Public values are still considered by some authors to be universal, that is, applicable to all settings and constant through time. Despite this, a growing number of publications have appeared indicating that they are in fact quite context dependent, highly mutable over time, subject to modification, and thus far from universal. This article focuses on the latter temporal aspect and demonstrates how technological competency, political structures, and availability of economic resources affect the institutionalization of public values by molding citizen/consumer preferences and expectations. The salience and indeed the existence of public values pertaining to infrastructure have varied quite considerably over the past 2,000 years in Western Europe, although commonalities emerge in cognate institutional settings. This article develops a line of thought as to how public values and the systems through which these are delivered are institutionalized following societal demand, which in turn is based on specific technological, political, and economic contexts. To demonstrate this argument, we have selected two policy areas in which public values can be recognized (transport infrastructure and access to foodstuffs) in four different Western European historical settings (the Roman Empire, Medieval England, 18th-century France, and Industrial England). We do not make any claim to completeness or representativeness, but aim to demonstrate how different public values have been conceptualized and institutionalized in different eras, and how wider societal forces color this institutionalization process. The article concludes with lessons for the present day.
This chapter assesses the implications of UN SDG 16: 'Peace, Justice and Strong Institutions' for both forests and people. Particular focus is placed on three thematic areas: 1) peace and the reduction of armed conflict, 2) the rule of law, accountability, transparency, and access to justice and 3) inclusiveness and participation. Conflict is widely variable in its effects, and may either prevent agricultural expansion or drive illicit crop production, and foster migration in or out of forested areas; while peace is often accompanied by state-supported mining and expansion of commercial crops. Regarding rule of law, forest policy in many countries favours political elite, large-scale industry actors and international trade. Hence, if SDG implementation strengthens state institutions, the 'rule of law' and transparency linked with international trade, it is likely to reinforce existing inequalities, unless it is counter-balanced with legal reforms that strengthen local rights to land and resources. While there has been much recent progress in promoting 'participatory' forest management, this is often tightly controlled by the state, contributing to local administrative burdens without redistributing power and benefits. In sum, the impacts of SDG 16 on forests and people depend on how it shapes power and resource distribution.
Deforestation and forest degradation remain huge global environmental challenges. Over the last decades, various forest governance initiatives and institutions have evolved in global response to interlinked topics such as climate change mitigation, biodiversity conservation, indigenous rights, and trade impacts – accompanied by various levels of academic attention. Using a Delphi methodology that draws on both policy and academic insights, we assess the currently perceived state of play in global forest governance and identify possible future directions. Results indicate that state actors are seen to be key in providing supportive regulatory frameworks, yet interviewees do not believe these will be established at the global scale. Rather, respondents point to issue-specific, regional and inter-regional coalitions of the willing, involving the private sector, to innovate global forest governance. Linking forest issues with high politics may hold promise, as demonstrated by initiatives regarding illegal logging and timber trade. Confident rule-setting in support of the public good as well as responsible investments are seen as further avenues. New forest governance "hypes", if used strategically, can provide leverage points and resources to ensure sustainability effects on the ground. At the same time, informal markets are often crucial for governance outcomes and need consideration. As such, clarifying tenure in sovereignty-sensitive ways is important, as are innovative ways for inclusive "glocal" decision-making. Lastly, new technologies, big data and citizens' capacities are identified as potent innovation opportunities, for making global dependencies between consumption, production and deforestation visible and holding players accountable across the value chains.
The recent advent of microphysiological systems – microfluidic biomimetic devices that aspire to emulate the biology of human tissues, organs and circulation in vitro – promises to enable a global paradigm shift in drug development. An extraordinary US government initiative and various dedicated research programs in Europe and Asia recently have led to the first cutting-edge achievements of human single-organ and multi-organ engineering based on microphysiological systems. The expectation is that test systems established on this basis will model various disease stages and predict toxicity, immunogenicity, ADME profiles and treatment efficacy prior to clinical testing. Consequently, this technology could significantly affect the way drug substances are developed in the future. Furthermore, microphysiological system-based assays may revolutionize our current global programs of prioritization of hazard characterization for any new substances to be used, for example, in agriculture, food, ecosystems or cosmetics, thus replacing the use of laboratory animal models. Here, thirty-six experts from academia, industry and regulatory bodies present the results of an intensive workshop (held in June 2015, Berlin, Germany). They review the status quo of microphysiological systems available today against industry needs, and assess the broad variety of approaches with fit-for-purpose potential in the drug development cycle. Feasible technical solutions to reach the next levels of human biology in vitro are proposed. Furthermore, key organ-on-a-chip case studies as well as various national and international programs are highlighted. Finally, a roadmap into the future towards more predictive and regulatory-accepted substance testing on a global scale is outlined.
