AbstractAs a result of economic trends in Australia over the past 25 years, a growing proportion of households have faced high housing costs in relation to their income because of a shortage of affordable housing, particularly in areas where there is ready access to well‐paid employment. Problems have been particularly severe for lower income renters. This article provides a proposal to address this shortage, based on encouraging institutional financing of affordable rental housing, suggests more controversial policies that might be needed to address underlying causes and identifies a number of reasons why so little progress has been made.

Australia has exhibited a remarkably stable home-ownership rate of 70 per cent for over thee decades. However, this paper questions whether this rate is sustainable. Decomposition techniques based on tenure choice models are used to provide evidence of changing homeownership patterns in Australia between 1975 and 1994. The results indicate a distinct change in home-ownership propensities which is neither uniform across age-groups, nor uniform for different household types with both the same and with different levels of income. A number of tentative explanations are proposed, each of which provides the basis for further research on the factors affecting household tenure decisions. This is essential if the potential for a significant decline in home-ownership is to be seen as a matter of concern.

This paper critically evaluates reforms which have been proposed to counter the effects of the growing imbalance between direct and indirect assistance for housing. It proposes a radical restructuring of assistance based on a form of support which enables the shelter and asset components of housing to be separated and assistance to be directed solely towards the former. The policy proposal consists of several essential components: these are a housing cost insurance scheme (providing a housing allowance financed by the taxation of housing income), the provision of shared equity arrangements and the introduction of housing bonds.

AbstractThis article explores the extent to which the deregulation of the Australian financial system over the past few years has borne out the claims of the Campbell and Martin Reports with regard to housing finance. It concludes that claims that there would be an increase in the availability of finance were optimistic but that claims that the effective rate of interest would not increase have been vindicated. It also concludes that the most significant innovations which have taken place have come, not from the private sector as predicted, but from the public sector.
