Die Autorinnen kommen zum Schluss, dass eine Wirkungsmessung für Menschenrechtsdialoge, wie sie schon seit Jahren von Menschenrechtsorganisationen gefordert wird, zwar schwierig, aber doch möglich ist. Im Mittelpunkt der Studie stehen verschiedene Methoden der Wirkungsmessung mit qualitativen und quantitativen Indikatoren und benchmarks, die für verschiedene Zielsetzungen von Menschenrechtsdialogen zugeschnitten und angewandt werden können." It focuses on the measurement of impact of human rights dialogues, an area that has not yet received sufficient attention. In dieser Broschüre wird aufgezeigt, wie die Vermögensanlage von öffentlichen Versorgungswerken und Investoren mithilfe von Paris-aligned Benchmarks (PABs) und Climate Transition Benchmarks (CTBs) nachhaltig ausgestaltet werden kann. Sowohl die CTB als auch die PAB zielen auf Klimaneutralität bis 2050 ab. Dazu sehen sie eine jährliche Dekarbonisierungsrate von sieben Prozent vor. CTBs starten dabei mit einer weniger ambitionierten Dekarbonisierung gegenüber dem investierbaren Universum (30 % Reduktion) als PABs (50 % Reduktion). Weiterhin werden Unternehmen mit Umsätzen aus fossilen Brennstoffen in PABs ausgeschlossen und es wird ein stärkerer Fokus auf grüne Opportunitäten gelegt. In CTBs werden sie nicht ausgeschlossen, sondern werden langsam ausgesteuert. CTBs und PABs werden von verschiedenen Index-Anbietern bereitgestellt. Fast alle gängigen Anbieter vertreiben bereits Indizes, die den Anforderungen der CTBs und PABs entsprechen. Sie werden in der Regel auf einem bereits bestehenden Index (oft parent index genannt) abgeleitet, bspw. der MSCI World Climate Paris Aligned Index und der S&P 500 Net Zero 2050 Paris-Aligned ESG Index. CTBs und PABs können neben oder parallel zu anderen Ansätzen eine Option zur nachhaltigen Ausgestaltung der Anlagestrategie sein (vgl. Abbildung 1). Interessant könnten CTBs und PABs auch zum Testen der Adäquanz anderer Anlagestrategien sein. Die Analysen deuten darauf hin, dass sich die Einführung eines PAB oder CTB orientierten Index lohnen könnte.

AbstractWe question time‐invariant indices as fund benchmarks and propose a regime‐switching methodology to identify time‐varying de facto benchmarks from a pool of market‐based indices, with or without a risk‐free asset. To ameliorate the benchmark mismatch issue, we highlight the importance of using time‐varying indices‐based benchmarks for fund performance evaluation. Our de facto benchmark captures fund styles better than other benchmark choices, substantially improves the identification of significant fund alphas, and provides better out‐of‐sample forecasts. We uncover several new findings in terms of fund performance evaluation using our de facto benchmarks.

Andreas Schyra delineates the previous scientific and practical applications of indices as benchmarks for single asset classes such as stocks, commodities, German governmental bonds, and cash as well as especially for multi-asset portfolios. The author gives recommendations for allocating equity portfolios in the Eurozone under consideration of industrial and regional factors by an empirical analysis. As the most common benchmark index for the Eurozone, the Dow Jones Euro STOXX 50 is analysed in respect of index effects. This serves as a consideration of the active anticipations of index membership exchanges and a passive index investment during short- and long-term periods. Furthermore a correlation weighted equity index, established by different TMI industry indices of the Eurozone is calculated, which serves as benefit for diversification opportunities of two multidimensional diversified and systematically allocated multi-asset portfolios. This paper considers Hong Kong's benchmark language assessments for English teachers. It asks whose standard of English the government, business community, examinations authority, and the teaching profession itself expect teachers to measure up to. As well as examining documentation from these various sources, the paper analyses discussions on
TeleNex
, a computer network set up for English teachers in Hong Kong. Although the question was seldom explicitly mooted in documents and teachers' messages, the implicit standards were found to be largely exonormative. Most documents implied a native speaker norm, and teachers were found to regard British dictionaries and grammars as the main authorities on correctness and acceptability. Only the benchmark developers were found to be seeking an "educated Hong Kong model", but even their criteria rule out an "average" Hong Kong model for teachers.
