Social work and public health have always shared a common mission and vision in promoting human health. However, existing research tends to view social work and public health as two separate fields at both practice and policy levels, and these studies have largely neglected the consideration of how to integrate public health and social work. In the context of the COVID-19 epidemic, the link between the two has been strengthened and health social work has been given more importance. The question addressed in this article is through what mechanisms or practices the social work profession can strengthen its professional status and engage in interprofessional collaboration. Based on key informant interviews and case studies (one community and two cabin Hospitals), this study points out that three legitimacy mechanisms are needed: operationalizing policy, extending value, and completing justification. Furthermore, the future and possible limitations in relation to the development of health social work in China are discussed and specific recommendations are provided. Health social work needs to conduct practices and summarize its experiences and methods, to create a more friendly political environment by translating its results into policies that are conducive to the development of health social work through a political agenda. It needs to improve upon its practical abilities and methodologies, as well as professional education relating to professional values and ethics, in addition to identifying the deeper social needs of residents and discovering new, undeveloped areas of service. Moreover, because long-term change is difficult to justify due to China's policy agendas, the question of whether the professional status of health social work in the post-epidemic context can be improved is something that needs to be further explored in future studies.

Objective: This article reports a study that developed and validated the Perceived Social Work Competence Scale (PSWCS) for assessing social work students' competence in Mainland China. Method: The indicators were generated by a broad empirical review of recent literature, confirmed by experts, and indigenized by means of two focus groups of students. Two separate studies were conducted, using samples of social work students. Exploratory factor analyses and reliability tests were conducted on a cross-validation sample ( n1 = 291) of social work students. Confirmatory factor analyses and tests of predictive validity were conducted on the second sample ( n2 = 300). Results: The 48-indicator PSWCS (including nine subscales) demonstrated excellent internal consistency, acceptable test–retest reliability, satisfactory factorial validity, and positive correlation with the students' grade point average and their satisfaction with their field experience. Conclusions: The PSWCS is important for enabling students to assess their competence and for enabling educators to improve field education.

AbstractIn today's era of new public management, respecting the dignity and worth of social workers in organizational management poses a challenge to social work agencies. This research explores whether individual self-actualization can be integrated with organizational development by using a humanistic management approach. Authors sampled 672 supervisors from Chinese social work agencies. A structural equation model was built and tested to examine the relationships between four latent variables: (1) professional competence (PC), (2) organizational citizenship behaviors (OCBs), (3) individual impact, and (4) organizational impact, taking into account the moderating effect of professional associations. The results indicate that individual impact is a mediator between supervisors' PC/OCBs and organizational impact. Meanwhile, professional associations play a moderating role in the relationship between supervisors' PC and organizational impact. Findings provide the basis for a humanistic management strategy for social work agencies that focuses on the individual impact of key people to maximize organizational impact. Moreover, professional associations should strengthen the link between individual impact and organizational impact.

Summary The social work profession has developed at an unprecedented rate in the past decade in China. This article addresses the much-debated question of whether the international standards of social work can be applied in the Chinese context. Employing Weiss-Gal and Welbourne's conceptual framework of the professionalisation of social work, this study aimed to identify validated indicators to define social work professionalisation in China. A questionnaire with 11 indicators was designed, and responses were received from 748 social workers in Guangzhou. Formative measurement was adopted as an analytic strategy. Findings Five of the 11 indicators were validated: perception of public recognition, perceived adequacy of the knowledge base, involvement in professional organisations, congruence with ethical standards, and perception of professional autonomy. Contrarily, six indicators had no significant impact on social work professionalisation in China: public recognition in terms of qualification levels, professional education, satisfaction with professional organisations, monopoly (self-perception and entrance criteria) and prestige and remuneration. Applications This study extends the application of Weiss-Gal and Welbourne's conceptual framework to China. Utilisation of this framework suggests that social work professionalisation in China may diverge from international standards in social work, while the professionalisation measures for social work implemented by the Chinese governments may be ineffective. In particular, this study highlights the continuing challenges for the development of social work in China and provides evidence of the need to strengthen the professional power of Chinese social work.

Abstract
Master of Social Work (MSW) training is important for professional development and has created high expectations for social work education in China. However, few studies have evaluated MSW students' learning outcomes and how students engage in the learning process. To gain insight into MSW students' learning success, this study focusses on the relationship between students' learning process and learning outcomes—namely, professional competence and identity—under the guidance of student engagement theory. This study involved MSW students (n = 1,201) from all 104 MSW degree programmes in China in 2017. The data analysis was based on theory-guided structural equation modelling. The results show that student engagement in academic learning is indirectly and positively related to professional competence and professional identity through the full mediating role of field learning. In addition, students' BSW background and university resources played moderating roles in the relationships between engagement in academic learning and professional identity and between engagement in field learning and professional competence. Field education strengthens students' achievements. These results could lead to a better understanding of the characteristics of students' learning engagement and aid the design of adaptable teaching plans. These results may also lead to new ideas for the further modification of social work education in China.

AbstractDue to recent challenges and the great burdens faced by social workers to provide social services, self-care is becoming more and more important to research and practice. This study empirically tested the long-term impact of self-care training provided during MSW education. In line with previous research on self-care among other social services practitioners, the panel data of MSW graduates nationwide showed the longitudinal impact of the self-care training in MSW programs on their organizational citizenship behaviors (OCBs) as novice practitioners. Specifically, authors identify self-care as a critical work contextual moderator of the effects of supervisor behavior, workplace social capital, and burnout on OCB. The study offers implications for education, practice, research, and the culture of the profession in China, and explicates the utility of the findings of self-care training's impact for practitioners, students, educators, social service agency supervisors, and organizational and professional leaders. It is crucial to create a "culture of self-care" by integrating self-care in education and building a healthy workplace culture, which may shed light on how to sustain the social work profession in China and globally.

AbstractSocial work service organizations (SWSOs) have developed quickly, and there were nearly 8,000 of such organizations throughout China in the end of 2017. However, this rapid growth has brought both great opportunities and challenges. Globally, leadership has received increasing attention in the social work profession in the 21st century. Among different types of leadership, transformational leadership has been identified as a key issue in bringing more innovation and motivating employees' organizational citizenship behavior to overcome such challenges. Therefore, this study aimed to focus on social workers from the 170 applicants of the "Top 100 Social Work Service Organizations of 2017" which could be seen as the more successful SWSOs in China to examine how transformational leadership impacts organizational citizenship behavior by considering two mechanisms, workplace social capital and professional autonomy, in different areas throughout China. A two‐step process analysis was employed. First, a structural equation model was theoretically built, and it examined the direct and indirect relationships among all four latent variables, considering two mediation effects. Second, multiple group (high social work developed area group versus low social work developed area group) analyses tested the moderation effect. This study confirmed the key role of transformational leadership in the success of SWSOs and found workplace social capital as a full mediator and professional autonomy as a partial mediator in the relationship between transformational leadership and organizational citizenship behavior. These findings may shed light on the further development of SWSOs from the perspective of enhancing social workers' organizational citizenship behavior.

Chinese community-service social workers face work alienation due to role stress. This study highlights the impact of government resources on a role stress–professional efficacy–work alienation research model. Paradoxically, state support may escalate role stress, thus hindering professional development and causing work alienation in this state-dominated profession.

Public virtues can help street-level bureaucracies reflect and respond to the shortcomings in current public administration. According to the public virtue approach, this research identifies the key role of ethical leadership in improving the enforcement of street-level bureaucrats (SLBs). By promoting subordinates' psychological empowerment, ethical leadership is significantly and positively correlated with facilitation, accommodation, and legal style. Public service motivation and organizational citizenship behavior moderate the above processes in diverse ways. This research calls for bringing public virtue back to street-level practices, and particularly for educating and encouraging the public sector about ethical leadership that will provide values, guidance, and empower SLBs to exercise virtue.

AbstractMandatory reporting is the central measure for child protection. However, the common alternative strategy of avoidance that is practised by child welfare workers is little discussed. This study examines the influences of child welfare workers' inconsistent perceptions and experiences on reporting. Using China Social Work Longitudinal Study 2019, a total of 2 180 child welfare workers in the child and youth service field were selected. Multinomial logistic regression was used to examine the perceptions and experiences associated with reporting. Child welfare workers with a moderate perception of sexual abuse (OR = 1.442*), more experiences of emotional abuse cases (OR = 1.258*) and fewer experiences of sexual abuse cases (OR = 0.703*) had greater odds of reporting than not reporting, and those with a low or moderate perception of emotional abuse (OR = 3.027*; OR = 1.691*, respectively), a moderate perception of physical abuse (OR = 1.537*) and more experiences of neglect cases (OR = 1.345*) were more likely to avoid than to not report. Social work licensure plays a moderating role. The results indicate the importance of alternative strategies, perceptions and experiences in the assessment‐decision continuum of reporting. The inconsistent perceptions and experiences of child welfare workers contribute to self‐justification in decision‐making. Implications for practices and directions for future research are discussed.
