AbstractHow do interest groups decide which member of Congress to target when decisions are made collectively? Do lobbying strategies change as legislation advances? Answering these questions is challenging due to a lack of systematic observations of lobbying contacts. I answer these questions using a novel data set constructed from reports submitted by lobbyists on behalf of South Korea regarding its free trade agreement with the United States for 10 years. I show that a diverse set of politicians are contacted but the timing, intensity, and strategy of lobbying contacts vary by politicians' institutional positions as well as their predisposed preferences for free trade.
AbstractInterest groups face many choices when lobbying: when, who, and how to lobby. We study interest group lobbying across two stages of regulatory policymaking: the congressional and agency rulemaking stages. We investigate how the Securities and Exchange Commission responds to interest groups at the end of these stages using a new, comprehensive lobbying dataset on the Dodd-Frank Act. Our approach examines citations in the SEC's final rules which reference and acknowledge the lobbying activities of specific interest groups. We find that more than 2,900 organizations engaged in different types of lobbying activities either during the congressional bill stage, the agency rulemaking stage, or both. Meetings with the SEC and hiring former SEC employees are strongly associated with the citation of an organization in a final rule. Comments submitted by trade associations and members of Congress are cited more in a final rule compared to other organizations. While there is more variety in the types of organizations who lobby the bureaucracy than those who lobby Congress, presence does not necessarily lead to recognition or influence.
AbstractIndividual cities are active interest groups in lobbying the federal government, and yet the dynamics of this intergovernmental lobbying are poorly understood. We argue that preference incongruence between a city and its parent state government leads to underprovision of public goods, and cities need to appeal to the federal government for additional resources. We provide evidence for this theory using a data set of over 13,800 lobbying disclosures filed by cities with populations over 25,000 between 1999 and 2012. Income inequality and ethnic fragmentation are also highly related to federal lobbying activities. Using an instrumental variables analysis of earmark and Recovery Act grant data, we show that each dollar a city spends on lobbying generates substantial returns.
