Traced is the course of Soviet linguistic policy regarding Turkic languages within the USSR. Described are the Turkic-speaking population, Soviet policy on language use & development, & educational policy. Many underdeveloped &, in some instances, primitive tongues were adapted for use as media of education & of modern written communication equipped with the necessary grammatical & lexicographical aids. Establishment of Russian as 'a second mother tongue' has not fared so well, however. The Soviet belief that abandonment of the Arabic script & removal of the Arabic & Persian loan vocabularies would lead to deterioration of Islamic culture has not been realized. The proposal of a 'united Turkic cyrillic alphabet' would contribute greatly to the homogenization of the Turkic peoples in the nation, & would represent a marked change in Soviet linguistic & nationalities policies.
