The article outlines the significant changes made to the design of UN Security Council sanctions regimes over the years. It summarizes the processes and methods associated with the regimes in order to present a clearer and more accurate assessment of the council's efforts to improve its working methods and procedures vis-a-vis sanctions. The author describes the role of sanctions sub-committees in determining the sanctions regimes that the Security Council has historically imposed. Much of the change in behavior in how the council imposes sanctions can be attributed to the listing-delisting controversy surrounding resolution 1267. The article concludes that there has been a decline in the number of sanctions regimes approved by the council over the last decade.
