Looks at changes in the attitude of the public to proportional representation. Examines opinion polls from the mid-1970s to the present. Finds a general vein of support for PR, but suggests that fears of coalition governments and the unwillingness of the Labour Party to endorse PR have stood in the way of its introduction. (RSM)
