This is a book about seventeenth-century Norwich and its inhabitants. At its core are the interconnected themes of social topographies and the relationships between urban inhabitants and their environment. Cityscapes were, and are, shaped and given meaning during the practice of people's lived experiences. In return, those same urban places lend human interactions depth and quality. 'Social Relations and Urban Space' uncovers manifold possible landscapes, including those belonging to the rich and to the poor, to men, to women, to "strangers and foreigners", to political actors of both formal and informal means. Norwich's inhabitants witnessed the tumultuous seventeenth century at first hand, and their experiences were written into the landscape and immortalised in its exemplary surviving records. In comparison to the Northern Hemisphere, especially Europe and North America, there is a scarcity of information regarding the historic weather and climate of Southeast Asia and the Southern Hemisphere in general. The reasons for this are both historic and political, yet that does not mean that such data do not exist. Much of the early instrumental weather records for Southeast Asia stem from the colonial period and, with some countries and regions changing hands between the European powers, surviving information tends to be scattered across the globe making its recovery a long and often arduous task. This paper focuses on data recovery for two countries that were once joined under British governance: Singapore and Malaysia. It will explore the early stage of a project that aims to recover surviving instrumental weather records for both countries from the late 1780s to the 1950s, with early research completed for the Straits Settlements (Singapore, Penang and Malacca) between 1786 and 1917. Taking a historical approach, the main focus here is to explore the types of records available and the circumstances of their production. In so doing, it will consider the potential for inaccuracy, highlight gaps in the record and use historical context to explain how and why these problems and omissions may have occurred. It will also explore the availability of narrative and data evidence to pinpoint extreme periods of weather such as drought or flood and consider the usefulness of historical narrative in identifying and analysing extreme events.

This curated special issue asks how history can be used as a lens into disaster and disaster management. It takes as its premise the idea that approaches from different disciplines - including the humanities and social sciences – can offer new perspectives on understanding disaster, managing disaster and disaster risk. The concept is not new, historically focussed studies have long provided meat for hazard investigations and modelling, especially those focused on geological or hydrological time-series analyses; multi-hazard interactions and identifying historical underliers for contemporary risk. It has become increasingly common, for example, to include historians in collaborative efforts to better understand disasters (e.g. Wasson, 2020; Martin, 2019), to provide a critical engagement with sources and methods for understanding the contemporary socio-cultural and governance frameworks underpinning the scale and dynamics of particular historical events, or to explore historical triggers that have acted to strengthen or weaken systems of risk or resilience. Likewise, historical archival sources have been used to extend hydrological or climatic records further into the past (Brázdil et al., 2018; Kjeldson, 2014; Glaser et al., 2004). Within the field of history, disaster history – frequently linked to environmental history – has emerged in recent years to shed new perspectives on the experience of disaster in our past.

This article investigates the contribution made by indigenous employees to the work of the Hong Kong Observatory from its inception and into the early twentieth century. As has so often been the case in Western histories of science, the significance of indigenous workers and of women in the Hong Kong Observatory has been obscured by the stories of the government officials and observatory director(s). Yet without the employees, the service could not have functioned or grown. While the glimpses of their work and lives are fleeting, often only revealed in minor archival references, this article seeks to interrogate these sources to make these workers' lives visible and to offer an examination of everyday working relationships at this place and point in time. It focuses on three areas. First, an exploration of who these workers were, and the role they played at the observatory. Second, an investigation of their contribution to the nascent science of meteorology. Third, an examination of available evidence – levels of high staff turnover, complaints, instances of foot dragging, or working to rule, as well as the tenacity to continue for years under difficult working conditions – to demonstrate the ability of workers to reject or to negotiate with colonial/patriarchal authority. In profiling their stories, this article will add to the literature examining the lives of scientific workers and their contributions to science, the everyday cultural and social contexts of colonial meteorology, and the role of ordinary men and women in producing meteorological knowledge at this time.

In 1877, the major towns of the Straits Settlements - Singapore, George Town, Penang Island and Malacca - suffered a drought of exceptional magnitude. The drought's natural instigator was the El Niño phase of the El Niño Southern Oscillation (ENSO), a climatic phenomenon then not understood by contemporary observers. The 1877 event has been explored in some depth for countries including India, China and Australia. Its impact on Southeast Asia however is less well-known and the story of how the event unfolded in Singapore and Malaysia has not been told. This paper explores how the contemporary British government responded to the drought, arguing that its impact on hydraulic management was at best minimal yet, it did have impact on other areas, such as forest reservation with the hope of preserving future rainfall. It also highlights how, in contrast to studies on urban water plans in other British Asian colonies, the colonial authorities in the Straits Settlements had a far less coherent and meaningful relationship with water in their town planning schemes.

Singapore in the 1950s was a deeply divided society. Struggling to recover from the hardships ofthe Second World War and fighting an internal battle that the British government termed an'emergency', it was a time of hardship, tension, and anxiety. In the midst of this crisis, Singapore'sinhabitants continued to manage the natural elements of their climate and environment, especiallythe dangerous combination of heavy monsoonal rains, low-lying marshland, and tidal flooding.This article examines the circumstances surrounding a particularly severe episode of flooding thatoccurred in December 1954. It explores how the flood's impact was exacerbated by humanexigencies, especially recent government resettlement plans and infrastructural weaknesses.In line with the themes of this special issue, it explores the notion of 'justice' during a disaster.In this case, justice was intimately related to political agency, social vulnerability and resilience.Viewed in this way, the flood story can be used as a lens into the wider socio-political contexts ofthe time.

In 1948, a chilling statement from British Malaya's Director of Agriculture, F. Burnett, made headline news. According to Burnett, unchecked soil erosion across hillside Malaya would soon render the country's precious agricultural land infertile. Erosion had worsened considerably after the 1880s due to widespread, indiscriminate agricultural and industrial clearing. By the 1920s, it had become a sizeable socioeconomic and environmental issue, thought also to contribute to the scale and intensity of flooding and the likelihood of dangerous landslips. The British Government raised a series of empire-wide inquiries across the first half of the twentieth century, tied to an emerging global scientific interest in, and concern about, soil degradation, food security and economic productivity. The colonial British Government of Malaya—whilst acknowledging the part played by commercial agriculture—also tended to place blame on traditional shifting cultivators and farmers, especially the Chinese. This article discusses the problem of soil erosion in British Malaya as a primarily slow-onset disaster while also acknowledging erosion's contributing role in more sudden hazards, such as landslips. It also explores how erosion was linked with an evolving blame culture in Malaya, involving discrimination against different social groups at different times. The narratives surrounding soil erosion thus offer a lens into the interplay of environment, colonialism and politics in British Malaya.

This article tells the story of a contested provincial election for sheriff which took place in Norwich during 1627. In light of recent scholarly critiques of studies that frame the early-modern period in terms of binary opposites, this article demonstrates that 1620s political culture is hard to define in such stark terms. Through a close reading of the events, characters, and outcomes of the election, this article also shows the importance of embedding local peculiarities into wider historiographical narratives of change, or continuity, and reveals the essential role of the urban middling sorts in shaping the political narratives of the Stuart period.
