In most countries, competition in the telecommunications industry is subject to both sector-specific regulation and more general antitrust policies. At the same time, a process of international market liberalisation is under way in telecommunications which can only be truly effective - and further advance - if appropriate competitive safeguards are in place. Trading partners should agree on certain minimum standards to be observed in this area in order to better combat anticompetitive conduct and avoid international conflicts. The Reference Paper to the WTO Agreement on Basic Telecommunications is an important step in this direction and may also serve as a model for other network industries. It is a framework of rules which has to be filled with concrete decisions in the fields of antitrust and regulation. More importantly, it must be complemented by multilateral competition rules of a more general nature. ; Der Wettbewerb im Telekommunikationssektor unterliegt in den meisten Ländern sowohl sektorspezifischer Regulierung als auch der allgemeinen Wettbewerbspolitik. Gleichzeitig findet eine internationale Liberalisierung der Telekommunikationsmärkte statt, deren Effektivität - und Fortgang - wesentlich von der Existenz wettbewerblicher Schutzklauseln abhängt. Die Handelspartner sollten sich in diesem Bereich auf bestimmte Mindeststandards zur besseren Bekämpfung wettbewerbswidriger Praktiken und Vermeidung internationaler Konflikte verständigen. Das Reference Paper zum WTO-Abkommen über Telekommunikationsgrunddienste ist ein bedeutender Schritt in dieser Richtung und auch ein Vorbild für andere Netzsektoren. Es enthält eine Rahmenregelung für konkrete politische Entscheidungen und bedarf insbesondere einer Ergänzung durch multilaterale Wettbewerbsregeln allgemeinerer Art.

The "WiFi4EU" initiative is a proposal for regulation of the European Parliament and of the Council, which amends Regulations (EU) No 1316/2013 and (EU) No 283/2014, each of them on the promotion of Internet connectivity in local communities. This initiative aims to ensure that all Member States of the European Union create high-quality wireless internet access points throughout their territory to combat digital illiteracy and ensure access to healthcare, administrative services, and online commerce. With the following resolution, hospitals, libraries, monuments, museums, and parks will have a public signal available. Therefore, the proposal has a very strong social dimension, since it aims to broaden the internet signal to citizens who live near municipal areas and whose economic statuses are lacking. With a three-year implementation period, the initiative falls within the scope of the Single Digital Market, which is a major political objective and a way for the European Union to attract investments from large economic agents through the "Internet of Things". It is therefore relevant to give some context and analyze the initiative through the eyes of the Union's principles and of the notions of competition and regulation, which areessential to the European Union.

Konkurrenz ist ein notwendiger Motor einer modernen Wirtschaft. Konzerne versuchen jedoch, Vorteile gegenüber ihrer Konkurrenz zu erlangen. Um die Möglichkeiten und Gefahren verschiedener Marktregulierungsmethoden zu untersuchen, hielten Akademiker, größtenteils aus Augsburg und Hanoi, ein Symposium zur umfassenden Wettbewerbsregelung ab.
