Every uniformed service member, whether Active Component (AC) or Reserve Component (RC), must complete ancillary or general military training (GMT) requirements prescribed by his or her service. Individual services direct some topics, and some are stipulated by the U.S. Department of Defense (DoD). DoD has identified a need to reduce cyclic mandatory training requirements (especially for the RCs), thus reducing the training burden on the services and making the most of available training time. The RAND National Defense Research Institute was asked to examine the services' mandatory military training requirements and examine options to standardize requirements and reduce the training burden. This report responds to that request by providing a common definition of GMT and examining both the guidance that directs GMT completion and the services' approaches to conducting GMT. The authors identified GMT requirements directed by law and policy and interviewed service AC and RC subject-matter experts
"This report describes the results of the Law Enforcement Futuring Workshop, which was held at RAND's Washington Office in Arlington, Virginia, from July 22 to 25, 2014. The objective of this workshop was to identify high-priority technology needs for law enforcement based on consideration of current and future trends in society, technology, and law enforcement over a ten- to 20-year time period. During the workshop, participants developed sets of future scenarios, constructed pathways from the present to alternative futures, and considered how law enforcement use of technology might affect these pathways. They then identified technology needs (including training and changes in policies or practice) that, if addressed, could enable pathways to desirable futures or prevent or mitigate the effects of pathways to undesirable futures. On the final days of the workshop, the technology needs were prioritized using a Delphi method. The output of this workshop described in the report included ten future scenarios and 30 technology needs. Beginning in spring 2020, the coronavirus disease 2019 (COVID-19) swept through the United States, infecting millions and killing hundreds of thousands of Americans. In some areas, incarcerated populations were hit hard by the disease. Significant numbers of justice system practitioners, including law enforcement officers, court staff and leaders, corrections staff, and service providers were infected, and deaths from COVID-19 became a primary cause of lives lost in the line of duty. At the same time, national protests in response to the killing of George Floyd and other Black Americans focused attention on equity and fairness in the justice system, resulting in significant pressure for reform. The conditions faced by organizations across the justice system differed widely, and responses to address the risk of infection varied from place to place. Many of the responses to the pandemic focused on increases in physical distancing and the use of virtual technologies to continue the operations of the justice system while minimizing infection risk. In an effort to gather lessons learned from the responses of different justice agencies to the pandemic, the Priority Criminal Justice Needs Initiative convened a set of workshops at the end of September 2020 with justice agency representatives and others to take stock of what had been done and look toward the future. A variety of common challenges and innovations were identified in the workshops that assisted in continuing the operation of the system through the pandemic and also might support broader reforms and justice system innovation going forward

The Veterans Access, Choice, and Accountability Act of 2014 addressed the need for access to timely, high-quality health care for veterans. Section 201 of the legislation called for an independent assessment of various aspects of veterans' health care. The RAND Corporation was tasked with an assessment of the current and projected demographics and health care needs of patients served by the Department of Veterans Affairs (VA). The number of U.S. veterans will continue to decline over the next decade, and the demographic mix and geographic locations of these veterans will change. While the number of veterans using VA health care has increased over time, demand will level off in the coming years. Veterans have more favorable economic circumstances than non-veterans, but they are also older and more likely to be diagnosed with many health conditions. Not all veterans are eligible for or use VA health care. Whether and to what extent an eligible veteran uses VA health care depends on a number of factors, including access to other sources of health care. Veterans who rely on VA health care are older and less healthy than veterans who do not, and the prevalence of costly conditions in this population is projected to increase. Potential changes to VA policy and the context for VA health care, including effects of the Affordable Care Act, could affect demand. Analysis of a range of data sources provided insight into how the veteran population is likely to change in the next decade.
