastructures.

"Temporal Regimes provides a theoretical framework for understanding the temporal structures of society; a conceptually rich, empirically nuanced and culturally embodied account of temporal phenomena in contemporary world. Digital Technology and Communication Policy in Korea: From Infrastructure to Artificial Intelligence explores the overlap of politics, policy, and digital development in Korea. Despite attention to digital development and its socio-economic effects across the nation, more research must be devoted to studying how Korean communication policymakers and authorities have coped with innovative technologies and a rapidly changing communication landscape. Screen time once referred to television. Nowadays, it includes various screen sizes that are internet-enabled devices, and the pervasive smartphone. Regardless of what kind of screen is used, screen time comprises much of life itself. Being online and offline is now fairly blurred because of the ubiquitousness of technologies, Wi-Fi and screens. This paper puts forth the notion of 'temporal digital control' to explain the choice of when and why smartphones and other portable digital devices are used in today's cultural milieu, and it theorizes the 'why' of contemporary smartphone use is so prominent suggesting it enables temporal digital control in an autonomous space. Coupled with the engrossment of such use, the article elaborates how gazing at a digital device comprises a temporal connection, alongside a disconnection from real life, and a possible inauthenticity that could affect well-being. Recently published literature on 'waiting' is included to help theorize why actors choose to use digital technologies while waiting. Being preoccupied, or busy, or doing something with one's smartphone while waiting creates a sense of alleged status, importance or connection in the form of digital temporal control. An array of vignettes is provided to demonstrate agentic disengagement with the present in a preference for moving into a temporal autonomous space of 'perceived' digital control. When gazing at and using a digital device, users are arguably disengaging with the temporal present, disconnecting with others who may be beside them, in preference to the creation of temporal (and digital) autonomous spaces. Regardless of what the user is doing on their smartphone or device, the use of technologies can provide a temporal autonomous space of digital control.

Exploring how we make, distribute, and consume today s media systems Media backends--the electronics, labor, and operations behind our screens--significantly influence our understanding of the sociotechnical relations, economies, and operations of media. Digital Media: Human-Technology Connection examines the technologically textured world through case studies that illustrate the way humans and technology connect with each other and the world. An interdisciplinary array of sources from philosophy, postphenomenology, philosophy of technology, media studies, media ecology, and film studies shows that digital media and its content are not neutral. This technology textures the world in multiple and varied ways that transform human abilities, augment experience, and pattern the world.

Infolge der voranschreitenden Digitalisierung von Medienlandschaften sieht sich die Medien- und Kommunikationswissenschaft bei der Messung von Mediennutzung mit nie gekannten Herausforderungen konfrontiert. Vor diesem Hintergrund nimmt sich der vorliegende Beitrag der Frage an, inwieweit zwei neue von GESIS betriebene Forschungssoftwares nachhaltig zur Verbesserung der Mediennutzung im digitalen Zeitalter beitragen können: WebTrack (für die Aufzeichnung browserbasierter Onlinekommunikation und deren weitergehende Verknüpfung mit Längsschnitt-Befragungsdaten) und ein AppKit (für Erhebungen von Befragungs- und/oder digitalen Verhaltensdaten auf Basis von Smartphones). Beide Forschungssoftwares eröffnen sowohl für sich genommen als auch im Verbund neue Datenerhebungspotenziale, indem sie Mediennutzung im Internet plattformübergreifend erfassen und deren individuelle Dynamiken besser abbilden können als vorherrschende (Befragungs‑)Designs. Zugleich kann keine Forschungssoftware die Vielschichtigkeit von Onlinemediennutzung vollständig erfassen. Zudem handelt es sich bei der nachhaltigen Entwicklung und Bereitstellung von Forschungssoftware um eine komplexe und ressourcenintensive Daueraufgabe. Wir diskutieren die technischen und organisationalen Begleitmaßnahmen bei GESIS mit Blick auf Zuverlässigkeit, Zugänglichkeit und Langlebigkeit. Die Forschungssoftwares und die resultierenden Datenerhebungspotenziale sollen nachhaltig einem breiteren Kreis von Fachkolleg*innen zugänglich gemacht werden. Hierbei zeigt sich, dass der Betrieb verschiedener Forschungssoftwares im Rahmen einer integrierten Datenerhebungsinfrastruktur zugleich Synergien eröffnet und angepasste Maßnahmen erfordert, um der Diversität von Forschungssoftwares Rechnung tragen zu können.
